REQUIRING ALL YOUTH ORGANIZATIONS THAT AVAIL THEMSELVES
OF BOROUGH OF CARTERT FACILITIES OR RECEIVE LOCAL PUBLIC
FUNDING TO ATTEND ANY BOROUGH EDUCATIONAL SEMINARS ON
THE PREVENTION OF BULLYING, DRUG USE, GANG VIOLENCE AND
OTHER SOCIAL THREATS TO YOUTH HEALTH AND SAFETY
WHEREAS, our young people today face ever greater threats to their health and
safety from the dangers posed by bullying in all forms, drug use, increased gang violence
and other such social evils; and
WHEREAS, the Mayor and Council of the Borough of Carteret are desirous of
providing the community's younger residents with greater educational opportunities to
leant more about effective ways to combat these social threats to their health and safety.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Borough Council
of the Borough of Carteret (the "Borough ") as follows:
Section I All participants, coaches and other volunteers with Borough youth
organizations which avail themselves of Borough recreational
facilities and /or receive local public funding shall be required to
attend designated educational seminars sponsored by the Borough
relating to the prevention of bullying, drug use, gang violence and
other social threats to youth health, safety and well being.
Section 2 Those organizations which fail to participate in the designated
educational seminars as required may have their opportunity to
utilize Borough facilities, and/or to receive further local funding,
restricted or terminated in accordance with the then Borough
policy regarding the same.
Section 3 All ordinances or parts thereof inconsistent with the provision of
this ordinance are hereby repealed limited to the extent of any
such inconsistency.
Section 4 If any section, paragraph, sub - division, clause or provision of this
ordinance is adjudged invalid, such adjudication shall
apply only to the section, paragraph, sub - division, clause or
provision so adjudged and the remainder of this
ordinance shall be deemed valid and effective.
Section 5 This ordinance shall take effect upon its passage and
publication according to applicable law.
