HomeMy Public PortalAboutMinutes - 1980/07/22 - RegularPLANNING COMMISSION MINUTES July 22, 1980 IIIINITIATION 1 CALL TO ORDER The regular meeting of the Planning Commission of the City of Temple City was called to order at 7:30 p.m., July 22, 1980, by Chairman Breazeal. 2 PLEDGE OF ALLEGIANCE Chairman Breazeal led the Pledge of Allegiance to the Flag. 3. ROLL CALL: Present: Commissioners Abraham, Lawson, Seibert, Stacy, Breazeal Absent: Commissioners - None Also present: City Manager Koski, City Attorney Martin and Planning Assistant Avery. 4. APPROVAL OF MINUTES: Regular Meeting of June 10, 1980. (Regular Meetings of June 24 and July 8, 1980, were cancelled due to lack of quorum). There being no additions or corrections to the minutes of June 10, 1980, Commissioner Seibert moved to approve them as written, seconded by Commissioner Stacy and carried by roll call vote with Commissioner Lawson abstaining. 5. REORGANIZATION OF PLANNING COMMISSION - 1980 -81 City Manager Koski assumed the Chair and opened nominations for Chairman of the Planning Commission. Commissioner Seibert moved to nominate Commissioner Abraham, seconded by Commissioner Breazeal. Commissioner Breazeal moved to close nominations and cast a unanimous ballot for Commissioner Abraham for the position of Chairman, seconded by Commissioner Stacy and the motion carried. Commissioner Breazeal, in turning the gavel to Chairman Abraham, ex- pressed his appreciation to the staff during his year as Chairman. One thing the Commission did of note in the year of his Chairman- ship was the Revision of the Housing Element which, he felt, was a well executed document. He also expressed his appreciation to City Attorney Martin for the advice he gave during the past year. Chairman Abraham opened nominations for Vice Chairman. Commissioner Breazeal nominated Commissioner Stacy, seconded by Commissioner Sei- bert. Commissioner Breazeal moved to close nominations and cast a unanimous vote for Commissioner Stacy, seconded by Commissioner Lawson. The motion carried. 6. REQUEST FOR TIME EXTENSION - ZONE VARIANCE CASE NO. 80 -584 10859 -61 Freer Street Temple City, California City Manager Koski stated applicant for the zone variance (to approve reduced lot frontage in conjunction with a five -unit condominium project at 10859 -61 Freer Street) has requested an extension of 30 to 60 days. He had been given 60 days by the Planning Commission at their meeting of May 27, 1980, to complete an Environmental Impact Report and pre- sent it together with the variance for approval. Applicant has sub- mitted the Environmental Impact Report but would like to apply for a conditional use permit and tentative tract along with the variance at the continued Public Hearing, and therefore he is requesting an ex- tension of time. He recommended an extension for 60 days. Commissioner Breazeal moved to ',rant an extension of time for 60 days, seconded by Commissioner Stacy and the motion carried. PLANNING COMMISSION MINUTES MEETING OF July 22, 1980 7. COMMUNICATIONS - There were none. 8. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK PAGE TWO Mariane Milch, Manager of Temple City Chamber of Commerce, ex- pressed the Chamber's appreciation for the fine cooperation they have received from the Planning Commission in the past, and they - look forward to continued good relationship with the members of the Commission. 9. MATTERS FROM CITY OFFICIALS (a) Report on Minor Zoning Modification Case 80 -105 Commissioner Breazeal reported that the applicant and property owner at 9841 Howland Drive, proposes to add a recreation room to the rear of an existing nonconforming garage. The garage has a l.ft. side yard setback instead of 5 ft. (located in the first two- thirds of the lot.) The addition will have the required 5 ft. setback. He referred to the plot plans marked Exhibit "A" showing existing and proposed develop- ment, and the elevation plan and floor plan. The Minor Zoning Modification Committee, at their meeting of July 21, 1980, approved the request. (b) Set Public Hearing to determine existence of Public Nuisance - 6351 Temple City Blvd. Temple City, California Commissioner Seibert moved to set Public Hearing on this matter for August 12, 1980, seconded by Commissioner Lawson and carried. (c) Revision of Housing Element Memo of July 2, 1980, from the City Manager expressing appreciation for the Planning Commission efforts in developing the revision of the Housini; Element which was adopted by the City Council July 1, 1980. (d) Environmental Quality and Code Enforcement Program Report - June 1 -30, 1980 Commissioner Breazeal moved to review, receive and file both items, seconded by Commissioner Seibert and carried. 10. ADJOURNMENT There being no further business, Commissioner Breazeal moved to adjourn the meeting, seconded by Commissioner Lawson and carried.
