Mayor Dodson Called the meeting to order.
The minutes of the meeting held November 16, 1965 were
read approved and adopted. The financial and water report
for November 1965 was read and approved. All expenditures
included in this report were approved.
Mr. Harry Newett presented a request from Mr. Robert C.
Reed for permission to allow a doctor's building to be
constructed at the north end of his property and fronting
on U.S. #1. The Commission accepted the request and said
the matter would be studied.
Mr. Anderson of Brockway, Owen & Anderson was given the
floor to review the drainage study made by him in 1961
regarding Oleander Way & Banyan Road and also their drainage
survey made in 1957. Mr. M. P. Dickenson stated that
Banyan Road was a main street in the Town and the Town was
responsible for the drainage to be corrected.
Mr. Whittemore said he felt that new house construction had
caused part of the problem but mainly the poor drainage
was due to roads and existing catch basins being installed
too low.
Mr. Dickenson said that the Town Commission should face
up to this matter, that it was the Town's problem and the
Town should take steps to correct the drainage. After a
general discussion of poor drainage in all areas of the
Town the Commission authorized Mr. Anderson to present a
cost estimate for his services to update the earlier drainage
survey and to include the entire Town in his proposal for
a new drainage report.
The Commission discussed the proposed new water contract
and expressed desire to keep the wording exactly as the
old one. Mr. Hart asked that further discussion be post-
poned until Mr. Haskell, President of the Club arrived
and they could get together with the Clubs attorney and
Mr. Lilienthal to finalize this matter.

It was pointed out to the Commission that a new 56 unit
C co -op is going to be built on AlA at the North Town limits
and that presently the water line stops about 5001 south of
the site of the new co -op. There was a short discussion as
to who should pay the cost to extend this line. Further action
was tabled until the next meeting.
The police reports for November were read.
the Town Clerk reported taxes collected to date were 47,092.28
or 92% of the tax roll for 1965
The annual audit report as prepared by Himes and Himes was
accepted and payment of $925.00 was approved.
Resolutions 546, and 547, authorizing transfer of certain
funds as recommended by the annual audit, were read approved
and adopted. These resolutions are included and become a part of
these minutes.
The following pay raises were approved by the Commission effective
December 1, 1965:
Roy Cowart - $15.00 increase per month
Melton Partin - .15.00 increase per month
Stafford Ra£use - 2.50 increase per week
Paul Bradwell - 2.00 increase per week
)' The Commission approved payment of Christmas bonuses as follows:

Mr. Harold Furstenau informed the Commission that his ocean -front
property had been damaged by the recent hArricane and that he
planned to have a sea wall installed this sprin- with the Town's
permission. The Commission informed Mr. Furstenau that he could
proceed upon submission of detailed plans approved by the State
of Florida and written consent from his neighbors to the
immediate north and south of his property.
It was moved that the Town invest $15,000.00 of Water Fund money
$10,000.00 of General Fund and $4,000.00 of Reserve for Depre-
ciation Fund money in lyear 3 3/4% certificated of deposit
at the First National Bank of Delray Beach. Motion seconded
and passed.
There was an open discussion of Mr. Reed's request for permission
to construct a doctor's building on U.S. #1. Mr. Iglehart said
that he wanted to go on record as being opposed to the request,
feeling that this could only lead to more problems for the Town.
Mr. Dodson said he felt that Mr. Reed could probably take the
matter to court and force the Town to grant the request.
