SUMMARY STATEMENT:
The Economic Development Administration (EDA), a branch of the US Department of Commerce, offers
nationally competitive grants under its Public Works and Economic Adjustment Assistance programs to
“support economic development, foster job creation, and attract private investment in economically
distressed areas of the United States.” Because McCall’s downtown core is located within a federally
recognized Opportunity Zone, it meets the “economically distressed area” eligibility criterium.
Under the Public Works subcategory of this grant program, grant funds can be used for infrastructure
construction, including water system, roadway, pedestrian and broadband improvements. The average grant
award amount is near $1.6 million and requires a 20% local match. If awarded, projects must be completed
within five years and the Davis-Bacon wages must be paid to contractor employees, which increases project
costs by approximately 22% but would be covered by grant revenue, resulting in a net benefit to the project,
if the grant is awarded, near $1M. Phase 3 of the McCall Downtown Core Revitalization Project, planned
for construction 2022-2023, meets the eligibly criteria and timeline for the EDA grant program.

RECOMMENDED ACTION:
Approve submittal of an Economic Development Administration Grant Application and authorize the
Mayor to sign all necessary documents.
