1. ROLL CALL:
The City Commission of the City of Opa-locka, Miami-Dade County, Florida, met in a
special session on Monday, May 11, 2009 at 2:03 p.m. in the City Commission
Chambers, 777 Sharazad Boulevard, Opa-locka, Florida 33054. The following members
of the City Commission were present: Commissioner Dorothy Johnson, Commissioner
Timothy Holmes and Vice Mayor Myra L. Taylor. Also in attendance were: Interim City
Manager Bryan K. Finnie, City Attorney Burnadette Norris-Weeks and City Clerk
Deborah S. Irby. Commissioner Rose Tydus arrived at 2:05 p.m. and Mayor Joseph L.
Kelley arrived at 2:10 p.m.
2. INVOCATION:
The Invocation was delivered by Vice Mayor Myra L. Taylor.
3. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was recited in unison.
4. DISCUSSION:
Youth Summer Program
Interim City Manager Bryan K. Finnie presented the Summer Youth Work Program, a
Weed & Seed Initiative through South Florida Work Force. His presentation included a
slide show overview of the program which explained in detail the opportunities, benefit
to the community, requirements to register, how to register, getting the word out, job
assignments and the City of Opa-locka's role. The Opa-locka Summer Job Program
(Opa-locka OWLS—Opa-locka Work Learning Summer) will provide job opportunities
to 100 low income minors and young adults between the ages of 14 — 24 who are Opa-
locka residents.
Commissioner Johnson expressed the importance of making sure the youth are Opa-locka
residents and that everyone has an equal opportunity for a job.

Mayor Kelley asked for further clarification relating to going through the application
process online as a part of the South Florida Workforce website.
Manager Finnie advised that the individual would fall under the lottery process.
Vice Mayor Taylor asked about how the youth would be distributed to the various
departments.
Manager Finnie stated that the application requires that the youth identify their interest
and based on that the city will place them in the respective department.
Commissioner Johnson asked, what is in place to ensure confidentiality in various city
departments?
Manager Finnie stated that the youth would not be assigned to work with high sensitive
information.
Commissioner Johnson asked about orientation for the youth.
Manager Finnie responded by saying that there is a 20 hour component of job readiness
linked to this program.
Pursuant to F.S. 286.011(8), Attorney Weeks requested that the Commission consider an
Attorney/Client Session at the Regular Commission Meeting on May 13, 2009 at 7:05
p.m. and ending at approximately 7:25 p.m. in the case Nikeya Hill and Natalie
Buissereth v. City of Opa-locka, Case No. 09-CV-20662-Gold-McAliley. In attendance at
the Attorney/Client Session would be: the Mayor/Commission, the City Attorney and
Assistant City Attorney Valerie Kiffin-Lewis. Under Florida Statutes the Commission
can consider at any public meeting to hold an attorney/client confidential executive
session and the notice must be posted. She asked that the Commission allow the attorneys
to bring to them a litigation case for advisement and to go over some of the facts
presented.
She further requested that the City Clerk post the notice for the Attorney/Client Executive
Session.
Mayor Kelley expressed his discontentment with going into an Attorney Client Executive
Session during the Regular Commission Meeting of May 13, 2009 without the
information being provided on the agenda and having to put everyone out. He agreed to
the Attorney/Client Executive Session assuming that there are time constraints.
Clerk Irby noted for the record that the notice is prepared by the City Attorney.

There being no further business to come before the City Commission, it was moved by
Commissioner Johnson, seconded by Vice Mayor Taylor to adjourn the meeting at 2:30
p.m.
