Brewster Housing Trust
October 3, 2019 5 * 00pm Room A, Brewster Town Hall
Present : Ben deRuyter, Sarah Robinson , Paul Ruchinskas, Madalyn Hillis- Dineen , Donna Kalinick _
Tim Hackert, Maggie Spade -Aguilar, Jill Scalise
1 . Call to Order ; Chair deRuyter called the meeting to order at 5 : 00pm .
2 . Citizen's Forum - None
I Financial Report : Ms . Kalinick said the balances have not changed this month . The unrestricted
cash balance is $ 187 , 001 . The CPC balance is $ 98 , 775 . 00 . The total funds available to the Trust
are $ 285 , 776 . 87 .
1 . Millstone Property Community Engagement Meeting final details : Chair deRuyter will do
introductions . Trust members will help greet at each door and mingle , then each Trust member
will be at a table , more in a facilitation role . Donna & Jill will do a brief presentation on Millstone
timeline and the Housing Production Plan goals followed by a video of the area . Bohler will
share due diligence then Barrett will lead two small group activities at the table . There will be
two parking lots in the room for future session comments or other issues . The back of the room
has information about other housing initiatives by the Town and Trust . We posted a simple
agenda , but we will be following the detailed agenda . Barrett Planning conducted over 20
interviews ahead to help inform the process . Chair deRuyter asked if they will distill that into a
report, Jill will ask . Ms . Spade -Aguilar asked about the 90 bedrooms and the Lego activity and
how playgrounds or open space would be accounted for . Ms . Scalise said this is really the first
session , we will have more sessions to get into further details .
2 . Housing Rehabilitation Program update and discussion : Ms . Kalinicl< received the documents
that KP Law wants us to use for mortgage and deed restriction for the time of the loan . Ms .
Kalinicl< will send them to the Trust to have a more thorough discussion at the next meeting .
I Brewster housing update, including SHI preservation — Ms . Scalise highlighted some of the
items from her report, Huckleberry Community Clean up successful , CPC grant in and approved .
Another 2 homes have been identified of concern with old deed riders and one is under
foreclosure . The Trust had questions about the process . Ms . Scalise will find out more
information and report back, but has been assured that the deed will survive . Another is on a
90 day clock, but we have not received all the required materials yet . Ms . Robinson asked what
the process of communicating a sale to the community is . Ms . Scalise said that Housing
Assistance Corp ( HAC ) usually markets as well as the town . They are not on MLS, but the Trust
could decide in the future to use funds to market them through MLS . HAC does have a ready to
buy list . Ms . Scalise noted that with the older deed rider formulas for resale, there may be a
need for buy down funds . Ms . Scalise reported that the repair quote for the Yankee Drive house
has come in a little over 100K . It was also noted that any request over $ 50, 000 for certain
transactions have to go to the Select Board for approval . The guidelines need to be established
before we move forward on other programs, but Jill and Donna did speak with Ms . Botsford
from the Housing Authority about discussion of a rental voucher program at a future meeting,
this can be done with CPC funds .
4 . Next meeting date ; November 7 at bpm is the next Community Engagement meeting . The Trust
decided to have a regular business meeting in November on 11/25 at 5 : 30pm as well .
5 . Any other business not anticipated : None
6 . Adjournment : Mr . Hackert moved adjournment to attend the Forum at 5 : 35pm , Ms . Robinson
second . The Trust voted unanimously in favor .
