A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman, Thursday,
January 26, 2012, 6:00 P.M, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present:
Councilmember Vincent Bellino
Dennis DiMascio
Randy Krum
Joseph W. Sitarz
Noted Absent was Council President Jorge Diaz and
Councilmember Susan Naples.
Also noted present was Municipal Clerk, Kathleen M. Barney and
Borough Attorney Robert Bergen.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 9, 2012, the 2012 Annual Notice
was mailed to The Home News Tribune, The Star Ledger and
posted on the Bulletin Board. It was published in the Home News
Tribune on January 9, 2012 and the Star Ledger on January 10,
2012.

Mayor Reiman asked if there were any question on the
resolutions and there were none.
Mayor Reiman then asked for a motion on the Consent Agenda.
Resolutions #12 -19 thru #12 -25 were introduced by the Mayor OAEW ACHPA
and referred to the Council for action.

PAY4NFCF Upon MMS &C by Councilmembers Sitarz and Bellino, all bills
BTLS appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon individual roll call vote Councilmembers
Bellino, DiMascio, Krum and Sitarz voted in the Affirmative.
Councilmember Diaz and Naples were noted Absent.
01+9TIFITS COMMITTEES:
BUILDINGS & GROUNDS: In the absence of Committee
Chairperson Naples Mayor Reiman reported that she is recovering
from surgery and he wished her their best. He reported Progress
in that department.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz was
noted absent.
FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson Krum
reported recently we had two (2) of our volunteer officers
complete a Safety Officers Class at Middlesex Fire Academy and
we will also be sending two (2) firefighters to Texas A &M for
flammable liquid firefighting training at the end of February. He
said this Saturday the Fire Department will be participating in the
Health and Wellness Center's Open House Fair, having firefighters

there to provide information about home and fire safety.
Progress.
PARKS, RECREATION & PUBLIC PROPERTY — Committee
Chairperson Bellino reported normal day to day operations. He
said they are looking to order a small play gym to be put on the
side of the Civic Center that will be paid for by grant money.
Progress.
POLICE: Committee Chairperson Sitarz reported there are three
(3) police cars in South Plainfield getting radios and waiting for
three (3) cameras and there will be three (3) more. He thanked
the Borough employees who plowed the snow. Progress.
PUBLIC WORKS: Committee Chairperson DiMascio thanked
Councilmember Sitarz for taking over for him on Saturday, he had
a previous engagement. He said he and all the guys did a great
job. Progress.
BOARD OF EDUCATION: in the absence of Committee
Chairperson Naples Councilmember Bellino reported that he had
gone to the Board of Education Meeting last night He said they
voted for the legislative that was signed by Governor Christie for
changing the Board of Education Election to November. He
explained the voters cannot vote on the budget with a 2% cap,
which is based off of salaries only and anything after that would
be an excess amount of money based off of retirement funds,
medical expenses and things of that nature and commented it is
something that we are stuck with for four (4) years. He said many
things were said after the meeting and they were not for him to
comment on.
Mayor Reiman said that a few Councilmembers had questioned
what would happen if the Board moves their election and the Nhyor Reinnn
Council disagrees. He explained they have inquired with the State
Leagues of Municipalities and the way the law was written, either

Cunt: the Board could independently move the election or the Council
can move the election or a referendum can be put on to allow the
voters to vote on it and said once one entity approves it there is
no recourse and they did vote for it to be held in November last
night. He said he is not a fan of that and he has publicly supported
it remain in April. He said he does not like the idea that the public
cannot vote on the budget and spoke on this briefly.

"WHEREAS, art education contributes powerful educational
benefits for all elementary, middle and secondary students
including the following:
art education develops students 'creative problems - solving
and critical thinking abilities:
art education teaches sensitivity to beauty, order and other
expressive qualities.
art education gives students a deeper understanding of multi-
cultural values and beliefs:
art education reinforces and brings to life what students learn
in other subjects; and
art education interrelates student learning in art production;
art history, art criticism, aesthetics and;

Prcclaretion Copt:
WHEREAS, our national leaders have acknowledged the necessity
of including arts experience in all students' education,
NOW, THEREFORE, I DANIEL J. REIMAN, MAYOR OF THE
BOROUGH OF CARTERET, in the County of Middlesex, State of
New Jersey do hereby acknowledge that support should be given
to art teachers as they attempt to strengthen art education in
their schools and communities and proclaim that March 2012 be
observed as
YOUTH ART MONTH
In the Borough of Carteret.
FURTHERMORE, I urge all citizens to take interest in and give full
support to quality school art programs for our children and
youths. "
Mayor Reiman said he urged all the residents to stop by, [Xyor R min
explaining last year they held an art competition and the items
submitted by the contestants were hanging in our Community
Center and said we will again be coordinating it with the art class
in the High School.
Mayor Reiman then referenced the $450,000.00 grant that we
just received from Middlesex County Open Space for Carteret
Park. He explained it is a match for the $650,000.00 Open Space
Grant that we received from the State of New Jersey, Department
of Environmental Protection, Green Acres Program for a one (1)
million dollar enhancement project, which we hope to be in the
ground on by the summer of this year. This will include widening
and providing for new walkways and handicapped accessible
walkways throughout the park and upgrading the bathroom
facilities at the Hot House and the installation of a small water
park for the children in the community.

Cail�dr Councilmember DiMascio commented that last night at the Board
Discio of Education Meeting the Board members said they were hoping
to get more voters to vote for the School Board Election and he
said he thinks it will overwhelm people.
ivb ow tlP nm Mayor Reiman said it was the intent of the legislature, when they
did it, to allow more people to participate in the process. He said
he is more concerned with the budget.
After no further discussion, upon MMS &C by Councilmembers
Sitarz and Bellino and unanimous affirmative vote of the four (4)
Councilmembers present the meeting was Adjourned at
approximately 6:12 P. <.
