MINUTES OF THE SELECT BOARD MEETING

Call to Order & Pledge of Allegiance
Chair Whitney called the meeting to order at 5 : 00pm . Selectperson deRuyter moved to go into Executive
Session to discuss strategy with respect to discuss strategy with respect to collective bargaining if an
open meeting may have a detrimental effect on the bargaining position of the public body and the chair
so declares : SEIU Local 888, OPEIU Local 6, IAFF Local 3763 , and Brewster Police Union and to conduct
strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective
bargaining sessions or contract negotiations with nonunion personnel : Personnel Bylaw, Police
Personnel Bylaw, to consider the purchase, exchange, lease or value of real property if the chair declares
that an open meeting may have a detrimental effect on the negotiating position of the public body : 106
McGuerty Road , Brewster, MA, and to discuss strategy with respect to litigation if an open meeting may
have a detrimental effect on the litigating position of the public body and the chair so declares : John L.
Eten v . Brewster Zoning Board of Appeals, et al .
Selectperson Dickson second . The Board voted unanimously; Selectperson Whitney — Yes, Selectperson
deRuyter — Yes, Chair Bingham — Yes, Selectperson Chaffee — Yes, Selectperson Dickson - Yes.
Citizens Forum - Members of the oublic may address the Select Board at this time for a period not longer than 5 minutes. The Select Board is unable to respond to
comments as it could be a violation of the state's Oven Meeting Law which reouires a specific tonic to annear on the agenda for oublic discussion to occur. A tonic raised by a
member of the vublic may be added to a future meeting agenda if deemed warranted by the Select Board Chair,
David Danish , 1277 Long Pond Road , wanted to further discuss the Nauset Regional High School Building
renovation project .
Adam Lange, 58 Cathedral Road, would like an agenda item on a future Select Board meeting to discuss
the NRHS Building renovation project .
Felix Banis, Ranney Lane, spoke in regards to the Veterans Services . He advocates that if a Community
Center is built, that the Town create an office in town for a part time Veterans Agent . He would like
information in the report for where the money the Town of Brewster delegates to the program is spent .

Chris Powiki requests that the Select Board for support of the creation of a resolution of a climate
emergency declaration , which will be on the town warrant as a Citizen' s Petition ,

Top Dog contest winner PRINCESS LULU is the Town ' s very first "Top Dog Winner" . She receives tag # 1, a
waiver of fees for the registration , and a generous gift basket donated by Agway.
Town Administrator' s Report
The Finance Team has been spending a large amount of time on the capital plan and FY21 budget . The
swap shop is closed for the season , Ms . Kalinick thanked the volunteers and the DPW staff. Selectperson
Bingham suggested putting a sign outside the gate noting it was closed until April .
Consent Agenda
Selectperson deRuyter moved to approve the consent agenda, Selectperson Bingham second . The Board
voted S -Yes 0- No .

Discuss and Vote on Invitation to Participate in FY20 Town of Dennis Communitv Development Block
Grant Application for Housing Rehabilitation and Childcare Subsidv Programs - Jean Stalev. Housing
Rehabilitation Director for TRI — Cape Cod
This is a regional grant with Brewster, Dennis and Wellfleet . The grant award is determined based on
need and interest . Approval of the grant would happen in the summer, with funding available to the
towns to expend next January 2021 . Applications will be accepted in the fall for income qualifying, year
round residents who are in need of a critical home repair . The program has one year to spend the
funding . The funding is made available as a 15 year, deferred , forgivable loan . There is no interest
charged or accrued with no monthly payment . The loan declines over 15 years and is discharged at year
15 . There is a mortgage placed on the home, so that the investment is protected over the course of the
loan . If the property owner uses the home as a rental it must be year round rental and at 80% median
rate . Ms . Kalinick also noted the child care voucher program is a bonus for residents . The Trust will
continue trying to do a town run " rehab program" , but this will aid demonstration for the need of such a
program in the Town . Jill Scalise, Housing Coordinator, says this is the largest request from residents .

Outreach sessions would be held at the COA January 29 at 11am , Stony Brook Elementary school on
February 4 at 5 . 30pm and at the Brewster Housing Partnership meeting February 13 at bpm .
Selectperson Dickson moved to sign the authorization form, Selectperson Chaffee second . The Board
voted S-Yes 0-No .
Discuss Concept of New Natural Resource Advisory Committee (Select Board Strategic Plan Goal CM4o
Establish a Vehicle to Ensure Coastal Resource Management Plan is Implemented )
Pat Hughes, Chris Miller and Ryan Burch discussed the merits of establishing a Natural Resources
Committee . The Coastal Committee does not have a quorum and is not meeting currently. The idea is to
disband that committee and initiate a Natural Resources Committee , Steve McKenna met with Pat and
Ryan to strategize what a committee would look like . Many other towns have different committees that
address individual needs . This would be a significant and broad committee that would be in charge of
addressing open space, shelifishing, and implementing the Coastal Resource Management Plan . They will
further consider if this would be a committee or a commission . Members, staff support and finances
would be important considerations . There is an idea proposed by Selectperson deRuyter to join with the
Open Space Committee at some point in the future . The Select Board was supportive of the creation of
the committee or commission . Discussion of exact charge and make up of membership will be brought to
a future meeting .
Presentation on and Discussion of Proposed Revisions to Kayak/Canoe/Stand-Up Paddleboard Rack
and Mooring Regulations (Select Board Strategic Plan Goal CM-3 )
Ryan Burch presented revisions to existing regulations and points of discussion . Initially, there was one
regulation that covered biweekly and annual use . This has not been updated since 2012 . The Department
of Natural Resources would like to expand locations to offer the services . Three locations were
considered for expanding and Long Pond and Saints Landing were chosen as the ideal spots . Selectperson
Chaffee asked for an update on how many spaces will be added and how many people have been on a
waiting list . Definitions have been considered in re-writing the regulations . They have conferred with
other towns for ideas on how to structure the revisions to deter any potential issues . Selectperson
deRuyter asked why they separated biweekly and annual . This was to simplify the form to be more user
friendly . This is a public opportunity for discussion but it does not need a Select Board vote, just a
consideration . This is not a large revenue generator, but is more for regulatory purposes . The fees cover
the operational costs for the department . Revisions to the mooring regulations were meant to tighten up
definitions for regulations and use of the electronic mooring renewal process . Selectperson deRuyter
asked where residents can read them . They are on the webpage, as well as in the front lobby of the
Natural Resources headquarters . Anyone who is currently in their system received an email directing
them to the online service .

Charter Committee Status Update and Plan for January 27 Joint Meeting
One of the upcoming meetings is a joint meeting with the Charter Committee to bring the Select Board
current with where they are in their process, to ask pertinent questions and solicit feedback on the
recommendations of the Committee . They would like to send a draft charter to Town Council for review
soon . Next Monday they will discuss the chapters on the Town Administrator, Select Board , and Boards
and Committees . They will also discuss an update to the organizational chart . The Committee will provide
a timeline update, as they have extended the date to place the Charter on the warrant till Special Town
Meeting fall 2020 . The decision if to have a ballot question following a vote at Town Meeting will be
discussed . Additional community outreach will be held after a draft charter is vetted through legal
counsel .
Initial Review of Potential Spring 2020 Town Meeting Warrant Articles
The deadline for warrant articles for Town Meeting this spring is Wednesday February 19, 2020 . In no
particular order, Mr . Lombardi provided a summary of the articles currently under consideration for
inclusion on the warrant :

Committee meeting on February 10 . Approximately $ 2 . OM in FY19 certified Free Cash remains
available for potential allocation .

January 27th is a joint meeting with the Charter Committee , The 29th is a joint meeting with the Finance
Committee and will be on a Wednesday for a budget overview . February 3rd is a regular meeting, February
5th is a joint fin com meeting for school budgets, February 8th is a Saturday meeting for department budget
reviews . February 10th is for capital planning overview . Selectperson Dickson will not be able to attend the
Feb 3rd or 8th meeting . Selectperson deRuyter would like to invite school building committee to the Feb 3rd
meeting .
