HomeMy Public PortalAbout03/12/19661 MINUTES OF THE MEETING OF THEE TO'. ;N COM•iISSIONERS SITTING .13 A BOARD OF EQUALIZ -]RS ON: MARCH 163 1966 The Town Commissioners of Gulf Stream Florida, met at the Town Hall in Gulf Stream, Florida at 10:00 A.M. on March 16, 1966, to hear and consider and complaints of the tax payers and to receiva and equalize values of real estate and improved property on the Town's tax assessment rolls as of January 1, 1966. A motion vas made to recess the meeting of the Town Commissioners sitting as a Board of Equalizers until 10:00 A.M. on August 1$., 1966. The motion was seconded and was then passed unanimously. The Commissioners agreed to reconv ne jt.Gulf Stream Town Hall at 10:00 A.M. on August L$, 1966. � ATTEST: Commission Meeting Held March 12, 1966 Present Commissioner - John G. Hart Commissioner - J. Phil Hoyle Commissioner - Stewart B. Iglehart Commissioner - William F. Koch, Jr. Commissioner - William S. LaPorte Also attending: Mrs. Kathleen Kirton, Mrs. Howard Cousins, Messrs. C. P. Young, Henry Pope, Henry Lilienthal, Roy Cowart, Curtis Dodson, William Gwynn. The Deputy Town Clerk called the meeting to order and introduced the newly elected Commissioners to the audience. The oath of office and loyalty oath were adminstered to each commissioner. Each man was thereupon sworn in as commissioner. The floor was opened for nominations for Mayor. Mr. Hoyle nominated Stewart B. Iglehart for Mayor. It was moved and seconded that nominations be closed. Motion passed unanimously. Mr. Iglehart was elected unanimously. Mr. William F. Koch, Jr. was nominated for Vice Mayor. It was moved and seconded that nominations be closed. Motion passed Mr. Koch was elected unanimously for Vice Mayor. Mr. J. Phil Hoyle was nominated for Town Clerk. It was moved and seconded that nominations be closed. Motion passed. Mr. Hoyle was elected unanimously for Town Clerk. \ The Commission appointed William E. Gwynn Deputy Town Clerk, Tax assessor, Tax collector, Town Secretary, Town Treasurer, Purchasing Agent, Building Inspector, and Municipal Judge. The Commission appointed Barbara Gwynn Clerk of the Municipal Court, and Henry Lilienthal Town Attorney and Roy L. Cowart Chief of Police. Resolutions #549, and #550, regarding changes of signatures for checking accounts and safety deposit box were read approved and adopted. These resolutions are included and become a part of these minutes. A letter from Mrs. Walter Hayden Sr. was read.. This letter asked the Commission to consider hiring one additional policeman full time and that hospitalization and pension insurance be provxbd. This letter is attached and becomes a part of these minutes. A letter from Mr. Thomas Staley, requesting two additional police- man on duty from 6 P.M. to 6 A.M. to patrol in and around the houses, was read. This letter is included and becomes a part of these minutes. Mr. Hart reported that a recent survey by the Civic Association showed that 101 replies were in favor of additional policemen and 8 were against it. This report is due shortly. Mrs. Cousins said she thought they weren't the answer as much as more policemen. Mr. Koch said that an additional policeman would put the police o111 on a 40 hour week. After further discussion it was decided to table further discussion until the report from Household Burgler Alarm Systems was received and the whole matter of protection could be discussed. Mr. William F. Koch, Jr. was appointed to represent the Town in meetings with delegates from Ocean Ridge and Briney Breezes toward establishment of a fire department. Copies of the recent study made by the South - Eastern Underwriters Association outlining proceedures for a joint fire district was presented to each Commissioner. Mr. Lilienthal reported that his review of the beach paths or private easements granted to a 1,,'rg, area oJ° owner; o land in Gulf Str,: am is not. an 01.,15. at:i :n O the Town to maintain. He stated that the Town could do this for the residents. Mayor Iglehart pointed out that with hurricanes and be:.ch erosion this could be costly to the Town. It was moved and seconded that the Town not expend funds for their repair and maintenance. Motion passed. Mr. Hart presented a proposal for engineering services for sewer system as prepared by Hart- Reynolds & Assoc. Inc. for the Gulf Stream Civic Association. The Town Clerk was instructed to have copies made for each Commissioner. A request from Mr. Robert C. Reed for the Town to agree to pay the rental cost for eleven concrete street light poles in lieu of the present wooden poles. The cost would be 1.40 additional per pole per month or $15.40. It was explained that Mr. Reed is planning to re- locate all utilities underground in his subdivision. After a general discussion it was moved and seconded that approval be given for the additional cost. Mr. Hoyle, Mr. LaPorte and Mr. Iglehart voted yes, Mr. Hart voted no. Mr. Koch disqualified himself from voting. Motion passed. Mr. Pope presented a sketch of the intersection of Banyan Road and AlA showing suggestions to correct this dangerous and narrow intersection. The Town Clerk stated that he would follow up on these suggestions. C Commission meeting held March 12, 1966 cont. Page 3. Mr. Pope presented written suggestions to and corrections of the proposed water line extension as drawn by Brockway, Owen and Anderson. The Commission instructed the Town Clerk to bring this to the attention of the engineers and thanked Mr. Pope for this information. Mr. Pope presented an offer and proposal for rezoning dated March 10, 1966, a copy is included and becomes a part of these minutes. Mr. Iglehart stated that this Commission must study the proposal as this land could be sold at any time and the business section developed. Mr. Hoyle asked if each item could be taken separately. Mr. Pope, yes, item #1, I am willing to give up the business zone and let the Town rezone it to residential. The Commission thanked Mr. Pope for this generous and public - spirited action on his part and instructed Mr. Lilienthal to proceed with drafting an ordinance to rezone the present B- Business zone to A residential. Mr. Pope said that the Town should plan a small business zone for the Towns future growth and provide a buffer zone for apartments to protect the rest of Gulf Stream from commercial development of the county located land to the north. Mr. Hoyle said that all the residents on County Road should be heard from on this matter. Mr. Koch said this should be included in an overall study of the Town and not spot changes such as this. Mr. LaPorte said he was not in favor of these changes until more study had been made. Mr. Hart said it was too complex a matter for him to vote on at this time. The Commission also voted not to grant a permissive use change in the polo fields from polo to a golf course. The Commission advised Mr. Pope that each of his proposals would be given further consideration in connection with an overall study plan for the Town. Mr. Pope was given the floor to outline his objections to the proposed sub - division ordinance. He stated that it is too long and contain many unnecessary items. He suggested that the Town should adopt the sub - division ordinance of the Town of Palm Beach which was the source of the Townts present zoning ordinance. Mr. Koch said that the proposed subdivision ordinance gives the Commission plenty of leeway to approve or disapprove questionable items. Mr. Pope replied that we copied our zoning ordinance from Palm Beach why not copy their subdivision ordinance. Commission meeting held March 12, 1966 cont. Page 4. Mr. LaPorte pointed out that this ordinance has been up for discussion almost 1 year and its time we settle the matter. After a general discussion the Commission instructed the Town Clerk to obtain copies of the Town of Palm Beach subdivision ordinance for each Commissioner and that discussion of this subject would be continued at the next meeting. A request from Mrs. Oliver for the Town to pass a dog leash ordinance was discussed b?* the Commission. Mr. Koch said that most of the dogs owned by residents of Gulf Stream are valuable pets and well taken care of and stray dogs are the responsibility of the Police Dept. to get out of Town. The Commission voted to not pursue this matter any farther at this time. The Commission agreed to change the regular meeting date to the second friday of each month at 9:00 A.M. All expenditures include in this report were approved. The minutes of the special meeting held March 2, 1966 to canvass the election returns w,-re read approved and adopted. The Police reports for February, 1966 were read. Mayor Dodson announced that if there is no old business to come before the Commission, the meeting would be adjourned and he invited evoryone to remain for the installation of the newly elected Commission and organizational meeting to follow. In that particular neighborhood there were 37 robberies over a period of four years. This happened because the city of Rye did not have an adequate number of patrolmen operating at night. I have felt for some time, and especially now in view of the two recent robberies on South Ocean Boulevard, that the town of Gulf Stream should have more than one policeman on duty at night in order to adequately protect the residents of this community. I would like to recommend that the Town Commission arrange for a night force of a minimum of three men, to be on duty from 6 P. M. to 6 A. M., who would go in the driveways and around the houses and adequately patrol the property in Gulf Stream in order to protect the residents from these robbers who seem to have started to "work" this area. I will appreciate very much hearing from you about this after you have given it your serious consideration.
