HomeMy Public PortalAbout201304011 REGULAR COUNCIL MEETING, APRIL 1 2013 CALL TO ORDER The Regular Council Meeting of April 1, 2013, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Bray, Carroll, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte, Scrivner, and Weber Absent: None A quorum was declared present. MISCELLANEOUS AGENDA ITEMS Mayor Struemph recognized a Boy Scout Troop present and asked their Troop Leader and the Scouts to come forward and introduce themselves. Troop leader Ken Barnes, Troop 2 from First Presbyterian Church, introduced ten Scouts who indicated they were attending tonight's meeting to earn their Citizenship in the Community badge. A presentation of their Annual Report was made by staff from the Jefferson City Area Chamber of Commerce. Mr. Randy Allen introduced Mr. Joe Scheppers, Chairman, Mr. Bob Gilbert, Chairman - Elect, and Mr. Bob Scruggs, Chairman Emeritus, of the Chamber's Board of Directors. Presentations of various portions of the Annual Report were made by Missy Bonnot, Shaun Sappenfield, and Mark Mehmert. Following their presentation, they answered questions asked by the Council. RECESS Mayor Struemph called for a brief recess at 7:07 P.M. RECONVENE The meeting reconvened at 7:15 P.M. with the following Council Members still present: 2 REGULAR COUNCIL MEETING, APRIL 1 2013 Present: Bray, Carroll, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte, Scrivner, and Weber Absent: None MINUTES AND REPORTS RECEIVED AND FILED Mayor Struemph announced that the following minutes and reports have been received and are on file for review in the City Clerk's office: a. Cemetery Resources Board, December 13, 2012 b. Planning & Zoning Commission, February 14, 2013 c. CAMPO Board of Directors, February 20, 2013 d. Council Committee on Administration, February 27, 2013 e. Historic Preservation Commission, February 12, 2013 Mayor Struemph thanked all those members of the community who serve on these boards and commissions, and indicated how anyone interested in serving can access the Volunteer Profile form and submit it for consideration when vacancies occur. COUNCIL COMMITTEE REPORTS Administration Committee — Councilwoman Carrie Carroll announced that the last meeting was held Wednesday, March 27, at 8:00 A.M. Finance Committee - Councilman Shawn Schulte announced that last Finance Committee meeting was held Tuesday, March 26, at 7:30 A.M. Public Safety Committee — Councilman Bryan Pope announced that the last meeting had been canceled. Public Works & Planning Committee — Councilman Bob Scrivner announced that the last meeting was held on Thursday, March 21, at 7:30 A.M. May 2017 Full A motion was made by Councilman Bob Weber for approval of the appointments as presented, seconded by Councilman Shawn Schulte, and approved unanimously by the following roll -call vote: Aye: Bray, Carroll, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte, Scrivner, and Weber Nay: None PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Mr. Phil Stiles, Jefferson City Parks and Recreation Department, introduced Dr. Sarah Gordon, Dr. Jennifer Krause, and Ms. Mary Telthorst of the Cole County Health Department, who made an announcement about the upcoming "Walk Jefferson City" event. It will kick off on Saturday, April 27, and will occur one Saturday a month this spring and summer, ending on Saturday, August 3. They encouraged citizens to participate in this activity geared to help keep people healthy and active. More information about registration and details of the event will be found on the Parks and Recreation web page. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF 4 REGULAR COUNCIL MEETING, APRIL 1 2013 Planning and Protective Services Director Janice McMillan announced the dates for this year's annual Spring Bulky Item Pick -Up, also known as the "Spring Cleanup." Areas east of Jefferson Street will be picked up beginning Monday, April 15, and west of Jefferson Street will be picked up beginning Monday, April 22. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Mr. Rod Chapel, President of the local chapter of the NAACP, made a presentation stating his opposition to Bill 2012 -169 which would reduce the salaries of the Mayor and Council Members to $1 per year. He stated his reasons for opposing the bill. CONSENT AGENDA The following items were brought before the Council for approval by consent: a. Minutes of City Council Meetings: March 11, March 14 and March 18, 2013 b. Permissive Use of ROW — Lights and Signs at St. Mary's New Facility A motion was made by Councilman Bob Weber for approval of the Consent Agenda as presented, seconded by Councilman Shawn Schulte, and approved unanimously. BIDS OVER $50,000 The following bid was presented for Council approval: a. Bid 2661 — Closed Circuit Televising Vehicle, Wastewater Division A motion was made by Councilman Bill Luebbert for approval of the bid as presented, seconded by Councilman Rick Prather, and approved unanimously. NEW BUSINESS There was no new business brought forward. UNFINISHED BUSINESS Councilman Rick Mihalevich made a motion to proceed with the previously distributed RFP for a conference center facilitator and advisor, seconded by Councilman Rick Prather. Following discussion, Councilman Ralph Bray made a motion to amend by deleting the dollar amount in the RFP, seconded by Councilman Bob Scrivner. GO INTO CLOSED SESSION Mayor Struemph stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session at this time to discuss the following: a. Real Estate [Sec. 610.021.(2)] A motion was made by Councilman Luebbert to go into Closed Session for the above - stated topic, seconded by Councilman Ralph Bray, and approved by the following roll - call vote at 8:20 P.M.
