Home My Public Portal Aboutr 12-035No. 1 2 _35 Date of Adopim, F `'"" ar 16 , 2M RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT , FOR ENGINEERING SERVICES WITH CME ASSOCIATES WATERFRONT COVE MARINA WATER & SEII'ER FEE ESTDLATE WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to the Waterfront Cove Marina Water & Sewer Fee Estimate; and WHEREAS, the Borough's Consulting Engineers, CME Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $40,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that finds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services related to the Waterfront Cove Marina Water & Sewer Fee Estimate at a total cost not to exceed $40,000.00 at the rate set forth in Ch4E's existing contract with the Borough is hereby approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. The scope of this proposal will include the design of the following: • Wet tap the existing water main located on Middlesex Avenue. • Extend the water main from Middlesex Avenue down the existing walkway located within the access easement along the block limit to the marina. • Extend the sanitary sewer main from Middlesex Ave down the existing walkway located within the access easement along the block limit to the marina. • Provide water and sewer services to the NJ State Police Building, Port Authority Building, bathroom facility, each boat slip, and the ferry terminal C Boat Sewage Pump Out Facility. • Pump station and sanitary force main for the proposed marina and New Jersey State Police Facility. D si n Phase Services The design phase will include preparing preliminary construction plans for submission to the Borough and outside agencies for permit applications. The utility plans will include water main and sanitary sewer main plans and construction details. Also, a preliminary cost estimate will be developed utilizing the utility plans. Permit Phase Services It is anticipated that permits from the following outside agencies will be required prior to commencing construction: NJ Department of Environmental Protection Division of Water Suppiy Under the regulatory requirements of the NJDEP, Water System Construction Permits, a Simplified Water Main extension permit is required since the project includes more than 50 new water service connections. Work in this phase will include preparation and submission of the aforementioned permit application and associated plans to the NJDEP for approval. It should be noted that the Simplified Water Main permit has a 90 day review period from the time the application is deemed complete. NJDEP Simplified Water System Construction Permit .................... $6,000.00 NJ Department of Environmental Protection Treatment Works Approval Permit Should the recommended improvements to the sanitary sewer main require a Treatment Works Approval permit from the NJDEP, work in this phase will include preparation and submission of the aforementioned permit application and associated plans to the NJDEP for approval. It should be noted that the Treatment Works Approval permit has a 90 day review period from the time the application is deemed complete.
