AN ORDINANCE AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI,
BY REVISING THE DOWNTOWN PARKING ACCOMMODATION PROGRAM.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 22 (Parking Stopping and Standing), Article IX (Parking
Accommodation Program) is amended as follows:
ARTICLE IX. PARKING ACCOMMODATION PROGRAM
Sec. 22 -260. Downtown Resident Parking Zone Permit.
A Downtown Resident Parking Zone permit shall authorize the holder of the permit to park in a metered spot located
within a specified parking zone identified hereafter without payment of the meter, subject to the provisions and
exclusions of this article.
Sec. 22 -261. Qualified residential unit.
For purposes of this Article, a "qualified residential unit ", shall be a living unit which:
A. Meets all safety and health codes; and
B. Is not used for commercial purposes; and
C. Has since January 1, 2011 been constructed or renovated at a cost in excess of $25,000 per unit, and all
work was done pursuant to a valid building permit.
D. Is located within a designated parking zone, as hereafter defined.
Sec. 22 -262. Downtown Resident Parking Zones.
Washu}gton
A. The Washington /McCarty Parking Zone, shall be defined to include the following blocks:
1. 300 Block of Washington St.
2. 400 Block of Washington St.
3. 100 Block of West McCarty
4. 200 Block of West McCarty
B. The Downtown West Zone, Parking Zone. shall be defined to include the following blocks:
1. 200 Block ofJefferson St.
2. 300 Block ofJefferson St.
3. 300 Block of Madison St.
4. City Parking Lot No. 1
5. City Parking Lot No. 8

C. The Downtown Central Zone, Parking Zone, shall be defined to include the following blocks:
1. 200 Block of Monroe St.
2. 300 Block of Monroe St.
3. 300 Block of Madison St.
4. City Parking Lot No. 2
5. City Parking Lot No. 3
6. City Parking Lot No. 10
D. The Overflow Zone shall be defined to include the following blocks:
1. 100 Block of E. McCarty St.
2. 200 Block of E. McCarty St.
3. 400 Block of Madison St.
4. 400 Block of Jefferson St.
Sec. 22 -263. Conditions of a Downtown Resident Parking Zone Permit.
The City Administrator or his designee may issue a Downtown Resident Parking Zone permit subject to the
following conditions:
A. The permit shall be issued for the parking zone in which the qualified residential unit is located;
B. The permit shall be specific to a particular vehicle.
C. The permittee must sign a written agreement with the City to be promulgated by the City Administrator or
his designee which shall conform to the provisions of this chapter but which may also include provisions
not in conflict with the provisions set out herein.
D. Only one permit may be issued per residential unit unless the City Administrator finds in his/her sole
discretion that additional permits would benefit the public.
Sec. 22 -264. Application.
A. The City Administrator or his designee shall promulgate an application for a "Downtown Resident Parking
Zone Permit" which may include any or all pertinent information including, but not limited to, the
following:
1. a Address of the residential unit; and
2. la, The license plate number, make /model of the vehicle to be used for parking; and
3. 67 If the residential unit is a rental unit then proof of tenancy; and
4. d: Payment of any all outstanding or delinquent parking fines or other fees; and
B. An application for a permit may be filed by the owner of a qualified residential unit for the benefit of the
resident of the qualified residential unit.
C. The City Administrator or his designee shall investigate the application to determine if the applicant is
qualified.
Sec. 22 -265. Assignment.
Unless the property owner resides within the residential unit for which the application has been made, the
property owner shall assign the permit to an occupant of the residential property.
Sec. 22 -266. Permit Period.

A. The initial permit shall be issued from the date of issuance to the end of month to - October .
B. All subsequent permits shall be issued on a month to month basis .
Sec. 22 -267. Authorized parking.
A Downtown Resident Permit Zone permit shall authorize the holder of the permit to park within the parking zone
identified on the permit or in the Overflow Zone, without payment of any meter within the parking zone.
Sec. 22 -268. Limitation on parking.
A Downtown Resident Parking Zone permit shall not authorize parking in the following areas:
A. Any reserve lots; or
B. Any accessible parking space designated for persons with disabilities unless the permit holder has a valid
disabled parking permit; or
C. Any loading zone; or
D. Any unmetered spaces, beyond the time otherwise allowed.
E. Success of this program requires cooperation by the permittee, and it is not the intent of this permit
to allow user to park repeatedly and continuously in front of a retail establishment on weekdays
between 8 AM and 5 PM.
Sec. 22 -269. Revocation.
A. The City Administrator may revoke the Downtown Resident Parking Zone permit upon the following:
1. a: The holder of the permit does not comply with the requirements of this article section; or
2. 137 The holder of the permit has delinquent unpaid parking violations; or
3. e: The holder of the permit is no longer residing in a qualified residential unit; or
4. 4 Any other good cause; or
5. e: The program is terminated or the program has a negative impact on the general fund or the
parking fund.
B. Upon revocation the City shall issue a pro -rated refund to the permit holder, less any payment due for
outstanding parking fines.
C. Any person aggrieved by an action of revocation may appeal the action to the Circuit Court of Cole
County.
Sec. 22 -270. Fee.
A. The fee for a Downtown Resident Parking Zone permit shall be identified in Appendix Y.
B. Any permit issued for less than a full year month shall be pro -rated based upon the actual time issuance.

Sec. 22 -271. Individuals who qualify for a permit.
A. Prior to enactment of this ordinance the City Administrator operated a pilot program whereby
certain individuals who resided in the downtown area were issued passes which allowed them to park

in a manner substantially similar to the Downtown Resident Parking Zone Permit; this was
identified as the "Zone 99 pilot program ".
B. Any individual issued a permit pursuant to the Zone 99 pilot program who can demonstrate that
they were issued said permit and continue to reside at the same residential unit for which the Zone 99
permit was issued, shall qualify for a Downtown Resident Parking Zone Permit for the Zone in which
they reside, at the same cost as other qualifying participants.
Section 2. Appendix Y is amended as follows:
