Mayor Iglehart called the meeting to order.
Col. Dan Neff of Russell and Axon was given the floor to present
their rate report as prepared for the City of Delray Beach.
This report indicated that the proposed charges for the Town of
Gulf Stream would be $120.00 per month plus 5¢ per thousand
gallons of sewerage handled by Delray Beach through its outfall
system. Col. Neff indicated that this report had not been
officially adopted by Delray Beach but would in all liklyhood be
adopted soon. He asked the Commission to give the go ahead for
the Town to resume studies with Ocean Ridge and Briny Breezes
for construction of a 1211 force main to serve all three communities.
It was reported that the estimated cost for the Town of Gulf Stream
would be $20,000.00. The Commission authorized Col. Neff to
proceed with further studies and that the Town would appoint a
representative to work with him and representatives from Ocean
Ridge and Briney Breezes.
Mr. Robert Cameron was introduced to the Town Commission. He
stated that he is owner of the Mobile Communications Co. in Delray
Beach and has had several meetings with representatives of the
Household Burgler Alarms Systems Co. Mr. Cameron stated that
his company can offer facilities for a centrol office to monitor"
all burgler alarm installations in the Town. They have an
officed staffed 24 hours a day 365 days a year. They could be
in direct contact with our police department by radio or other
electronic means and by telephone through the Delray Beach Police
Station.
After a general discussion of the whole subject of protection and
burglar alarm systems the Commission x instructed the Town Clerk
to write a letter to all residents outlining the Commissions
views on protection and giving the general information describing
the Burglar alarm systems. A copy of this letter is included
and becomes a part of these minutes. The Commission also instructed
the Town Clerk to discuss burgler alarms with at least one other
company in the area and have their information available.
Mr. Hoyle said that Mr. Jack Whittemore had asked that the Town
consider doing something to correct the drainage on Polo Drive
in front of his house and Mr. Colets house. Mr. Whittemore
thought that by resurfacing about 1501 of Polo Drive the problem
could be corrected.
The Commission stated that their position was clear on any
drainage work, that any drainage work would be paid by the
property owners and not the Town, unless a Town wide program
was undertaken to benefit everyone and not localised problems
of drainage.

To all Residents:
Your Town Commission is vitally concerned with the protection of life and
property in the Town of Gulf Stream, and has met on several occasions to discuss
this matter of paramount interest.
It is felt that the answer to better protection is not in the employment of add-
itional policemen with its consequent increase in tax milage rates, but in a
Household Burglar Alarm System that offers almost immediate contact with the
officers on duty.
The Commission has conferred with one company that specializes in such
work and which has been highly recommended by the Police Chief and Town
Officials of Hillsboro Beach, where the records show that the incidence of
"breaking and entering" has been reduced to an absolute minimum since its in-
stallation over two years ago.
This Alarm System, which would be in operation whether the house is
occupied or vacant, is a sophisticated one which could be tailored to individual
desires. In essence, it requires the wiring of windows and entrances controlled
both inside and outside by hidden switches. When entry is attempted, an alarm
is activated in a central control office manned 24 hours a day, 365 days a year.
When the signal is received, the police are notified by radio and should be at the
scene in a matter of seconds.
The Commission plans, of course, to discuss the problem with other burglar
alarm companies of the area. Prices of installations will vary with the individual
homes and needs; hence, it is not possible to give details as to costs. It will be
up to you to make your individual arrangements directly with the companies in-
volved, but the Town Clerk, telephone 276 -5116, at the Town Hall will be glad to
assist you.
The Commission assures you that whatever system you may want to install,
you will have complete cooperation of your Police Department.
