Mayor Iglehart called the meeting to order.
The minutes of the regular meeting held April 8, 1966 were read
approved and adopted. The Financial & Water Re°-ort for April 1966
was read & approved. All expenditures included in this report were
approved.
A letter from the Fla. State Board of Health was read. This letter
pointed out the poor quality of water the Town is serving to its
residents. Mr. Iglehart said that this should be brought to the
Clubts attention and instructed the Town Clerk to deliver a copy of
this letter to the Club. Mayor Iglehart also asked Mr. Lilienthal to
review the water contract regarding responsibility for the quality of
water.
The Commission granted a request from the Somerset Developers Inc.
to move their model apartment onto the lot owned by Mr. Frank DeRice,
subject to all the setback requirements.
The Police reports for April, 1966 were read.
Building permits for the month of April reported a total of $167,000
including four new houses.
The Town Clerk reported that Hardrived Inc. had surveyed Polo Drive
between Banyan Road and School Road and they reported that elevations
on Polo Drive do not vary enough to warrant resurfacing with the
object of getting better drainage to the catch basins. Also that
Polo Drive is settling in front of Mr. Whittemores house and it
will continue to settle for some time. They concluded that it
would be a waste of money to try and correct the drainage at this time.
It was reported that Fla. Power and Light Co. is paying for trimming
the pine trees on both sides of AlA. This is a savings of $600.00
to the Town for amounts already budgeted for this work.
The Commission studied a map prepared by the Town Clerk showing
locations of tracts of land in the Town that have never been cleared
of undergrowth & brush. The Commission instructed the Town Clerk to
send notices to the owners of these lots that they must be cleared
or the Town will have them cleared and the owners-will be billed for
the cost.
A letter from the Gulf Stream Bath & Tennis Club was read. This
letter requested the Town write the City of Delray Beach requesting
that they allow the 81ub to hook up to the sewer line that deadends
at the corner of the Clubs property. The Bath and Tennis Club
agrees to pay all costs involved. Mr. LaPorte stated that as a

matter of policy Delray Beach does not grant permission to individuals
outside the city limits but as a matter of mutual cooperation
C between neighboring municipalities they may do so for the Town of
Gulf Stream. Delray Beach will bill the Town monthly for sewage
charges and the Bath & Tennis Club agrem to put an amount on
deposit with the Town to pay for these costs. Mr. Koch reported
that he had met several days ago with Ocean Ridge to discuss
sewer works; they agreed to hire an engineer to study Russell &
Axons report and to make recommendations as to financing and
cost sharing among the Towns involved. In the meantime however
Mr. Koch said he thought the Town ought to help the Bath & Tennis
Club by writing a letter to Delray Beach. It was moved and se-
conded that such a letter as requested be sent to the City of
Delray Beach.
Motion passed.
Mayor Iglehart stated that the next order of business was to
call for 2nd and final reading and adoption of the proposed
sub - division ordinance.
Mr. Pope said the ordinance was highly discriminating and was
taking over property of others. This he belived was a personal
thing agaist him. It vm copied from a city and should have been
patterned after Palm Beach. Mr. Pope said he would like to ask
each Commissioner if he had read it and knew all the contents of
the ordinance.
Mayor Iglehart said this has been postponed a long time and the
Commission is ready to act on it.
Mr. Koch said the ordinance had been revised to include some of
Mr. Popes suggestions. The Commission must protect the Town
regarding roads, rights of way etc. No one is trying to hurt
Mr. Pope.
Mr. Pope said the ordinance would lower value of his land the
Palm Beach sub - division is much better and it was omitted from
the Towns zoning ordinance which was patterned after Palm Beach.
This ordinance is hurting me and I will be forced to hire legal
counsel to protect myself.
Mr. Iglehart said that the Commission has heard the views and
opinions of Mr. Pope, and asked for the views of each Commissioner.
Mr. Hart said.he saw no harm in holding it over for one more month.
Mr. LaPorte asked Mr. Pope if his plans for development would
meet the standards of the ordinance? Mr. Pope said that he
includes deed restrictions in his subdivisions to make them
,desireable and that he stands on the results of his previous
sub - divisions.
Mr. LaPorte said he was ready to pass the ordinance

Mr. Iglehart said he would vote to hold it over. If there
4 was something in the ordinance that was bad for the Town he was
willing to delay action until it could be pointed out to him.

Mr. Lilienthal suggested that a revised copy be given to Mr.
Pope and he be given two weeks to present his suggestions and that
the Commission could decide whether to make any changes before the
next meeting. Mr. Hoyle said he would be willing to follow Mr.
Lilienthal's suggestion.
The subject was tabled and Mr. Iglehart instructed Mr. Pope to
present his suggestion in two weeks. Mr. Pope said he would have
them ready in one week.
It was moved and seconded that ordinance #134 It AN ORDINANCE
OF THE TOWN OF GULF STR AM :1N;NDING TKis 1952 ZONING ORDINANCE', BY
CHANGING THE BUSINESS DISTRICT TO RESIDENCE "All; PRESERVING,
HOWEVER, CERTAIN NONCONFORMING USES" be placed on second and
final reading and adoption. Motion passed.
The Commission approved a starting salary of $360.00 per
month for the new patrol„an Elston Kussler. The Commission also
approved a $25.00 a month pay raise for Patrolen James Brown
and Harold Corbett.
Discussion of a pay raise for Bill Gwynn was tabled until he had
an opportunity to present some facts & figures to the rest of the
Commission.
There being no further business to come before the Commission the
meeting was adjourned.
