After the letter went out, I made a cursory review of the letter; along with the two photograph exhibits (which I reviewed in detail). Although not noted in yesterday's letter, 1 did want to point out the photograph that was on Page 6 of the fax which the letter was a part of. I have reattached a copy of that photograph; and I would ask you to kindly note the "circled portion" which demonstrates, in addition to the connection of the trellis system and the front privacy wall', the privacy wall is connected to the main home structure2 and is, thus, part of the main home structure. The connection is by concrete and masonry connection and is within the circled area. I am open-minded and I learn on a daily basis, however, no matter how many days I have left in my life, no one will ever be able to convince me that that privacy wall is not connected to the main structure as so sophomorically suggested by Mr. Thrasher. The Mayor of JIC was a prominent labor arbiter, a useful skill when dealing with utilities. Before I was appointed to the Commission, I suggested that our Mayor (then Bill K) or one Commissioner be charged with being the point person on the project, but as far as I can tell, the idea went no where. I feel a personal responsibility to the community for this project, having been on the case since AEF came to town. I am also willing to take guff for things we "promised" that did not come out as planned. By the way, Brannon used to be in charge of FPL's undergrounding section, and the man currently heading it was his #2. Brannon gets very high marks from Jupiter Island, JIC, and Palm Beach, where he is undergrounding some residential sections. Senator Lemieux, as head of Gunster, FPL's rate lobbying firm, has dug beneath the surface for me and believes the company is bending over backwards not to appear to be favoring wealthy communities in providing a costly service that gives better storm protection than afforded to the masses. This could explain why the UG group is underfunded and devoid of competent engineers. Worse, the company is now going through a personnel downsizing, cleverly called "Operation Momentum", that could further deplete operations resources. Apparently while Bill T. was on vacation recently, the new developer of the former deSantis property (an outfit called the BG Group --no relation) asked for, and received permits to remove "rickety" stairs and a wooden platform from the east end of the property. The concrete steps from the pedestrian easement to the beach still remain, as does the refuse can. I don't see any reason why the kids and supervisors can't get to the beach if they want to. However, I am led to believe that the new owner will be as adamant as deSantis in insisting that the easement is for pedestrians only, not golf cants. He will probably landscape or erect a fence, or both, separating the deeded public access easement from his property --certainly during construction and likely on a permanent basis. The Town will not get involved as the issue of public access to the beach is touchy, and issues of liability are always up for consideration. While I had explicitly asked not to be called in the early morning hours (we have out-of-town guests), the robo-message was somewhat insulting ---the problem was due to "stormy weather". They said they were taking an inventory of meters that will need to be replaced. At the very least someone would have to open the garage doors to provide access. While the senior technician seemed to think that "indoor" work would almost certainly need to be done, he commented that "we won't know anything until we make the connections." They have commented that my meter should be in a museum --it's that old. We have been telling people in Gulf Stream that FPL has completed their pre -work, such that we are about to hit the street with RFPs for the construction phase.
