Glenn Clerk T ensurer Greencastle Common Council Regular Meeting Minutes March 12, 2009 7:00 P.M. Greencastle City Hall I. Call to Order; Roll Call A. Mayor Murray called the regular meeting of the Common Council to order at 7:00 PM; Deputy Clerk Pam Pierce called roll; present: Terry J. Smith, John Lanie, Jinsie Bingham and Adam Cohen; absent: Mark Hammer. II. Public Petitions and Comments A. Sustainability Core Group Presentation 1. Steve Setchell gave an overview of Environmental solutions to strengthen our community, economy, culture and quality of life. He gave council members a book on the committee's response from the Community Forward Summit. He also introduced and recognized members of the committee which were present. The Mayor remarked their work on this project has been a labor of love and hope for the future. After having time to read over distributed information, Councilor Cohen asked Mr. Setchell to come back and answer any questions council may have. Mayor Murray stated an ordinance is in process concerning this project. III. Special Requests A. Noise Ordinance Waiver — Eric Wolfe — May 30, 2009 1. Motion by John Lanie to approve request as presented, second by Terry J. Smith, unanimous approval. B. Street Closure Request — Chief's Restaurant — June 20, 2009 1. Motion by Jinsie Bingham to approve request for street closure as originally requested, second by John Lanie, unanimous approval. Comments; Councilors would like Mr. Geabes to check with neighbors about having street closed to make sure there is no problem with date. Mr. Geabes brought up issue of having a beer garden during this event and possible permanent beer garden. Council will take under advisement. C. DePauw Environmental Club Bike Ride — March 15, 2009 1. Jessica Frene was present to promote the bike run on Sunday beginning at 1:00 PM meeting at the bus barn. This is to promote alternative transportation. Would like to do this on a monthly basis. April 19` is the next scheduled event. Everyone is invited to join. Motion by Terry J. Smith to approve request as presented, second by Adam Cohen, unanimous approval. IV. Department Reports A. Cemetery — Ernie Phillips B. Engineer — C. Fire Department — Bill Newgent D. Park and Recreation — Rod Weinschenk 1. Present to discuss upcoming events and projects. Easter egg hunts are scheduled for April 3 and 4. Need volunteers to stuff eggs. E. Planner — Shannon Norman 1. Norman introduced MS4 Rain barrels which can be purchased for $50.00. Norman introduced Tim Martin who will be working with her on sustainability gardening project. F. Police Department — Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department — George Russell 1. Russell reported frustration for him and employees from the water loss. They are still looking at different options to resolve this problem. Department has had several employees training and certified. Shared information with Council on "Cleaning and Televising Activities for 2009 ". I. City Attorney - Laurie Robertson Hardwick 1. Hardwick asked for Council to approve "Conflict of Interest Statement" from Mark Hammer. Motion by Jinsie Bingham to approve and accept, second by John Lanie, unanimous approval. V. Approval of Minutes A. Regular Meeting, February 10 2008 1. Motion by John Lanie to approve minutes as presented, second by Terry J. Smith, unanimous approval. VI. Old Business A. Ordinance 2009 -1, An Ordinance Replacing Ordinance 2003 -13 Establishing An Employee Handbook For Employees Of The City Of Greencastle, Second Reading 1. Attorney Hardwick stated changes have been made as requested by council. Motion by Adam Cohen to approve as presented, second by Jinsie Bingham, unanimous approval. VII. New Business A. None VIII. Approval of City Claims A. Motion by John Lanie to approve all claims as presented, second by Terry J. Smith, unanimous approval. IX. Reports A. Mayor's Report 1. Mayor Murray reported city has received property tax draw. Will report final figures when Clerk Treasurer returns. Approximately 8% less than we were certified to receive. Nothing yet on 2009 budget certification. Concerns for next year. B. Clerk- Treasurer's Report C. Councilors X. Adjournment Page 2 of 1 A.
