Roll Call The City of Tiffin City Council held a work session Tuesday, January 16, 2023, at the City Hall Council Chamber. Mayor Kasparek called the meeting to order at 5:43 PM. Upon roll being called the following members were present: Al Havens, Chris Olney, Eric Schnedler, Skylar Limkemann, Tim Orris arrived at 6:03 PM. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve by Schnedler. Second by Limkemann. All ayes, agenda approved. C. Discussion and Review of City Logo Redesign and Motto Discussion: Katie Reierson was present and reviewed the motto possibilities with Council. There was in February with Council. D. Discussion and Review of 28E Agreement for the Springmier Library and Potential changes moving forward Discussion: City Administrator Doug Boldt reviewed the 28E Agreement for the Springmier Library and the potential changes with Council. The discussion centered around the City hiring the Library Director. rd This will be on the January 23 agenda to be approved. E. Discussion and Update on FY 2024-2025 Budget Discussion: City Administrator Doug Boldt reviewed valuations and HF718 with Council. F. Questions from Council Members regarding items on the Regular City Council Agenda or Reports G. Other Business H. Adjournment Motion to adjourn by Schnedler. Second by Limkemann. Roll Call The City of Tiffin City Council held a regular session Tuesday, January 16, 2023, at the City Hall Council Chambers. Mayor Kasparek called the meeting to order at 7:00 PM. Upon roll being called the following members were present: Chris Olney, Eric Schnedler, Al Havens, Skylar Limkemann, Tim Orris. All ayes, agenda approved. 1. Swearing-in of Newly Elected Official, Mayor Tim Kasparek 2. Swearing-in of Re-elected Officials, Councilperson Chris Olney and Councilperson Skylar Limkemann D. Communications and Reports 1. Unscheduled I agenda is reached. Discussion: Mary McCann, 1333 Redbud Ave, addressed concerns about funding police protection in Tiffin. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Resolution No. 2024-001 A Resolution Approving Tax Abatement Application for the Villages Part III Urban Revitalization Area. Motion to approve Resolution No. 2024-001 A Resolution Approving Tax Abatement Application for the Villages Part III Urban Revitalization Area by Olney. Second by Limkemann. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. All ayes, motion carried. 2. Resolution No. 2024-002 A Resolution Approving the Final Plat of Prairie Village Part 3, Phase 2, Tiffin, Iowa. Motion to approve by Resolution No. 2024-002 A Resolution Approving the Final Plat of Prairie Village Part 3, Phase 2, Tiffin, Iowa by Limkemann. Second by Orris. Consideration of Pay Application #1 McComas-Lacina Construction, Sidewalk to Soccer Fields Project Motion to approve by Limkemann. Second by Orris. All ayes, motion carried. 4. Official Newspaper Cedar Rapids Gazette Motion to approve by Limkemann. Second by Olney. All ayes, motion carried. 5. Discussion and Consideration of One-time Water and Sewer Adjustment at 461 Iris Court and Council Action as Needed. Motion to approve by Havens. Second by Limkemann. All ayes, motion carried. 6. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 21.5(1)(C) to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation by Limkemann. Second by Orris. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. All ayes, motion carried. Motion to adjourn from Closed Session into Regular Session by Orris. Second by Limkemann. Roll Call: Orris, Olney, Schnedler, Limkemann, Havens. All ayes, motion carried. L. Reports to be Received/Filed 1. M. Reports from City Personnel 1. t Discussion: Mayor Tim Kasparek thanked Public Works and the Fire Department for their hard work this past week from the inclement weather we received. 2. City Council Reports Discussion: Council Person Orris attended the Fire Department banquet and thanked the individuals who volunteer on the Department. 3. Report - Discussion: Public Works Director Brian Detert reported more snow will be hauled out of the City this week. 4. Building Official Report Nothing to Report. 5. Discussion: Water/Wastewater Superintendent Brett Mehmen reported the new meter reading system should be online by the end of the month. The city is about 80% complete on switching out water meters to be read electronically. 6. s Report - Discussion: Recreation Director Frank Haege reported a few new programs should be starting soon for more information visit https://tiffiniowarecreation.com/home.
