Park Street, McCall ID 83638 Members Present: Mike Weiss (Chair), Charles Jones, Rick Fereday, Mark Thorien Staff: Richard M. Stein,Airport Manager. Others Present: Karyn Janiak (Sawtooth), Kevin Bissell (T-O Engineering), Rick Patton (T-O Engineering), Jerry (McCall Aviation), Mike Chapman (FlyingBrokers.com) Mike Weiss the meeting to order at 12:03 p.m. Public comment: None. Approval of Minutes from February 5: The February 5, 2020 regular meeting minutes were presented for review and approval.The following changes were suggested: Chairman Weiss noted that Mr. Pedersen's was misspelled as "Peterson". Ms.Janiak noted that 1) runway closure at (2) 5-day periods, from previous T-0 quote (not 20 days), 2) Ms.Janiak requested that it be on record that I stated I spoke to Gary Gates @ FAA and he told me the removal of the diagonal came from the last McCall Master Plan and not the FAA, and 3) Ms.Janiak requested to be on record that I requested being officially on record as stating Sawtooth Flying Service opposing the removal of the diagonal for safety reasons and for the fact that no traffic study of the diagonal was ever done. Mark Thorian moved to accept the minutes with the corrections incorporated. Charles Jones seconded. All voted aye and the motion passed. AIP 27—Taxiway Relocation Project: Kevin Bissell of T-0 Engineers will present the latest updates concerning the Taxiway Relocation Project. The updated near-term schedule for completion of various project milestones are listed below: Expected FAA approval of bid documents—Approval expected by March 12 Bid Advertisement—In Star News March 12 and March 19 Bid opening—April 8 Ms.Janiak requested to discuss the upcoming 5-day airport closure. It is the next item on the agenda Diagonal Taxiway- Concerns have been raised by various airport users concerning the scheduled removal of the Diagonal Taxiway. Attached to the AAC agenda is a report describing is a summary of the concern,an examination of the issue,and possible responses to mitigate the concern. The following areas were presented by Mr. Stein: CARS USING TAXIWAY (ESPECIALLY TWY E)TO ACCESS HANGARS ALSO UNCONTROLLED ACCESS THROUGH THE HWY 55 GATE Summary of issue Concern have been raised that, upon removal of the Diagonal taxiway, more aircraft will use Taxiway C and E. These same taxiways are also used by ground vehicles to access the various hangars. A parallel concern is that vehicles enter the Highway 55 gate and can access various areas of the airport. The concern is that the vehicle traffic will lead to unsafe conditions. Mr. Stein discussed possibilities of adding ground vehicle roads in future projects or marking roadways onto existing pavement. Both are AIP eligible and can be considered in the upcoming Airport Master Plan (AMP). Also, ground vehicles are accessing airport hangars and are operated by pilots. TRAFFIC STUDY TO DETERMINE AIRCRAFT TAXIING FLOW Summary of Issue Concerns have been raised that an aircraft traffic flow study has not been undertaken to determine the effect the diagonal taxiway removal will have on airport traffic. Specifically, concerns are that additional aircraft operations on Taxiways C and E, and the north ramp taxiways, will lead to unsafe conditions due to congestion. Mr. Stein discussed this can be a study done under the AMP. FOREST SERVICE NOT INFORMED Summary of Issue Concerns have been raised that the Forest Service has not been informed of the diagonal taxiway removal. A parallel concern is that removal of the diagonal will have a negative effect on Forest Service aviation operations. Shawn Walters is on the Airport Advisory Committee (AAC) and is an employee of the Forest Service. So the Forest Service is already informed. Mr. Stein agreed to meet with Mr. Walters again. WHY NOT LEAVE DIAGONAL IN PLACE? Summary of issue A recommendation was received that the airport leave the diagonal taxiway open and available for use into the future. Mr. Stein discussed: 1. redesigning the Twy A, C, and Diagonal intersection may delay, and therefore jeopardize the $10.7 million, 100%funded, Taxiway Relocation Project, 2. current alignment does not meet FAA standards, 3. the FAA will not financially participate in the Diagonal Taxiway's reconstruction and continued maintenance, 4. the Diagonal Taxiway has a PCI Index of 59—per FAA requirements, this Index number requires a completed reconstruction of the taxiway. The estimated cost is approximately$1,000,000 which will have to be funded by the Airport. 5. their airport pavements are in more desperate need of rehabilitation, and 6. currently,the cost of removing the Diagonal is 100%funded by the FAA. AIRPORT CLOSURES Summary of Issue Concerns have been raised that the taxiway construction would cause a 20-day airport shutdown.A second, related, concern is the shutdown will occur over the July 4"'weekend. Discussed minimizing closure times by working with the contractor. Airport tenants will be provided as much lead notice as possible. CONSTRUCTION PARKING/TRAFFIC (LAY-DOWN AREA) Summary of Issue Concerns have been raised about construction equipment parking(staging)areas, and haul routes during construction. The concern is about conflicts between construction equipment and aircraft movements. Copies of the Construction Safety and Phasing Plan were attached to the agenda package. The CSPP drawings show the parking,staging, and haul routes for the project. AIP 28—Airport Master Plan: Mr. Patton described the next steps in the AMP process. The expected project schedule was also discussed. • IFE Return (in couple of days) • Negotiation (nothing much expected—1-2 weeks) • Deploy additional cameras for traffic counts as soon as snow subsides • Late April—FAA Grant (If they can get them out—we should be in the first batch) • May—AMP Kick-off—Meeting in late May—Early June • AGIS Flight has to wait for'leaf on condition' of trees • Expected Forecast Approval Early Aug • Forecast Public Meeting Mid Aug • 12 to 18 month total project schedule from NTP Airport Open House Assistance: Mr. Stein described the current status of the Open House, requested assistance from the aviation community, and agreed to a meeting with Mr. Weiss for additional information. Airport Newsletter: Mr. Stein described his plan to produce and distribute an Airport Newsletter. Published on an as- needed basis, the newsletter will present information to the airport community. Recipients will be airport businesses, hangar owners, and anyone who"opt-in". The committee was enthusiastic about the newsletter. Idaho Transportation Dept—Airport Economic Report: Mr. Stein reported McCall Municipal Airport's total economic impact exceeds $65 million annually according to the Final Airport Economic Impact Summary issued February 28, 2020. The summary, issued by the Idaho Transportation Department's Aeronautics Division, determined that McCall Municipal Airport supports 336 local jobs, generating $15,652,000 indirect payroll and benefits. The Airport generates a total of$65,353,407 in total economic activity for the region.
