ADJOURNED GENERAL PLAN UPDATE WORKSHOP MINUTES
March 8, 2004, 6:00 p.m.
Town Administrative Center
10183 Truckee Airport Road, Truckee, CA
1. CALL TO ORDER- Mayor Susrnan called the meeting to order at 6:00 p.m.
2. ROLL CALL: Council Members Owens, Florian, Ingalls, Vice Mayor Threshie,
Mayor Susman, Commission Chair Jensen, Commissioners;
Richards, Litchfield, Riley and Leyton.
Also Present: ' Community Development Director, Tony Lashbrook, Town Attorney,
Dennis Crabb and Judy Price, Town Clerk.

4. WORKSHOP ITEMS
4.1 Council I)rovided direction to e~ff based on the public input'received at the
February 12. 2004 General Plan UDdate Meetina on the alternatives, identified
concerns abOut initial concepts, and made recommer~datione for resolvinR
Sl)ecific issues or achievina the goals of the General Plan.
Item 4.1 adjourned from February 12, 2004. Rescheduled from February 25, 2004
(canceled do to weather).
Tony Lashbrook, Community Development Director, stated there are three studies
sites not discussed in the breakout sessions on February 12, 2004 that Council
considered first.
Mr. Lashbrook stated the first two areas are recommended for a study area due to
the steeply sloped terrain. The re-designation of the sites would be subject to a
formal public review process. Council and the Planning Commission are
considering leaving the land use designation as they are currently versus directing
staff to proceed with the special study area designation.
1. The ddge above Donner Pass Road, below Tahoe Donner. The largest current
landowners are the Forest Service and Truckee Donner Public Utility District.
It was Council and Planning Commission direction that the eite be left at its
current designation by the following vote.

Voted in favor of leaving at the current designation: Chair Jensen,
Commissioner Leyton, Lithcfield, Riley; Councilmembers Florian, Owens, Vice
Mayor Threshie, and Mayor Susman.
Voted in favor of further study: Commissioner Richards and Councilmember
Ingalls.
2. Northwest area of Donner Lake. Multiple landowners.
It was Council and Planning Commleaion consensus the eite be left at its
current deaignation.
3. Pine Forest Open Space - Mr. Lashbrook stated there is no opposition from the
property owners on this site. The parcel was dedicated as part of the
development agreement as open space. This action will formalize the agreed
action.
It was Council and Planning Commission consensus to direct staff to change
the designation to open space as recommended.
Mayor Susman opened public comment based on the three discussion sites.
Speaking in favor of leaving the first two sites as currently designated:
· Ron Hemig, Truckee Donner Public Utility District, presented photos, on filewith
the Town Clerk.
Peter Holzmeister, Truckee Donner Public Utility District. provided a
topographic map. Mr. 'Lashbrook noted the map is in degrees of slope not
percentage of slope.
· Steve Gross, Counsel for Truckee Donner Public Utility District
· Bill McGlashen, Property owner, presented a letter on file with the Town Clerk,
Al Frude
· Eric Perlman, Property Owner, applauded fora,al notification to property owners
when considering changes.
* James Mitchell, Property Owner, Also suggested Town purchase the Forest
Service portion of the Donner Pass Road site for an affordable housing site.

Site t - Planned Community I
Council and Planning Commission direction for Site t:
1. Retain ae PC 1 site as mixed use with no industrial designation.
2. Provide alternatives with and without the Dc, c. rlield connector.

Site 2 - Existing Middle School Site
Council and Planning Commission direction for Site 2 to remain public.
Mayor Susman opened Site 2 to public comment.
Dan Cockrum, MAPF (Mountain Area Preservation Foundation) stated MAPF
members prefer a land use designation that would accommodate a community
center on this site. /
Mayor Susman closed public comment.
Site 3 - Mclver Hill (Hippy Hill)
Council and Planning Commission direction for site 3:
1. To remain a special study area with an institutional focus.
2. Define critical ridge and hillside issues.
Mayor Susman opened Site 3 to public comment.
Dan Cockrum, MAPF (Mountain Area Preservation Foundation) spoke in opposition
to any commercial elements on this site.
Joel Quist, Truckee resident, spoke in opposition to residential use of the site
noting the close proximity to the train tracks. Mr. Quist also noted there the limited
access to the site, and suggested an underground college.
Unknown speaker questioned the designation for a community college with the
failure of the recent bond measure.
Mayor Susman closed public comment.
Site 4 - Upper Mclver Dairy
Council and Planning Commission direction for site 4:
1. Senior housing or assisted living facility.
2. Affordable housing.
3. With open space preservation.
Mayor Susman opened Site 4 to public comment.
John Falk, Tahoe Sierra Board of Realtors, spoke in favor of affordable housing,
staff housing for the hospital nursing but not senior housing because of the steeply
sloped location.

Site $ - Ponderoea Golf Course --"
Council and Planning Commission direction for site 5:
1. Special Study Area allowing limited residential development only if it
preserves the golf course long term.
Mayor Susman opened Site 5 to public comment.
John Stienbush, Charlotte Hemsei family (owner) representative stated the owners
have experienced a 20% decline in play over the past thrc¢ years. The owner's
long term plans considered residential clustered use with a buffer to existing
neighbors of open space or a par thrc¢ executive course. The Hemsel's would like
to work with the Town and adjacent neighbors on the site. The owner's view this
site as a potential infill development site to prevent urban sprawl.
Spoke in favor of retaining the golf course:

Denny Dickinson, Truckee resident also stated the Airport Land Use Compatibility
Plan will effect this site in the near future.

Site 6 - Comstock Drive
Council and Planning Commission direction for site 6:
1. Mix of industrial to be located adjacent to existing industrial, housing
located adjacent to existing residential and open space surrounding Trout
Creek.
2. Creek preservation.
Mayor Susman opened Site 6 to public comment.
Dan Cockrum, MAPF spoke in suppor~ of an open space designation stating this is
a high priority conservation site. Mr. Cockrum requested any development of the
site require a full EIR (Environmental Impact Review) process.
Peter Holtzmeister, Truckee Donner Public Utility District (TDPUD), site property
owner, spoke in support of a combination of alternative I and 2 recommended by
Council and the Commission and requested the TDPUD be involved in any
discussion of this site.

Denny Dickinson, Truckee resident, requested information on location of the
surplus Forest Service site.

Site 7 - PC 2 Alder Drive
Council and Planning Commission direction for site 7:
Designate as open space.
Mayor Susman opened Site 7 to public comment.
Seeing none Mayor Susman closed public comment.
Site 8 - PC 2 Triangle
Council and Planning Commission direction for site 8:
1. Public use designation
2. Preserve view corridors
3. Substantial buffers
Mayor Susman opened Site 8 to public comment.
Alexander Mayo, Artisans Connect, spoke in support of a designation to allow
community arts center.
Dan Cockrum, MAPF, spoke in support of an open space designation.
Steve Randall, Truckee Donner Recreation and Park District General Manager,
spoke in favor a public designation allowing a community center.
Denny Dickinson, Truckee resident, urged Council to postpone any decision on the
site until the CLUP (Airport Land Use Compatibility Plan) is adopted as it may
potentially change the allowable uses on the site.

Site 9 - Joerger Drive
Council and Planning Commission direction for site 9:
1. The TTSA/TSD area - designated public or open space along the river,
industrial to the south of Joerger Dr. Commissioner Richards excused
herself from the discussion of this site.
2. The Teichert Mine area - designated as open space, or open space
recreation.
3. The Town's Corporation Yard - designated as open space/public

Dave Gotcha, General Manager, Tahoe Truckee Airport District, spoken in favor of ---.
industrial uses on the TTSA/TSD area offthe river and keeping the Teichert batch
plant.
Dan Cockrum, MAPF, spoke in favor of an open space designation stating this is a
high priority conservation site.
TOWn Corpqration Yard area:
Denny Dickinson, Truckee resident, spoke in favor of an open space or public
designation allowing the Truckcc Donner Recreation and Park Distdct to utilize the
corporation yard.

Council and Planning Commission direction for sits 10:
No recommendations were dimctsd.

Council and Planning Commission direction for sits 11:

Bob Aheam, Property owner neighboring Ponderosa Golf Course urged Council to
work with the Haulapai Nation.

5. PUBLIC COMMENT
Alexander Mayo, Artisans Connect, presented a petition (on file with the Town
Clerk) in favor of adopting a General Plan policy to enhance art in public places.
