Phil Hoyle William S. LaPorte Also attending: Roy Cowart, William Gwynn, Henry Lilienthal, Kathleen Kirton, C. P. Young, Henry Pope, Ernestine Pope, J. K. Whittemore, Harold Martyr, Elza Oliver, and Charles Anderson. The meeting was called to order by Mayor Iglehart. The minutes of the last regular meeting held July 8, 1966 were read approved and adopted. The minutes of the special meeting held October 11, 1966 were read approved and adopted. The financial reports for July, August and September, 1966 were read approved and adopted. The minutes and resolutions of the Board of Equalization meeting held October 11, 1966 were read approved and adopted. The Police reports for July, August, and Septemberewere read. Building permits issued for July, August and September were read. A proposal from the City of Boynton Beach was read. This proposal offered fire protection to Gulf Stream at a cost of $8,600.00 per year for a 3 year period. Mr. Koch stated that he and Mr. Hoyle had met with the City Manager and Fire Chief of Boynton Beach recently and had worked wt an unofficial agreement for fire protection for a five year period at the cost of $6,800.00 per year with no charges for actual fire calls. It was also reported that the Town of Ocean Ridge, with its newly formed fire department would offer fire protection at $6,000.00 per year for a 3 year contract. After considerable discussion the Commission instructed the Town Clerk to write a letter to Boynton Beach advising them that the Town is seriously considering their most recent proposal. Mr. Whittemore was given the floor to complain about drainage in the Town. He felt that Gulf Stream should of er the best in municipal services and drainage in certain areas of the north end of Town were badly needed. Mr. Iglehart stated that the Town had taken the position time and again that any drainage work done should be paid for by the residents affected or on a Town wide basis. Mr. Koch said that in areas plated and developed he felt the Town had a responsibility to provide drainage for the streets and rights of ways. Mr. Iglehart said that we can set precedent by what we do even on a small scale. Commission meeting held October 21, 1966 Cont. Page 2. Mr. Hoyle agreed stating that drainage work done for one area should be done'for all areas. After further discussion it was agreed that further discussion be tabled until the next meeting at which time all interested parties could be heard from regarding drainage in the north end & that drainage data from the 1957 report from Brockway, Weber and Brockway be available for discussion. Mr. Charles Anderson of Brockway Owen and Anderson was given the floor to review the preliminary draft of a subdivision ordinance as prepared by him. He explained that the steps laid out were to assist the developer as well as protect the Town. He explained that the ordinance lays down guidelines for installation of improvements, inspection and approve.L by the Town and final approval and acceptance of maintenance by the Town. The purpose, he stated, of a subdivision ordinance is to protect the Town on later maintenance and other problems in the future. Mr. Anderson further stated that there are several errors and corrections and certain decisions made by the Commission before the final ordinance is ready. Mr. Pope said the 24 pages are first procedural and that there are many errors and repetitions. Mr. Pope also said the ordinance makes it prohibitive to any developer and that he believes it is discriminating. Mr. Iglehart said that the Town Commission recognizes Mr. Pope to be an excellent developer and that the Town does not intend to discriminate against anyone. The Object is to eliminate• "r maintenance and other problems. After further discussion it was moved and seconded that Mr. Pope meet with Mr. Anderson to discuss each specific point that Mr. Pope would like changed and further that Mr. Anderson would prepare a list of specific changes and recommendations that he throught would be to the best C interest of the Town. Motion passed unanimously. - Mr. Anderson was requested to have this list available prior to the next meeting. A proposed new contract for garbage collection was read. This proposal offered collection service as follows: 1967 - 6,600 per year 1968 through 1971 - 97,800 per year The present contract which expires December 31, 1966 costs $51400 per year. It was moved and seconded that this proposal be accepted with the condition that there be no request for further rate.increases during the period of this contract. Motion passed unanimously. The County Sanitation Co. submitted a proposal for garden trash collection. This proposal called for the Town to Pass an ordinance requiring all lawn maintenance contractors to haul away their own trash, all other trash in the Town to be picked up each week for $4,800.00 a year. The Commission decided that this proposal would not be feasible for the Town. Also there was a general discussion of the present trash charges made by the Town for garden trash pick up. It was pointed out that the trash collection operation loses about 02,200 a year. It was generally agreed by the Commission that this was a reasonable amount since the 2 trash men and truth are used for a varity of othervnrk in the Town. Commission Meeting Held October 21, 1966 cont. Page 3. Mr. Koch discussed the proposed sewer contract with the City of Delray Beach. It was pointed out that it would cost the Town approximately $272000.00 as their share of the cost of the force (1l main. Mr. Hoyle asked if the health dept. could force the Town to have its residents hook up to the system right away. Mr. Lilienthal said that they could and would. Mayor Iglehart said that this would require a bond issue to finance a complete sewer system. The Commission agreed that this decision was too important for them to make without a voice from the people. It was moved and seconded that this matter be put before the property owners of Gulf Stream for their views, and that before this matter was put to the people, a definite agreement should be reached with Briney Breezes and Ocean Ridge for the construction, financing and operation of the common force main. Motion passed. A proposal from the Security Detective Agency to make periodic security patrols at least 4 times a night in the Place au Soleil Subdivision was read. This would be a 1 rear contract at a cost of $200.00 per month. There was a general discussion of this proposal. It was pointed out that this would give better ppolice coverage to both sides of the Town. Mr. Koch stated that he thought it was a good idea for some future time but did not believe that the subdivision was developed enough at this time to warrant the added expense to the Town. After further discussion it was moved and seconded that this proposal be accepted on a one year basis at a cost of 200.00 per month. Mayor Iglehart, Mr. Hoyle and Mr. LaPorte voted yes. Mr. Koch voted No, Mr. Hart abstained. Motion passed. The proposed budget for the fiscal year October 1, 1966 - September 30, 1967 was read and discussed by the Commission. It was moved, and seconded that the budget as presented be adopted. Motion passed unanimously. A copy of this budget is included and becomes a part of these minutes.. Resolution #553 setting the millage for 1966 at 3 mills was read. It was moved and seconded that Resolution #553 be adopted. Motion passed. A copy of this resolution is included and becomes a part of these minutes. The Commission authorized the Deputy Town Clerk to change his working hours from 9:30 A.M. to 12:00 and 2:00 P.M. to 4:00 P.M. to 9:30 A.M. to 2:30 P.M. There being no further business t meeting was adjourned.
