Phil Hoyle Commissioner William S. LaPorte Also attending: Roy Cowart, William Gwynn, Henry Lilienthal, Henry Pope, Gary Gooder and Mrs.j£ leen Kirton. Mayor Koch called the meeting to order. ' The minutes of the meeting held November 12, 1966 were read approved and adopted. The financial and water report for November 1966 was read and approved. All expenditures included in this report were approved. An unsigned letter of letter outlined among Saturday with Monday after saturday noon. see that every effort not feel it necessary suggestions was read to the Commission. This other things, that the trash men work on )ff and that no trash be allowed in the streets The Commission instructed the Town Clerk to be made to keep the Town clean, but they did to change the work schedule. The Police reports for November 1966 were read. It was reported that "Slow No Wake" signs for boats on the intra- Coastal were going to be placed at six locations along the shore to help slow down the boats passing thru Gulf Stream. It was reported that the Somerset Apts had submitted revised. plans relocating their sewage treatment plant inside the setback area and that the Town had no further responsibility in the matter. There was a general discussion of the Town's peddler ordinance as it relates to mobile lunch wagons operating in the Town. Mr. Lilienthal was instructed to study this matter to see if the ordinance could be amended to keep these vehicles out of the Town. The Town Clerk reported that $46,092.00 in taxes had been collected to date or 87% of the total. The Commission accepted the annual audit report and approved payment of $925.00 to Himes & Himes C.P.A.'s. They also appointed Himes & Himes to prepare the next years audit at an increased fee of $1,025.00 as requested by them. Resolution #556 authorizing transfer of duns of $3,429.58 from the Water Fund to the General Fund was read, approved and adopted. Resolution #557 authorizing the transfer of $3,204.49 from the General Fund to the Depreciation Reserve Fund was read approved and adopted. Commission meeting held December 9, 1966 cont. Page 2. Resolution #555 designating the Boynton Beach First National Bank as a depository for certain funds of the Town was read approved and adopted. It was reported that the quoted interest rates on certificates of deposit to be purchased by the Town are as follows: First National Bank of Delray Beach 4% Delray Beach National Bank 41% Boynton Beach First National Bank 5 % It was moved and seconded that all the Certificates now on deposit with the First National Bank of Delray Beach and maturing in December 1966 be reinvested in 5% 1 year certificates with the Boynton Bank. Motion passed unanimously. It was moved and seconded that the Town ��??urchase a 5% 1 year certificate in the Reserve for Depreciation Fund of �K OOO.00 and a 4J% 6 mo. certificate in the General Fund of $10,000.00 at the Boynton Beach First National Bank, these two certifiates being new investments. Motion passed unanimously. Mr. LaPorte moved that proposed ordinance #134 titled ?'AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, FLORIDA, REGU- LATING THE SUBDIVISION OF LAND IN OR ABOUT TO BE ANNEXED TO THE TOWN OF GULF STREAM: REQUIRING AND REGULATING TIC, PREPARATION AND PRESENTATION OF PRELIMINARY AND FINAL PLATS AND DEVELOPMENT PLANS: ESTABLISHING MINIMUM SUBDIVISION DESIGN STANDARDS: PRO- VIDING MINIMUM IMPROVEMENTS TO BE MADE OR GUARANTIED TO BE MADE BY TH2 SUBDIVIDER AND PR3SCRIBING PENALTIES FOR VIOLATION THEREOF: be placed on first reading. Mr. Hoyle seconded the motion. Motion passed unanimously. This ordinance is to be read in full at the next regular meeting. A proposal for protection from Ocean Ridge was read. This proposal offered two methods: (1) Share in operation & policy decisions & pay share of costs based on a ratio of the building improvements in each town bear to the other as assessed by the County Tax Assessor. or (2) pay $7,000.00 per year for 3 years and an option to continue at this rate for 2 additional years or adopt the basis of proposal #1..After a general discussion, it was moved by Mr. Iglehart that we accept proposal #2 subject to the written contract guaranteeing that the Town will have a fire insurance rating at least equal to the rating it now enjoys. Motion seconded and passed unanimously. Mayor Koch reported on progress to date regarding the sewage contract with Delray Beach, Briney Breezes, and Ocean Ridge. Commission Meeting Held December 9, 1966 cont. Page 3. The Commission instructed Mr. Lilienthal to prepare a lease agreement and option on the land new being used by the Town for a trash dump. This lease to be for one year starting January 1, 1967 at a rental of $350.00 per year, with an option to buy at a price not to exceed $25,000.00 to be paid over a period of time agreeable to the seller. The Commission authorized payment of Christmas bonuses, which are the same as in prior years, to the following Town employees: $100.00 each to Roy Cowart, Melton Partin, James Brown, Harold Corbett, Robert Murmna, William Gwynn, $75.00 to Stafford Rafuse, $50.00 to Paul Bradwell. The Commission authorized a pay raise of $20.00 a month to William Gwynn.
