Mayor Koch called the meeting to order. He stated that the purpose of
the meeting was to consider two requests from Mr. Pope for building
permits. One is to construct an 8 unit 2 story apartment house
directly south of the Town Hall on Gulf Stream Road and the second
request is to move the old polo clubhouse from the west side of the
polo fields to the northwest corner of Gulf Stream Road and Old
School Road, at a location in the B business district. This building
is to be remodeled to be used as a restaurant.
Mr. Iglehart said he believed that the main purpose in these two
requests is to establish his position that these two requests are
legal under the Town's zoning ordinance.
Mr. Koch reported that he and Henry Pope had both attended a council
meeting in Boynton Beach Thursday nite to abject to the zoning of the
Annon tract which abutts the north Town limits. This land is being
annexed by the City of Boynton Beach and they are planning to zone
it C -1 commercial, which allows seven story buildings and almost
any commercial venture.
Mr. Hart said that he believed that most of the people in Gulf Stream
would be in favor of giving Pope his apartment zonin& at the north
end in exchange for the rezoning of the B business district to A
residential.
Mr. Iglehart said he thought the Town should make an offer to Pope
to give him the apartment zoning at the north end as he previously
had requested in exchange for rezoning the entire business district
to residential. Also that Mr. Pope should be told that if in the
future a responsible group of people should ask for permissive use
of the polo fields for a private membership golf course then the
Commission would probably be willing to grant such a request providing
definite guarantees could be made that the golf club would be
operated as a legitimate private club.
Mr. Koch said he thought Mr. Pope should be limited to two story
apartments only and that he should agree to accept the proposed plat
ordinance and not to contest it at a later date.
Mr. Iglehart said that he thought Mr. Koch wanted too much. Maybe
it would be better to set minimum sq. feet of each apartment unit
such as 1200 sq. feet.
Mr. Hoyle said that he thought we should be prepared to grant the
golf course use also if Mr. Pope insisted on it. Mr. Iglehart said
we should be prepared to grant four story apartments also if it was
necessary to meet Mr. Popes request.

Mr. Hart said that he thought the business district was no threat
to the Town and he was against any rezoning.
At this point Mr. Pope was called into the meeting. Mr. Koch advised
Mr. Pope that a majority of the Town Commission had agreed to offer the
apartment zoning at the north end of Town as he had requested, subject
to the restrictions that each unit have a minimum sq. footage of
1200' and that the buildings be limited to two stories in exchange
for rezoning the entire business district to residential.
Mr. Pope said that he would like to get permissive use for a golf
course and he would like to keep the area in the business district
east of Gulf Stream Road for apartments only subject to a 12001 sq
ft. minimum per unit and limited to two stories.
The Commission advised Mr. Pope that permissive use for golf will
be considered when a responsible group comes before the Commission
with definite plans*certain guarantees that the golf club will be
operated as a private membership club.
At this point Mr. Pope left the meeting and stated that he would
consider the Commission's offer.
Mr. Iglehart said that he was in favor of accepting Mr. Pope's offer.
Mr. Hoyle said he was in favor of accepting Mr. Pope's offer.
Mr. LaPorte said he was in favor of accepting Mr. Pope's offer.
Mr. Hart said he was against accepting Popes offer.
Mr. Koch said he was against accepting Popes offer.
The Commission agreed to have Mrs. Kathleen Kirton furnish the
Town Clerk with a copy of her notes of each Commission meeting at a
cost of $10.00 each meeting.
The Commission instructed the Town Clerk to advise C. P. Young that the
Town Attorney is not authorized to give written opinions to residents
that may request such information.
There being no further business to come before t}�e Commission the
