This meeting held in place of regular meeting date of March 10, 1967, and
that notice and consent had been given by all the Commissioners to hold this
special meeting and to discuss anything that might come before the commission
pertaining to Town business.
Present: Mayor William F. Koch, Jr.

Commissioner John G. Hart

Commissioner William S. LaPorte
Also attending: Henry Lilienthal, Henry Pope, C. P. Young, Roy Cowart, Joe
Gwynn, George Talker, William Gwynn and Kathleen Kirton.
Mayor Koch called the meeting to order.
Mr. Iglehart moved that the minutes of the meeting held February 10, 1967 and
February 23, 1967 be approved as written and the reading of these minutes be
waived. Mr. LaPorte seconded the motion. Motion passed unanimously.
Mr. LaPorte moved that the Financial report for February, 1967 be approved as
written and that all expenditures included in this report be approved. Xr.
Iglehart seconded the motion. Motion passed unanimously.
The Commission instructed the Town Clerk to write a letter to the Somerset
Developers advising them that the Town was not interested in bidding on the
purchase of their model apartment building.
It was reported that a check from Fla. Power and Light Co. of 4,000.01 was
received as the annual franchise payment to the Town.
The police reports for February 1967 were read.
Mayor Koch reported that another dump site had been located near the present
one and that the Town is trying to contact the owner to discuss a lease or
purchase of this property.
A request by Harvey Ladew via his agent Joseph Gwynn was made in reference to
the erection of a new two car garage and chauffeur's quarters to the north of
the present garage which is now standing in water much of the time due to
building and development of the lot to the south of his property.
Mr. Pope, property owner to the south said he would object to this building
permit being issued. Mr. Gwynn was advised to draw up a more complete sketch
of Mr. Ladew's intent and that he could build after April let if he stayed
within the set back lines.
Mr. LaPorte moved that proposed ordinance #135 titled

be placed on first reading. Mr. Iglehart seconded the motion. Motion passed.
This ordinance was then read in full.
( Col. Young objected to this ordinance on the grounds that the people were not
duly notified. (2) that unless permissive use is granted for use of polo
fields for golf course there is no need for change of zoning at this time.
(3) Feels that action of the commission is without due regard for the welfare
of the Town in that they granted a six story apartment permit that is now
bankrupt and nobody investigated the owners' financial responsibility.
Mayor Koch explained that the reason the Commission is placing this ordinance
on first reading is that it gives the voters a chance to vote by referendum
and that the people will decide what the Town ought to do. If there are as
many as three voters objecting to this ordinance, it will be brought up for
referendum and Col. Young was advised that if he was a voter he could voice
his opinion then.
Further discussion of the proposed fire contract was held, the Commission felt
that proration of costs in the future should be based on the building values in
relation to each Town. This change was approved and the Commission authorized
Ocean Ridge to proceed to draw the final draft of the proposed contract.
Col. Young objected to doing business with Ocean Ridge instead of Boynton
who has a paid department instead of a volunteer department.
A letter from Henry Pope was read. In this letter he proposed to trade a
parcel of land at the north end of Town for the present Town Hall property.
He further offered to donate the polo club house to the Town and submitted
plans for remodeling this building to be a Town Hall at a total price of
$6,000.00. This letter is included and becomes a part of these minutes.
Mr. George +Talker made inquiry about the location of the new Town Hall in
that the committee was in the process of designing a building and they needed
to know of the location. He was advised that the Town may not be able to
arrange a trade with Mr. Pope for the land at the north end and therefore it
would likely be on the location of the present structure.
Mr. Talker said he felt the plan was attractive but he wondered if the Town
would outgrow it in five years. The Commissioners advised Mr. Walker to
bring the recommendation of the committee to the next meeting.

Gentlemen:
This offer is made contingent on the release by
Bessemer Properties of the restrictions on the Town Hall
property, now limited to use only for Town activities.
It is proposed that the Town Hall property be deeded
to Henry V. and Ernestine N. Pope, in exchange for a tract of
land at the N.E. corner of the Town limits, to be the site of
the new Town Hall, more particularly descibed as follows:
"The tract of land in Section 34, Township 45 South, Range 43
East, Palm Beach County, Florida, more particularly descibed as
follows:
BEGINNING at the intersection of the North line of Lot 17,
Benson Bros. Subdivision, according to the plat thereof recorded
in Plat Book 5, Page 27, Public Records of Palm Beach County, with
the East line of the West a of the Southwest j of Section 34;
thence Southerly along said East line a distance of 168.2 feet
more or less, to the Northeast corner of the tract conveyed to
Stewart B. Iglehart by deed dated and recorded in Deed
Book ,Page , Public Records of Palm Beach County; thence
Westerly along the North line of said tract a distance of 140 feet;
thence Northerly in a line arallel to and 140 feet Westerly of
said East line of the West of the Southwest I of Section 34, a
distance of 1A xfz&kxx„s: xnzx1axz 168.2 feet more or less, to the
North line of said Lot 17; thence Easterly along said North line
a distance of 140 feet, more or less, to the point of beginning.
SUBJECT to the R/W of the County Road along the Easterly boundary
of that part of vthe above described tract which lies in said Sec. 34.
EXCLUDING from the entire premises above described, the Northerly
40 feet thereof, which is hereby dedicated th the Town of Gulf
Stream as R/W for a thoroughfare for perpetual use by the Public.
It is further proposed that the former Polo Clubhouse
be moved to this new site, and remodeled for use as the new Town
Hall. The cost of moving has been quoted as $550, and I am
willing to remodel the building at a cost to the Town of w6,000.
The work will include foundations, new floors of vinyl tile over
plywood, new jalousie windows, doors, hardware, electrical,
asphalt shingle roof, cupola with attic ventilating fan, plumbing
piping and fixtures (except that urinal is in good shape). The
exterior would be finished either with boards and battens, or
stucco on metal lath. Wood louvred shutters and storm battens for
the doors. Painting, parking spaces and landscaping by others.
The rough sketch submitted indicates separate entrances for the
Town Clerk's office and the Police, the Meeting Room, and for the
maintenance men.
