George Walker and Kathleen Kirton.
Mayor Koch called the meeting to order. Mr. Hart moved that the minutes of the
meeting held April 14, 1967 be approved as written and the reading of these
minutes be waived. Mr. LaPorte seconded the motion. Motion passed.
Mr. LaPorte moved that the financial report for April 1967 be approved as written
and that all expenses included in this report be approved. Mr. Hoyle seconded
the motion. Motion passed.
Water samples tested for April were okay.
The police reports for April 1967 were read.
Chief Cowart reported on the recent accident involving Patrolman Jim Brown and
two persons on a motorcycle. He stated that the accident report as prepared by
the City of Delray Beach had charged the operator of the motorcycle with care-
less driving and driving at speeds too great for conditions. Both motorcycle
passengers,-were admitted to Bethesda Hospital.
Three bids for building the new Town Hall were received and opened. The results
are as follows

Mayor Koch then stated that he thought that the bids should be studied further
before awarding a contract. Mr. Hart stated that he thought there was no need
for further delay. I•r. Hart then moved that`cthe low bid be accepted and that
the current budget be amended to appropriate the necessary funds for the con-
struction of a new Town Hall, this money to be derived from cashing certain
certificates of deposit and placing the money in a Town Building Fund account.
Motion was seconded by Mr. la Porte. Motion passed.
Mr. Lilienthal recommended that this job be bonded, and the commission agreed
that this would be a requirement of the general contractor. Mr. Pope said that
he would be glad to supervise the construction of the Town Hall.
Mr. Hart moved that a vote of thanks be recorded to Mr. George Walker and Mr.
Henry Pope for their splendid work in planning and designing the Town Hall.
Mr. La Porte seconded the motion. Motion passed.
Mr. Walker stated that as Chairman of the Building Committee he would send a
letter to all the residents of Gulf Stream advising them of the project and
should they care to donate toward the Building Fund that all contributions
would be greatly appreciated.

Mayor Koch reported on progress to secure a new dump site for the town. He
stated that he had located property that may be purchased for about $5,000.00
and which would serve the town's needs for at least ten years. This land is
now located in the county and is presently zoned residential. Mr. La Porte
moved that the Mayor be given authority to proceed in negotiations and to
purchase this land if it can be obtained under the terms as anticipated. Motion
was seconded by Mr. Hart. Motion passed unanimously.
Mr. Lilienthal recommended that the use of this land in its present zoning con-
dition be checked into before the land is purchased.
Mayor Koch reported that at a recent sewer meeting with Delray Beach, Ocean
Ridge, Briny Breezes and Gulf Stream that the Town of Gulf Stream had advised
the others that they could not make a definite decision as to signing a con-
tract until next December when it can be brought to a vote by the voters of the
Town. Ocean Ridge also stated that they could not sign the contract until they
hold a referendum some time this summer.
There was a general discussion of'the requirements in our new fire contract that
we adopt the Southern Standard Building Code. The commission authorized Mr.
Lilienthal to prepare an ordinance adopting the Southern Standard Building Code
with amendments as adopted by Palm Beach County. This would provide the Town
with the same building code as Palm Beach County now usesq Mayor Koch further
explained that in the future it may be possible to use the services of County
building inspectors to enforce this ordinance and that the fees for such in-
spection services bould be added to the cost of the building permits issued.
Mr. la Porte read a petition from the Gulf Stream Bath and Tennis Club, Inc.
requesting specific exceptions to the ten foot set back requirement as outlined
in our Town zoning ordinance. This petition asked that the Club be allowed to
demolish the present tennis club house which is now located approximately three
feet from the west property line and that a new building be erected in this same
location with a minimum set back of five feet. This request is made subject to
permission and approval of Mr. Austin Starkey who is the adjacent property owner
to the west. Mr. Hart moved that this variance be granted subject to approval by
Mr. Starkey. Mr. Hoyle seconded the motion. Motion passed. Mr. Is. Porte ab-
stained from voting.
Mayor Koch reported that he had received several complaints regarding the con-
struction of a guest house on the Kennedy property on Polo Drive. He said that
in the future the Town may wish to consider not allowing additional guest houses
or detached buildings on the same property when the size of the property is
limited to 1CO x 100 ' or in that neighborhood.
A letter from Charles Anderson of Brockway, Owen and Anderson, Engineers, was
read, offering engineering services to the Town for the contemplated sewer pro-
ject. A similar letter was also received from Russell and Axom, Engineers.
A pay raise increase of $25.00 per month was authorized to Patrolman Robert Mumma
as provided for in the budget.
The Town Clerk was authorized to hire an extra man for the trash truck during
vacation time for the two regular men plus an additional three weeks in July to
' help the trash crew keep up with their pick ups.

The commission authorized the Town Clerk to close the Town Hall on Wednesday
afternoon during June through October.
A letter from C. P. Young was read to the commission. This letter cited numerous
criticisms, suggestions and complaints.
There being no further business to come before the commission, the meeting was
adjourned.

PETITION FOR SPECIAL EXCEPTION TO
10 FOOT SET BACK UNDER SECTION V,
PART C. 1. OF ZONING ORDINANCES FOR
THE TOWN OF GULF STREAM, FLORIDA.
NOW, THEREFORE, your petitioner, GULF STREAM BATH AND
TENNIS CLUB, INC., Gulf Stream, Florida, is in the process of
renovating the tennis club house located on the western extremity
of its property in the Town of Gulf Stream, Florida. At present
there are two (2) buildings, one 16'x19.6'; the second approxi-
mately 15.3'x14.3' located at the western end of the tennis courts.
These buildings are currently located between 2.7 feet and 3.9 feet
from the west boundary of the subject property. It is the intent
of your petitioner to have these buildings razed and a new build-
ing erected at the site.
Since the tennis courts are located approximately 35 feet
from the western boundary of the subject property it is desired
by your petitioner that the new building to be erected may be
placed within 5 feet of the western boundary of the subject
property.
NOW, THEREFORE, your petitioner requests that it be granted
a special exception to Section V, Part C, 1 of the Zoning
of the Town of Gulf Stream in that the required 10 feet rear yard
