Mayor Koch called the meeting to order.
Mr. LaPorte moired that the minutes of the meeting held March 14, 1967 be approved
as written and the reading of these minutes be waived. Mr. Hoyle seconded the
motion. Motion passed.
Mr. Hart moved that the Financial Report, for March, 1967 be approved as written
and that all expenditures included in this report be approved. Mr. LaPorte seconded
the motion. Motion passed.
The minutes of the meeting of the Board of Equalization held March 16, 1967 were
read. Mr. LaPorte moved that the minutes be approved as written. Mr. Hart seconded
the motion. Motion passed.
Mr. LaPorte moved that proposed ordinance #135 titled

be placed on second reading. Mr. Hart seconded the motion. Motion passed unanimously.
This ordinance was then read in full.
Mayor Koch stated he felt this is the best thing the Town can do to get rid of the
business area. He explained that after the Town passes this ordinance the voters
upon written complaint by 3 registered voters can protest the ordinance within
90 days and it will then go to referendum vote. After three complaints in writing
have been received the Town will then order and election and it will be decided by
the voters. Mr. LaPorte moved that Ordinance 135 be adopted, seconded by Mr. Hart
and motion carried unanimously with each commissioner voting.
Mr. Melville Dickinson requested that permission be granted to bring into being a
golf course on the polo fields. He stated there was unity of opinion to go ahead
and lease or purchase the polo fields under the approval of Henry Pope and then
proceed to build a par three golf course for the community betterment. He stated
a group of public spirited citizens in Gulf Stream would like permissive use of
polo fields for a golf course. He was advised by Mayor Koch that the Town does
not have the right to approve this request for permissive use.

Mr. Idlienthal stated that under the present zoning ordinance, the Commission
cannot grant permissive usetbr a golf course in a residence district. The only
way is to amend the zoning ordinance to allow golf courses in a residence district
and this can only be done by following the procedures at forth for rezoning.
Mr. LaPorte expressed his thanks to the group that wants to do this for the Town
and asked Mr. Dickenson who the backers were. Mr. Dickenson read a list of names
of residents interested in the plan.
Mr. Pope, the owner of the land in question, then formally requested an exception
under the paragraph in ordinance pertaining to hardships. He advised that his
taxes are $7,000- 438,000 per year and he is unable to use the land for anything
else. He condidered this proper to make such a request and therefore was not
asking for a zoning change or variance. He stated he was asking for this through
Mr. Dickenson. Mr. LaPorte stated he is in favor of the request but he has to
follow the advice of the attorney and ask that it go through the proper channels,
and in this instance it must wait till next December. All commissioners expressed
their interest in the golf course but only through legal procedures.
Mr. Hart moved that the fire contract with Ocean Ridge be approved and the Mayor
be authorized to sign on behalf of the Town. Mr. LaPorte seconded the motion.
Motion passed unanimously.
Mr. George Walker, Chairman of the Town Hall building committee presented three
drawings for discussion. He also extended his thanks to Mr. Whittemore for his
assistance in ;preparing these plans. Mr. Walker said that as chairman he
recommended Plan "B" which provided approximately 141EO sq. feet of area and the
exterior style was semi - colonial.
Mr. Pope offered to do the architectural work at no cost to the Tom and offered
to donate the building at the polo grounds and stated he would pay any amount
over $6,000.00 it would cost to remodel for a town hall.
Mr. Hart then moved that the building not cost in excess of $20,000 plus air
conditioning and parking. Motion seconded by Mr. laPorte and Motion carried
3 -1. Mr. Hoyle voted "NO ".
Mayor Koch then appointed Mr. Pope as anadditional member of the building
committee to work with them in preparing the final plans and specifications.
Mayor Koch advised that the Town will be faced with acquiring a dump very soon.
Air area was discussed that Mr. Tglehart suggested but in his absence the matter
was tabled until the next meeting.
In discussirrythe revised sewer contract prepared by the City of Delray Beach, it
was felt by the Commission that they could not take any action until the whole
matter was brought before the residents and let them vote on the matter next
season before the Town would coimnit� itself. Mayor Koch said that several
paragraphs must be modified in connection with forcing residents to hook up
to a sewer collection system within a period of time after installation. The
Commission however saw no objection to working out arrangements with the other
Towns to go aheefd through Gulf Stream providing the Torn has eome future rights
to use the force main if the voters approve it.

Mr. Hart moved that the Torn go on record as considering this contract and
that this matter be brought to a vote of the Towns residents. Motion seconded
( by Mr. Laporte. Motion passed unanimously.
The crater sample reports for March were satisfactory.
Mr. Laporte moved that a list of names as prepared by the Torn Clerk be
purged from the voter registration rolls. Mr. Hart seconded the motion.
Motion passed unanimously.
Police reports for March 1967 were read.
A request from patrolman Robert Mumma that the Town pay the cost of a
correspondence course in fingerprinting of $145.00 was discussed.. Mayor Koch
said that he felt the Sheriffs Dept. offers the service and doesn't XOJ think
the expense necessary.
Mr. Lilienthal advised the Commission that before any actual appropriations
are made for construction of a Town Hall the present budget should be amended
to provide the funds.
There being no further business to come before the Commission, the meeting
was adjourned.
