CALL TO ORDER Vice Chairman Coolman called the meeting to order at 7:45 p.m., February 25, 1986 2. PLEDGE OF ALLEGIANCE TO THE FLAG Commissioner Breazeal led the Pledge of Allegiance to the flag. 3 ROLL CALL Present: Commissioners Abraham, Breazeal, and Coolman. Chairman Stacy and Commissioner Muto were not in attendance with excused absences. Also present: City Attorney Martin, City Manager Koski, Planning Director Shaw, an,d Associate Planner Saldaria 4 APPROVAL OF MINUTES - February 11, 1986 Commissioner Breazeal requested that the minutes be amended to reflect in Item 7, Paragraph 2, that the parcel is exempt from providing additional parking because it is located within a City parking district, the project does require a Conditional Use Permit. He also requested that Item 8, Paragraph 1 on Page 6 be amended to reflect that he would vote against the structure being used as a carport. With no further comments or changes, the minutes were approved as corrected. 6. OLD BUSINESS: CONTINUED PUBLIC HEARING - MODIFICATION OF CONDITIONAL USE PERMIT 77 -513 Site: 9465 Las Tunas Drive Temple City, CA 91780 Applicant: Request: Joe Marks Hub Signs, Inc. 2651 Seaman St. El Monte, CA Modification of a Conditional Use Permit to allow a change in sign program for the Lumberyard Center located at 9465 Las Tunas Drive. Planning Director Shaw presented the Staff Report for change in sign program for the Lumberyard area. The applicant is proposing a 26 foot high, 100 sq. ft. internally illuminated multiple tenant pole sign, nine non - illuminated 2 ft x 7 ft. wall signs to be located on the northermost building, and the addition of 44 sq. ft. internally illuminated tenant advertising to an existing monument sign located adjacent to Cloverly Ave. A video tape was shown of the site. Commissioner Breazeal stated that the original conditions of the CUP were still in effect and the original conditions were not changed. He would favor this proposal. The motion was made to accept the Modification of Conditional Use Permit 77 -513 with conditions as imposed by staff, and seconded by Commissioner Abraham. Motion was carried unanimously. City Attorney Martin read title to Resolution No. 86- 1235PC approving Modification of Conditional Use Permit 77 -513 with conditions as recommended by staff. 7. NEW BUSINESS PUBLIC HEARING  CONDITIONAL USE PERMIT 8,6 -778 Site: 9638 Longden Ave. Temple City, CA 91780 Owner: Otto Bald Applicant: Louis Bald 214 S. 1st St. Arcadia, CA 91006 Planning Director Shaw presented the staff report. Applicant requests approval of Conditional Use Permit. and Tentative Tract Map to allow a five -unit residential condominium. The project will involve the removal of an existing single family dwelling . and detached garage, and removal of sheds located on the rear of the property. The development will have single story structures which will include living room, family room, two bedrooms, a bath, and enclosed 2 -car garage. Overall lot coverage on the site would be 5,875 sq. ft., approximately 30% of the lot. The open space exceeds the required amount, and the project meets the setback requirements., Access and parking requirements are in conformance with the code. The units to the rear must be sprinklered because of the width of the driveway. Staff finds that the condominium does comply with the requirements New plans included in the packets indicated a shift in the units, moving the trash enclosure to the south end of the property, and this shortened the units by about a foot. They now comply with all the zoning requirements. The subdivision minutes attached to the staff report recommended approval subject to findings and Conditions of Approval contained in the Staff Report. A videotape was shown of this site. Public Hearing was declared open. Louis Bald, 214 S. 1st St., Arc., stated that he is in favor of this condominium project. Would be happy to answer any questions that anyone might have. Commissioner Breazeal asked if Units 4 and 5 would need to be sprinkled. Mr. Bald replied, that yes, they would have to be sprinklered due to the width of the driveway. However, by moving the parking spaces from between Units 2 and 3, to Units 3 and 4, only the units that are farthest from the street would have to be sprinklered. Public Hearing was declared closed. PLANNING COMMISSION MINUTES Page 3 February 25, 1986 • • 7 CONDITIONAL USE PERMIT 86 -778 Commissioner Abraham stated that the project was adequate in lot coverage and density, meets the criteria, etc., and applicant is agreeable to all the conditions. He favored this proposal. Commissioner Breazeal concurred with the conditions and favored the project. He moved to approve Conditional Use Permit 86 -778 with the conditions imposed by staff, and Vice Chairman Coolman seconded the. motion. Motion was carried unanimously. There will be a 10 -day appeal period for this CUP. Commissioner Abraham moved to approve Tentative Tract 31144 with all the conditions and findings as required by code. The motion was seconded by Commissioner Breazeal. Mr. Bald was informed of the l0 -day appeal period and the additional action required on the part of the City Council. City Attorney Martin read title to Resolution No. 86- 1234PC providing that theConditional Use Permit 86 -778 be approved with conditions as recommended by staff. 8. COMMUNICATIONS - None 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK Robert Garvin, 9574 Blackley - Mr. Garvin requested that the City study and recommend restrictions on recreational vehicles being parked in the driveway or front yard area of homes. Commissioner Breazeal stated that there should be a study session completed on the parking of recreation vehicles in driveways and front yard areas. The Commission agreed with this, and there will be a study session on March 11 after the Planning Commission Meeting. 4111 10. MATTERS FROM PUBLIC OFFICIALS (a) Minor Zoning Modification.Committee Report - Planning Director Shaw MZM 86 -176 - Ernest Simmons 9969 Miloann St. Temple City, CA 91780 Action: The easterly yard area facing Baldwin Avenue was determined to be the front yard. MZM 86 -177 - Rick Minick 10134 La Rosa Drive Temple City, CA 91780 Action: Easterly yard area was determined to be the front yard, the southerly yard area the rear yard, and the northerly and westerly yard • areas are the side yards. The backup area providing access to the garage does not comply with code, and will require a Modification of the Zoning Code " PLANNING COMMISSION MINUTES Page 4 February 25, 1986 10. MATTERS FROM PUBLIC OFFICIALS (CONTINUED) (a) Minor Zoning Modification Committee Report MZM 86 -178 - Manual Pastor 5402 Loma Ave. Temple City, CA 91780 Action: Westerly yard area facing Lima Ave. was determined to be the front yard. Permission was granted to proceed with conversion of the garage to a bedroom so long as there was no further encroachment into the 15' required rear yard setback along the easterly property line. MZM 86 -179 - Earl Armstrong 9994 E. Bogue St. Temple City, CA 91780 Action: Northerly yard area.(facing Bogue Street) was determined to be the front yard. Commissioner Breazeal stated that MZM 86 -177 would have to come back to the Planning Commission via the Minor Zoning Modification Committee in order to get a Modification of the 'Zoning Code. (b) March 11 was set as the hearing date for the proposed Ordinance Amendment requiring all parking spaces, regardless of the zone, to have minimum interior dimensions of 20' x 20' for a two -stall garage. (c) Sign approval for "The Chocolate Moose'.' sign plan. Approved unanimously. (d) Sign approval for "Jomel's Place" Beauty Shop sign. Continued until March 11 until new sign plan and new location can be brought forward. Existing sign was non - conforming in area, and must be placed on the face of the building rather than on the roof. 11.
