Jones Clerk- Treasurer CITY Or GREENCASTLE PUBLIC HEARING, THURSDAY, JANUARY 17, 2002 Mayor Michael introduced Linda Trefry with Administrative Grant Services. Mrs. Trefry explained that this public hearing is being held to encourage public discussion and input with regard to submission of a $500,000.00 Community Focus Fund grant application to the Indiana Department of Commerce. Mrs. Trefry explained the procedure and encouraged public input and submission of letters of support. Mrs. Trefry told residents a new income survey is being conducted and encouraged residents to participate in this survey stating it is confidential and no one from the City vN ill see the information. The information will be sent to Ball State University for compilation. Mrs. Trefry explained that a Planning Grant was obtained and the results of the study show there • is a severe lack of drainage, and safety issues involved with the makeshift sidewalks in this area. Mrs. Trefry stated there will be a time for questions after the discussion and asked that each person asking questions state their name and address, for the record, and reminded everyone to sign the sign -in sheet. Mrs. Trefry turned the meeting over the Randy Hancock, engineer with Hannum, Nagle and Cline, to discuss the project scope in more detail. Mr. Hancock stated the completed study identified the most pressing need as the reconstruction/upgrade of Columbia and Franklin Streets, from Jackson Street on the East to Gillespie Street on the West. Mr. Hancock further stated that these streets serve as main arteries from the commercial district of the City into a mainly residential area. Columbia Street also provides access into the county, where the wastewater treatment facility, a recycling business and the county landfill are located. Mr. Hancock stated that Columbia Street lacks sidewalks and curbs /gutters except for the Market to Jackson Street block. The asphalt pavement along the entire length of the street is in poor condition, as is the drainage which requires the storm water to drain along the pavement, westerly to Gillespie Street where an inadequate drainage system routes the water west and across the railroad tracks. • Mr. Hancock then addressed the conditions along Franklin Street stating that this area has sidewalks and curb /gutters along the eastern two -block area adjacent to the downtown district, " but lacks sidewalks and curb /gutters from Madison to Gillespie Street. The asphalt pavement along the eastern most block is in good condition but the remaining portions are in poor condition as is the existing drainage which is either undersized or non - existent. Mr. Hancock reported the proposed improvements to both streets consist of the following elements: - Reconstructing t he pavement as necessary. - Installation of a concrete curb and gutter and buried storm sewer system, which will collect and convey storm water downstream to the west side of the railroad tracks. - Construction of new sidewalks, along one side of each street. Mayor Michael asked which side of the street the sidewalks would be on. City Engineer Morrow stated there are not enough funds to do both sides and it will depend on the cost. Engineer Morrow stated that he has income surveys available and encouraged anyone present who had not filled one out to please see him after the meeting. Engineer Morrow also told residents there will be City workers conducting the survey on Sunday. Tim Mundy, owner of property at 404 West Columbia, stated the eater runs down the road straight into the yard. " Larry Shinn, 201 West Columbia Street, stated he doesn't have sidewalk in front of his house, only a ditch in which water runs. There were no other public comments or questions. Ivirs. Trefry stated the City will try to get funding on the first round, but if this doesn't happen we will go to second round. Mrs. Trefry asked the residents not to get discouraged, this is a very competitive process and will require more public hearings. Mrs. Trefry told the audience that if there are questions later to please put them in writing and send them to Clerk- Treasurer Pamm Jones. Councilor Hammer encouraged residents to write letters of support and told the residents the City is committed to this project and would apply for the grant as many times as it takes to get this done. Mrs. Trefry stated that from the time of the grant award the City has eighteen months to complete the project. Mrs. Trefry also stated that the IDOC might ask for the City to decrease the amount they are asking for or may ask the City to increase the local match.
