Call to order A Special Meeting of the Planning Commission of the City of Temple City was called to order by Chairman Coolman at 6:45 p.m. 2. Pledge of Allegiance Commissioner Muto led the Pledge of Allegiance to the Flag. 3. Roll Call Present were Commissioners Abraham, Muto, Seibert and Coolman. Commissioner Breazeal was excused for cause. Also present was Planning Director Shaw and Associate Planner Saldana. New Business 4. Urgency Ordinance 86 -592 and Proposed Ordinance 86 -593 pertaining to Business Regulations and Adult Businesses. Planning Director Shaw summarized the purpose and contents of the two Ordinances indicating that the Ordinances add and amend cer- tain regulations in the Temple City Municipal and Zoning Code pertaining to business regulations regarding sexual activities and adult businesses and that the changes are necessary to review and control adult businesses in the Community. Responding to a question from Commissioner Abraham, Mr. Shaw said that Section 4180 pertaining to business regulations provides that no adult business may maintain any closed area, booth, cubicle, room or other such area that is or could be used for private sexual activity. This provision does not pertain to non -adult businesses such as a mens or womens clothing store. Commissioner Muto said that while it was unfortunate that the City was placed in a position requiring modification of the Code, it was important to revise the Ordinances as proposed and he was in favor of the Amendments. Commissioner Abraham said that he had opposed allowing video stores as a permitted use in the C -1 and C -1 -R zones. He forsaw the difficulties of this type of business turning into an adult business and while he was in favor of the Ordinance Amendments as proposed, he would have preferred that the City not be placed in its present situation. Commissioners Siebert and Coolman concurred with Commissioner Abraham and found the Ordinance Amendments necessary. Commis- sioner Coolman questioned the wording of the proposed ordinance and Planning Director Shaw reviewed the wording of the existing ordinance along with the proposed amendments. Commissioner Muto motioned to approve Urgency Ordinance 86 -592 and Proposed Ordinance 86 -593 pertaining to business regulations and adult /businesses as proposed, Commissioner Abraham seconded the motion and the matter was approved unanimously. 5.
