Present: Mayor William F. Koch, Jr.
Vice —Mayor Stewart B. Iglehart
Commissioner J. Phil Hoyle
Also attending: William Gwynn, Roy Cowart, Henry Lilienthal, Henry Pope,
M. P. Dickenson and Kathleen Kirton.
Mayor Koch called the meeting to order. Mr. Iglehart moved that the minutes of
the meeting held June 9, 1967, be approved as written and the reading of these
minutes be waived. Mr. Hoyle seconded the motion. Motion passed.
Mr. Hoyle moved that the Financial Report for June be approved as wribten and
all expenses included in this report be approved. Mr. Iglehart seconded the
motion. Motion passed.
A letter from the Palm Beach County Zoning and Building Department was read. This
letter offered building inspection services by the county subject to each munici-
pality adop, ing the Palm Beach county building codes. There was a general discussion
of this off r. Mr. Lilienthal stated that it would be impossible to adopt the
county codes until the revision work being done by the county is completed. Further
action on this subject was tabled.
It was reported that the Hot Pursuit bill presented to the State Legislature had
been passed May 31, 1967.
The Police reports for June were read.
Building permits for June were $20 000 — new Town Hall, a house addition $10,000,
and two houses in Place au Soleil 30,000 each.
Contributions to the Town Hall Building Fund were reported to be $2,905.00. Mr.
Pope reported that construction progress on the Town Hall is proceeding faster than
expected and should be near completion within another month.
Mr. Iglehart moved that Resolution 561 be adopted. Mr. Hoyle seconded the motion.
Motion passed. A copy of Resolution 561 is hereby attached and becomes a part of
these minutes.
There was a discussion regarding $8500 invested in Series H Government Bonds which
mature September of this year. New interest rates for extending these bonds an
additional ten years would be 4.15 % per annum. The commissioners agreed that the
town should redeem these bonds at maturity and invest the proceeds in 5% Certifi-
cates of Deposit with the Boynton Beach First National Bank.
Town Clerk William Gwynn reported that a representative of Florida Power and Light
Company had been in Gulf Stream last week regarding our recent letter to them.
The representative stated that the company is now in the process of making a com-
plete study of their power facilities in the town.
A sealed bid from Ocean Ridge Gulf Service was opened and read. This bid offered
a cash discount of 20 per gallon. In addition they offered a 10% discount on oil,
-2-
accessories, service and mechanical work. Mr. Iglehart stated that he had a verbal
quotation from Mr. Whitehead of the Marine Way Corporation offering the town a
discount of 3¢ per gallon on all gasoline purchased by the town. The Town Clerk
reported that the Standard Oil bulk plant manager had offered to install a 500
gallon tank and electric pump free of charge. They would supply gasoline at a
price of 29$ per gallon. They would= require a 3 year lease agreement. After a
discussion it was decided to obtain two more bids from bulk plant dealers in the
area to furnish tank, pump and price of gasoline.
A request from Mr. Phil Moreno, County Sanitation Company, was discussed. His
request was that during the summer months garbage be collected twice a week instead
of three times a week as is done the rest of the year. The Town Clerk reported
that this had been tried and there were a number of complaints. The commission
agreed that the pick up for garbage during the summer should remain at three times
a week.
There was a discussion of the trash collection operation with the general consensus
that the revenue does not cover the expenses and that perhaps rates for trash
collection should be increased. The commission felt that the operation itself is
inefficient. It was agreed that Mr. Moreno be approached to find out what he would
charge for all cutting and garden trash being hauled to the dump and what type of
regular service he could offer.
Mayor Koch announced that Town Clerk Bill Gwynn had submitted his resignation to
be effective as soon as a qualified replacement could be found. He reported that
Mr. Gwynn had agreed to stay until the budget and tax rolls are prepared and that
he would like to leave by the end of August. The commission agreed that each would
be available to interview any applicants for the job.
Mr. Dickenson was given the floor to give a progress report on the polo field. He
stated that a corporation has been chartered and the corporation had leased 33 acres
from Mr. Pope. He said they are now in the process of getting bids on building a
Par-3 golf course. He requested permission to start digging tjte ponds right after
the hurricane season and expected to have the golf course completed by the middle of
May. Mr. Lilienthal said that he could see no objection to digging the ponds be-
fore any rezoning has been approved,
There being no further business to come before the commission, the meeting was
adjourned.
