Chairperson Sumrall called the meeting to order at 6:35 p.m.
1. Roll Call
2. Approval of May 27,2009 meeting minutes.
Comm. Sumrall asked to have his offer to recuse himself from the Givens hearing based
on his role as a ZBA member added to the minutes.
Comm. Soles moved, and Comm. Naill seconded the motion to approve the minutes as
amended. Motion carried: 7-0.

4. Public HearinQs/Action Items
a. Development Permit - Farmers' Market at the Winter Park Market adjacent
to the "General Store" at the Village at Grand Park.
Comm. Cook moved and Comm. Shapiro seconded the motion to open the Public
Hearing on the Development Permit - Farmers' Market at the Winter Park Market
adjacent to the "General Store" at the Village at Grand Park. Motion Carried: 7-0.
TP Trotter gave proof of publication.
The section of the Fraser Town Code which regulates development permits is
Chapter 16, Article 4, B-Business District. The Farmers' Market is a temporary use
and as such would be considered a minor proposal.
The Winter Park Market is moving into the general store. Stephanie Tuttle and Tracey
Chambers, owners of the Winter Park Market, outlined their proposal for a farmer's
market. They are hoping to have a final certificate of occupancy and grand opening
celebration at the end of June/beginning of July.
Comm. Shapiro moved and Comm. Cook seconded the motion to close the Public
Hearing on the Development Permit - Farmers' Market at the Winter Park Market
adjacent to the "General Store" at the Village at Grand Park. Motion Carried: 6-0.
Comm. Cook moved, and Comm. Brent seconded the motion to approve the
Development Permit - Farmers' Market at the Winter Park Market adjacent to the

"General Store" at the Village at Grand Park with the condition thai all signage conform
to the Fraser Sign Code or an approved First Amendment to the Grand Park Sign Plan.
All vendors shall comply with all applicable local and stale regulations. Motion carried:
7-0.
b. First Amendment to Grand Park Master Sign Plan
At the May 27th PC meeting, the following motion was made:
Comm. Soles moved, and Comm. Shapiro seconded the motion that Staff will provide to
the applicant a revised staff report clarifying all outstanding issues. Applicant is required
to resubmit a revision to the First Amendmenl to the Grand Park Master Sign Plan
addressing issues outlined in the revised staff report. Applicant shall be scheduled for a
future Planning Commission meeting after slaff has reviewed this re-submittal. Motion
carried: 6-0.
Clark Lipscomb addressed the Commission on where he is at with the resubmitting the
Grand Park Sign Plan. Signage at the General Store was discussed. Clark mentioned a
rooftop sign was being developed for Ihe building. The Commission cautioned against
going forward with the development of the sign as the current sign plan does not allow
for rooftop signs. Clark will submit a rendering on the General Store with proposed
signage.
5. Comprehensive Plan Workshop
The PC reviewed what was discussed at Ihe January meeling. TP will redline the firsl
19 pages of the comp plan and get the edits 10 Ihe PC. PC will review pages 20-44 for
the next PC meeting on July 29th,

Comm. Naill has a few trees left over from Spruce it up if the Commissioners would like
some.
Comm. Cook credited Comm. Niall for his efforts in replanting trees in the Town's open
space.
Comm. Shapiro moved, and Comm. Smith seconded the motion to adjourn. Motion
carried: 7- O. Meeting adjourned at 8:15 p.m.
