Vice Mayor Stanley called the meeting to order at 5:01 P.M.

IV. Consideration of Adopted Tentative Millage Rate and Adopted
Tentative Budget for Fiscal Year 2017-2018.
A. Explanation and discussion of Tentative Millage Rate as
compared to the rolled back rate.
Town Manager Dunham explained that the Tentative Budget being
presented is the same as the Proposed Budget with the millage rate at
4.36 mills which is below the 2018 rolled back rate of 4.3732. He said
that this will provide proceeds in the amount of $4,590,871.
The Town Manager pointed out that the legal budget continues to be at
$400,000 and the total capital budget in the General Fund is $923,871
with the capital budget in the water fund being $211,000.
Mr. Dunham advised that the paving that was planned for in this fiscal
year along with some drainage improvements on Polo Drive will be
starting very soon and will be in the 2017-2018 fiscal year. He said
that will be no problem as the funding for this will be provided from
the current budget.
B. Comment from the Commission and the public.
Commissioner White questioned the $211,000 Capital Outlay in
the water fund and was advised that is the cost estimate to cover
installation of smart meters if the Town should decide to move forward
with the project.
In answer to a question from Commissioner Orthwein, Mr. Dunham said the
storm drainage improvement will be a catch basin near the intersection
of Palm Way and Polo Drive which will connect with an existing drain
Othat is approximately 110 ft. north. He added that this will help
intercept the water flowing toward Old School Road which is the lowest
area.
V. Adoption of the General Fund FINAL MILLAGE RATE for Fiscal
Town Commission Public

26, 2017 at 5:01 P.M.
OYear 2017-2018.
Commissioner Orthwein moved to adopt the General Fund Millage
Rate of 4.36 mills for Fiscal Year 2017-2018. Commissioner White
seconded the motion and all voted AYE at the roll call.
VI. Adoption of the FINAL BUDGETS for Fiscal Year 2017-2018.
A. General Fund
Commissioner Orthwein moved to adopt the Final Budget for the
General Fund in the amount of $5,569,271 for Fiscal Year 2017-2018,
Commissioner White seconded the motion and all voted AYE.
B. Enterprise Fund (Water)
Commissioner Orthwein then moved to adopt the Final Budget
for the Enterprise Fund in the amount of $1,175,000 for Fiscal Year
2017-2018 and Commissioner White seconded the motion, all voted AYE.
VII. Resolutions.
A. No. 017-09; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE FINAL
LEVYING OF AD VALOREM TAXES FOR THE TOWN OF GULF STREAM
GENERAL FUND FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 2017 AND
ENDING ON SEPTEMBER 30, 2018; PROVIDING FOR AN EFFECTIVE DATE.
Town Clerk Taylor read Resolution No. 017-09 in its entirety.
Commissioner Orthwein moved to adopt Resolution No. 017-09 and the
motion was seconded by Commissioner White with all voting AYE.
OB. No. 017-010; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE
GENERAL FUND FINAL BUDGET FOR THE TOWN OF GULF STREAM FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2017 AND ENDING ON
SEPTEMBER 30, 2018; PROVIDING FOR AN EFFECTIVE DATE.
Resolution No. 017-010 was read by Town Clerk Taylor in its
entirety after which Commissioner Orthwein moved its adoption.
Commissioner White seconded the motion and all voted AYE at roll call.
C. No. 017-011; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER
FUND FINAL BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL
YEAR COMMENCING ON OCTOBER 1, 2017 AND ENDING ON SEPTEMBER 30,
2018; PROVIDING FOR AN EFFECTIVE DATE.
The Town Clerk read Resolution No. 017-011 in its entirety.
Commissioner Orthwein moved for the adoption of Resolution No. 017-011
and Commissioner White seconded the motion with all voting AYE.
OVIII. Adjournment.
Vice Mayor Stanley adjourned the Public Hearing at 5:20 P.M.
