HomeMy Public PortalAbout98:14Councilman Presents the following Ordinance Seconded by Councilman ORDINANCE OF THE BOROUGH OF CARTERET CREATING A HUMAN RELATIONS COMMISSION BE IT ORDAINED by the Borough Council of the Borough of Carteret, County of Middlesex, State of New Jersey, there shall be created a new Article, numbered 10 of the Code of the Borough of Carteret that shall read as follows: 1) 10 - 1 Establishing of Human Relation Commission There shall be a Human Relations Commission consisting of seven (7) commissioners, to be appointed by the Borough Council. Each commissioner shall serve without compensation. Each commissioner shall serve for a period of three years. Three of the initial appointees shall serve for a term of 3 years, two (2) of the initial appointees shall serve for a term of 2 years and two (2) of the initial appointees shall serve for a term of 1 year. The initial term for the commissioners shall be decided by the drawings of lots by the Borough Clerk. 2) 10 - 2 Duties and Functions of Human Relations Commission The Council shall attempt to foster through community efforts or otherwise, good will, cooperation and conciliation among the group and elements of the inhabitants of the community. The Council is hereby empowered to make recommendations to the Borough Council for the development of policies and procedures in general and for the programs of formal and informal education that will aid in eliminating all types of discrimination based on race, creed, color national origin, ancestry, age, marital status or sex. The Council shall offer aid to the Borough Administration in implementing the New Jersey Law Against Discrimination N.J.S.A. 10:5-1 et seg. 3) 10- 3 Meeting By-Laws The commission will meet at least once per month during the months of January through June and September through November, and at such other times as the members of the committee shall determine. The commission shall establish its own by -laws. BE IT FURTHER ORDAINED that all ordinances or pans of ordinances inconsistent with or in conflict with this ordinance are hereby repealed to the extent of such inconsistency. BE IT FURTHER ORDAINED that any section, paragraph, clause or provision of this ordinance shall be adjusted invalid, such adjudication shall apply only to the section, paragraph, clause or provision so adjudged and the remainder of the ordinance shall be deemed invalid and effective. NO. 98-14 PAGE 2 BE 1T FURTHER ORDAINED that this ordinance shall take effect twenty (20) days after publication therefor after final adoption, unless the Council shall adopt a resolution at final adoption declaring an emergency and at least two-thirds of all the members of the Council shall vote in favor of such resolution pursuant to N.J.S.A. 40:69A-181, and upon this ordinance taking effect shall not be retroactive.
