A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE MAYOR TO EXECUTE A 3-YEAR AGREEMENT WITH ALL
CITY MANAGEMENT SERVICES TO PROVIDE CROSSING GUARD SERVICES TO
THE CITY OF LYNWOOD
WHEREAS, On June 1, 2011, the City Council adopted the FY 2011-12 budget
which included the contracting out of the Crossing Guard program; and
WHEREAS, on June 23, 2011, staff issued and advertised a Request for
Proposals (RFP) for Crossing Guard Services, as well as solicited interested vendors;
and
WHEREAS, included in the RFP is a provision under scope of services that the
vendor should offer employment to the City's former crossing guards if they meet the
vendor's hiring requirements; and
WHEREAS, the 2011-12 school year begins on August 30, 2011, in which
selected vendor should fully staff and perform and provide full services at the City's 13
crossing guard locations by the school start date; and
WHEREAS, the deadline to respond to the RFP was July 21, 2011, in which the
City received two proposals, one from All City Management Services (ACMS) and the
other from American Guard Services (AGS) in which both were allowed to competitively
bid for consideration of their services; and
WHEREAS, after careful review and consideration of both proposals, staff has
determined that All City Management Services (ACMS) is the service provider best
qualified to perform and provide crossing guard services and meet the level of service
expectations for the City of Lynwood.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council authorizes the Mayor to execute a 3-Year
Agreement with ACMS in a form approved by the City Attorney to perform and provide
crossing guard services to the City of Lynwood at the following yearly pay schedule:
a. Year One: $150,271
b. Year Two: $156,857
c. Year Three: $156,857
Section 2. The term of the Agreement for crossing guard services will be for
three years, and will commence on August 16, 2011 and expire on August 16, 2014.
Section 3. This Resolution shall become effective immediately upon its
adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
PASSED, APPROVED and ADOPTED this 16 day of August 2011.
