A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING
AND ESTABLISHING THE LEGISLATIVE PRIORITIES TO GUIDE THE CITY'S
INTERGOVERNMENTAL RELATIONS PROGRAM AND SERVE AS THE CITY'S
LEGISLATIVE PLATFORM
WHEREAS, it is extremely vital to the City to maintain and provide essential
core services to Lynwood residents and patrons such as, but not limited to: law
enforcement services, fire protection services, road and street maintenance, recreation
and parks, community programming; and
WHEREAS, over the years, the State has diverted millions and millions of
critical local revenues, including local property tax revenues, gas tax revenues,
transportation funds, and property tax increment revenues and furthermore, the Federal
government has reduced block grants allocated to the City; and
WHEREAS, diversion of local tax dollars and federal grants are severely
detrimental to the City's ability to deliver such vital and basic services to Lynwood
residents and the community; and
WHEREAS, advocacy of the City's interests at the regional, State and Federal
levels is much needed to stop such adverse legislation and stop elected officials'
actions that would otherwise harm the City's ability to deliver such vital services; and
WHEREAS, the City has limited advocacy resources and must utilize all
resources available; and
WHEREAS, establishing the Legislative Priorities is a vehicle to streamline
advocacy resources and serves as the City's legislative platform and guide to the City's
Intergovernmental Relations program every year; and
WHEREAS, Legislative Priorities are policy statements that provide general
direction to the City Council, staff members and contracted advocacy firms to advance
the City of Lynwood's c�re values, principles and interests in legislative affairs at the
State and Federal levels.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVES AS FOLLOWS:
Section 1. The City Council authorizes the adoption and establishment of the
City's Legislative Priorities, attached hereto as Exhibit "A", as part of this resolution.
Section 2. By adopting Legislative Priorities, the City Council will authorize the
Mayor, Mayor Pro Tem, and the City Manager, or his Designee, in his/her governmental
discretion, to respond and take action against any legislation that may adversely impact
the City or support any legislation that is favorable to the City, which includes the
Lynwood Redevelopment Agency.
Section 3. From time to time, the City Manager will be directed to bring back
the Legislative Priorities if amendments are necessary. Otherwise, these Legislative
Priorities will serve as the City's legislative platform until amended.
Section 4. This Resolution shall be effective immediately upon its adoption.
Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.

The City's Legisla#ive Priorities are policy statements that provide general direction to
members of the City Cauncil, staff members and advocacy firms to advance the City of
Lynwood's core values, principles and interests in legisfative affairs at the State and
Federal levels.

• Supports all efforts to preserve local autonomy and local cantro� of
resources.
• Support al! efforts to protect City revenues from diversion by the State.
• Oppose efforts that violate Proposition 22.
• Support measures that maintain the City's aufonomy in financing of
public services, a!lowing for greater flexibility in revenue generating
ability from a varrety of different fees and taxes.
• Oppose efforts fhat diminish fhe City's ability or authority fo make
contracting decrsrons or declare bankruptcy.
• Oppose any legislation at the State and Federal levels ihaf would
threaten local taxation aufhority.
• Oppose a!! efforts that wi!! allow the State or any other public agency to
defer, withhold or delay City revenues that are administered by the State.

requirements.

increase local gavernments' responsibilities in mitigating TMDL impacts.
