The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting, March 22, 2012, was
held on Thursday, March 1, 2012, 6:00 P.M., Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
" Jorge Diaz
Dennis DiMascio
" Randy Krum
" Joseph W. Sitarz
Noted Absent was Councilmember Susan Naples and Attorney
Robert Bergen.
Also noted present was Municipal Clerk, Kathleen M. Barney and
Attorney Michael Sica in the absence of Attorney Bergen.
The Clerk stated that on January 9, 2012, the 2012 Annual Notice
was mailed to The Home News Tribune, the Star Ledger and
posted on the Bulletin Board. The notice was published in The
Home News Tribune on January 9,2012 and The Star Ledger on
January 10, 2012

The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
SWEARING —IN: Police Officers Antonio Dominguez and Matthew
Muniz.
Antonio Dardrguez Mayor Reiman called Office Antonio Dominguez to come forward.
He then swore him in as a Police Officer Bi Sp /Eng in the Borough
of Carteret.

Recess recess for anyone who did not want to stay for the remainder of
the meeting.

Upon MMS &C by Councilmembers Sitarz and Krum and Public Portion
unanimous affirmative vote of the five (5) Councilmembers clod
present, the public portion was closed.

Mayor Reiman read the following resolutions into the record:
1. Directing the Issuance of Various Raffle Licenses.
2. Authorizing the Issuance of a Taxicab Driver's License to
Jahanzaib Janjua and Som Nath Verma - Safeway Taxi &
Limo, Inc.
3. Authorizing Application and Representative for the NJ
Environmental Infrastructure Trust for the Carteret Marina
Dredging.
4. Approving Final Payment Estimate #6 & Close Out Change
Order for Sullivan Field Improvements,
5. Awarding Contract for 2012 Mowing, Trimming, On Call
Property Maintenance, Weed Control Program,
6. Professional Services -New Jersey Realty Advisory Group,
LLC.

Raffle Licenses" was omitted from the Consent Agenda.
PAY4NPOF Upon MMS &C by Councilmembers Diaz and Sitarz, all bills
B11 appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon individual roll call vote, Councilmembers
Bellino, Diaz, DiMascio, Krum and Sitarz voted in the Affirmative.
Councilmember Naples was noted Absent.

Upon MMS &C by Councilmembers Sitarz and Krum and
unanimous affirmative vote of the five (5) Councilmembers
present all Reports were ordered to be received and placed on
file.
BUSINESS TO BE ADDED:
Councilmember Bellino spoke and said he wanted to talk to
Councilmember Krum about seeing if we can get the Chief to go
to Conrail about the Noise Abatement. He said people are
complaining about them leaning on the horns in the middle of the
night.
Mayor Reiman said they would follow up with Chief O'Connor.
Councilmember Sitarz spoke. He said they had previously
discussed putting a tariff or a tax on the cars in West Carteret in
the junk yards.
Mayor Reiman said we can neither tariff or tax but we are looking
at a permit fee which has to do with the storage of those vehicles
and explained we have engaged Brad Campbell, who is the former
DEP Commissioner and EPA Administrator and he has filed a
claim, an action on one of those facilities out there for natural
resource damages to the environment for potential damages from
gasoline and oil and other petro - chemical products that may or
may not be leaking from the vehicles, as well as storm water
management issues and other items. He said we have engaged
litigation on that.

Ctxmilrarbax Sitarz Councilmember Sitarz said we have a lot of handicapped parking
spaces in spots where the people have moved. He asked if
Captain McFadden could check on that.
%yor. R&m Mayor Reiman said we looked at that once before and said if we
don't have a complete inventory of the handicapped spots that
would be something for a new officer to do.
Proclaration Mayor Reiman said we have Carteret Disabilities Awareness Day,
i s Day" Disabilities March 18, 2012.
He read the proclamation for this into the record:
"WHEREAS, the Carteret Office of the Disabled will hold its
twenty -eight annual "Carteret Disabilities Awareness Day" on
March 18, 2012 from 12:00 Noon to 4:00 P.M.; and
WHEREAS, Carteret Disabilities Awareness Day is held as an
information and social gathering to be enjoyed by all who choose
to attend; and
WHEREAS, this event is only made possible through the combined
efforts of many volunteers from non - profit organizations and
Borough Departments and businesses within our community; and
WHEREAS, the Office for the Disabled continues to expand
opportunities for Disabled Persons to achieve their goals,
developing and using their capabilities.

NOW, THEREFORE, I DANIEL J. REIMAN, MAYOR OF THE
BOROUGH OF CARTERET do hereby proclaim:

CARTERET DISABILITIES AWARENESS DAY
"CARING AND SHARING"
FURTHERMORE, I urge the entire community to participate in said
program making it a great success.
Mayor Reiman then said he had two (2) vacancies on various
boards. He explained that Harry Heim is no longer on the Zoning
Board so he is moving Ron Pusillo from Alternate I to full
membership on the Zoning Board. He explained that this is his
appointment with Council consent.
Upon MMS &C by Councilmembers Bellino and Diaz and
unanimous affirmative vote of the five (5) Councilmembers
present Ron Pusillo's appointment to full membership on the
Zoning Board was approved.
Mayor Reiman said the second appointment from his office is for
a vacancy of Alternate 1 to the Zoning Board and he appointed
Frank Bellino.
After no further discussion, upon MMS &C by Councilmembers
Sitarz and Krum and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:12 P.M.
