Reiman. The Clerk stated that the 2012 Annual Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published in The Home News Tribune on January 9, 2012 and in The Star Ledger on January 10, 2012. A resident named Lisa spoke about the noise on Roosevelt Ave. Lisa -Resident Mayor Reiman said they have removed the truck traffic on Roosevelt Avenue to create a light traffic street. Lisa told Mayor Reiman it was still happening. Mayor Reiman said on occasion it still does and explained the Police Department is enforcing it periodically and part of the noise is because of the large volume of traffic on Roosevelt Avenue which is the most heavily traveled roadway in Carteret. He suggested that maybe reducing the speed could help with that and asked the Municipal Clerk to Email Mr. DuPont and Captain McFadden to look into that. 3 Lisa Resit Coat: Lisa said there are crosswalks on Edwin Street but the cars don't , stop. Mayor Reiman said they will have signs put up and put police patrol there. Kevin Urfa Kevin Urban then spoke. He said he had concerns about the soil safe project. Mayor Reiman said we are three (3) years into the project. Kevin Urban said it is going to be twenty (20) feet tall on twenty (20) acres and there is not going to be a bulk head or a berm around the area and with sixty -five (65) trucks a day the stuff will be elevating so high so quickly and asked if they would be expanding on that. Mayor Reiman said the total site is one hundred and twenty -five (125) acres and anticipate the finished product to be anywhere from twenty -five (25) to thirty -five (35) acres to be a usual pad and explained whatever is put on site and the elevations have to be approved by the New Jersey Department of Environmental Protection. He said from the 1930's to the 1970's Cytec Industries dumped over two (2) million tons of sludge on site and the berms that are there keeping the sludge from going into the Rahway River are failing so if we have a bad storm, high tides or a full moon we can have a catastrophe environmental disaster. He said part of the issue is to bring in ID27 and said no hazardous material will be brought in and said there is a difference of hazardous and low level contamination and there are some low level issues which all have to be amended and mixed on site and they are going to create a Portland cement cap. Kevin Urban said while mixing this with cement there will be dust and this can cause burning eyes and nose bleeds. M Mayor Reiman said ID27 will be the only thing allowed to Pe Kevin UrtEn Cont: brought in and that is assuming they get their permit. He said the end result could be as many as twenty -five (25) to thirty -five (35) acres of property that could be used for future industrial or commercial re- development and the remaining one hundred and twenty -five (125) acres for open space wetlands mitigation, berms a river walk, etc. Kevin Urban questioned the seventy -five (75) jobs that would be created and asked if they would be Carteret residents. Mayor Reiman said a request was put in and there is requirements to eligibility and qualifications and hopefully there are people in town that can fill them. Kevin Urban said there are to be no vehicles on the town roads and asked the Mayor how that would be controlled. Mayor Reiman said he would have to see if it is a site plan issue and said it is not enforceable from a traffic point and explained none of our local roadways can exceed two (2) or three (3) tons so they will have to come in off the Turnpike, perhaps onto the Industrial Highway not on local streets. Kevin Hernandez spoke. He said he moved her five (5) years ago emu He'TYancle' from the Bronx. He said when he first moved in there was drug activity across the street but it was cleaned up and from that point on things have been good and said he moved to Carteret for quality of life. He did say he had concerns about the Library, that it is not quiet enough and needs more control and was also concerned about the dirt bikes at Prologis. Mayor Reiman said he received his email about that and followed up with letters to the mayor and police of their township. He said they are to be removing the berms, fencing the area and 5 KaAn Harnardez Cont. increasing patrols and said Prologis is also to be coming back to finish their project. , Kevin Hernandez went on to complain about his neighbor who rides a dirt bike on his front yard and said he did report it and said in Essex Park the neighbors are walking their dogs and not cleaning it up and said there are no signs. Mayor Reiman said he had received his email on this and he spoke to the Park's Department and the Board of Health and directed them to put up permanent metal signs and explained that signs are not needed for it to be enforced by the police, that it is a state law. He said boxes that hold clean up bags have also been ordered forth e park. Kevin Hernandez mentioned the tennis courts by the Middle Schoo, if anything had been negotiated with the YMCA. He said he had many friends that would like to play. Mayor Reiman said the YMCA had operated several programs in Carteret and spoke of a few and said this year they have a meeting coming up to talk with them to come in and do a full entourage of programs. He said they are also close to an agreement on a long term lease to rent out a gymnasium in a parochial school that hasn't been used since the 1970's. It can be used for adult and child basketball and volleyball programs. Kevin Hernandez asked if there were any meetings for residepts to get together to discuss their ideas. Mayor Reiman explained to him we have an "Open Door Policy' so if you want to bring friends and family to chat we are more than happy to do that and told him in the past they have tried Town Hall Meetings and very few people showed up. lu'e.d. AU Kevin Hernandez said he is working on a teen employment program and explained he is,working on way to improve the community. Resolution #12 -57 Mayor Reiman explained in reference to Resolution #12 -57, this is the project in Civic Center Park, which you would have thought We closed three (3) or four (4) years ago, as he looked over to the north, but, the DEP in now requiring additional post excavation activities and reporting so we can get our money from Green Acres. Resolution #12-45 Mayor Reiman explained in reference to Resolution #12 -45 we are working with the construction trades in an effort to eliminate, for some sub - contractors and possible general contractors, the need for them to have a profit margin in contractors by basically hiring directly out of the union hall. He said we have some small curb, sidewalk, masonry work, etc., we would hire directly for that the one (1) or two (2) or three (�) week period and we would pay that employee directly and we would pay the union the benefits that person would receive. We would save an 8% to 20% cost on those projects and would be on an as needed basis. This would allow for repairs to be done with concrete or curb work or repair of the streetscape without going out for bid or hire a contractor. Councilmember Krum questioned if they would be held accountable for their work. 0 �*I Mayor Reiman said they still have the design team which is T &M Resolution #12-45 Gont: and CME for designing and inspecting and the company who has their forman and their bond and we would make either them or John DuPont's Office serve as the construction manager. He said we are starting small and will see how it goes if it works and we don't run into any issues. He said it is just a transfer of a pocket I icense from one entity to another of which the owner of the license owns both the property and the license so we cannot legally stop that but this does not give them permission to open up anything. Before opening anything they would have to re- activate it with us and go before the Planning Board to say what type of establishment it will be. Councilmember Naples was noted Absent. REPORTS: Inspections of Buildings- February 2012. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, all Reports were ordered to be received and placed on file. 01+Prm COMMITTEES- BUILDINGS & GROUNDS — In the absence of Committee Chairperson Naples, Mayor Reiman reported Progress in this department. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported the Tax Collection Department has been busy working with seniors with their applications for the states Property Tax Reimbursement Program, which allows seniors to get a 12 reimbursement on their taxes. The Tax Office processes the application and certifies the taxes that have been paid and sends it to the state. He reported that the revaluation program, has for the most part, been completed and the company that did the revaluation has completed any meetings with residents who had questions about their new assessed value. He said that the Mayor did a wonderful job getting information to the residents who had a negative impact on their reassessment, detailing the steps they would have to go through to file a tax appeal with the county. He said the majority of our residents did see a tax decrease with the revaluation so there is progress there as well. Progress. FIORE & DOMESTIC PREPAREDNESS — Committee Chairperson Krum reported two (2) firefighters had completed flammable liquid firefighting training at Texas A &M University and said the Fire Department participated in Disability Awareness Day . He said three (3) men completed a fire investigation seminar and one (1) EMT attended a seminar and two (2) volunteers from our offices also completed a three (3) day command class at the academy. Progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported that baseball and soccer is in full swing and there is still scheduling issues based on availability that we are hoping will go away when the West Carteret Park opens up. He said there is four - hundred (400) kids in soccer alone. Mayor Reiman said the Councilman had suggested that we reach out to the County with regard to scheduling. He said we are scheduling the opening for the new twelve million dollar improvements that the county put into West Carteret /Joe Medwick Park, but as the Councilman suggested we have scheduled a meeting with the Director of Parks and we are going to have a general permit issued from the County Parks Department to the Borough so we will have complete use and access to all of the County Fields in West Carteret and then our 13 ua04 AVA Q�TfIPI Parks and Recreation Office through Engineering will schedule the use for local organizations here so the preference for local organizations will tie up all of the county fields for Carteret use. POLICE — Committee Chairperson Sitarz reported three (3) cars were sent out for radios and cameras and three (3) are going out for lettering. He said Lieutenant Stroka and Jack Fazekas went over to look at a CAD System in Metuchen which they liked. Mayor Reiman said late today the Attorney General's Office did approve the use of $27,000.00 (inaudible) money for this system so we have to make sure we select the right one. Committee Chairperson Stiarz said he has a police radio at home and in reference to what Mr. Hernandez had spoken about earlier in the meeting, on Saturday kids were out behind Prologis with the go- carts. He said Carteret went there first and then the kids went into Woodbridge who came in and took care of the situation. Progress. PUBLIC WORKS: Committee Chairperson DiMascio reported the weather is getting nice and they will be out fixing the pot holes. He then reported that some people are not tying up the newspapers for recycling and they are blowing all over. Mayor Reiman said to make sure they are red stickered if they are not tied. He said we are still fighting the Water Company in regard to Matthew and Hermann Streets where they chopped up part of the roadway. We have held back their payments since December and he is not going to pay it until the road is fixed. Committee Chairperson DiMascio said there is one on Hickory and Hagaman Streets. Mayor Reiman said the asphalt plant should be opening in April and said last year we had the hot box and once it opens we can 14 lug t.1. ill use real black top because the other material from the bag does 01+E ffi Cant; not hold up. Committee Chairperson DiMascio said Mr. DuPont will keep in contact with them and once the weather gets warm they will come up and take care of it. Progress. BOARD OF EDUCATION: In the absence of Committee Chairperson Naples the Mayor reported Progress. Mayor Reiman showed a photo of the one hundred and twenty %yor Reinmi five (125) acre site of the sludge dumps from the 1930's to the 1970's, that Cytec did to Carteret in the northeast section. This is the section we are trying to clean up and Mr. Urban had spoken about earlier in the meeting.
