Revision to previously approved plans submitted by Matt Wolf, Edgewater Building Group, as agent for Kristina and Ardie Ermers, owners of property located at 800 Canary Walk, Gulf Stream, Florida 33483, legally described as Lot 24 and the westerly 100 feet of Lot 30, Place Au Soleil Subdivision. a. Landscaping Mr. Wolf explained that they had made changes to the landscape plan that was originally approved and are now asking for approval of what is there. He explained the changes and added that the ARPB is fine with the changes in the back and side yards but wanted the plantings in the front to follow the plan that was originally approved. He said that the water meter and septic tank and drain field are located in the front on the north side of the driveway which restricts the planting in this area. After a brief discussion it was determined that the applicant is withdrawing this submission and will be returning through the ARPB after meeting with staff, with a different design and presentation. 3. Mr. Bodker pointed out there will be a new wall along the front of the property with a white opaque gate across the driveway that will be constructed with white blocks of concrete separated with artificial turf. He described the individual plants that will be in front of the wall and along the driveway. He further gave detail on the planting along the sides in the f ont and back of the property. a. Util Unde • ounding-Danny Brannon (Engineer) r,DLI am r rted that to date there have been 11 homes on Polo, 9 on Gulf St ad, 3 on Golf View Dr. connected to the underground service ng with the street lights in those areas. Commissioner Lyons s id the workers were very professional and courteous when they connected his home and Mr. Dunham said he has been pleased with the contractor, Wilco. He said when all street lights are powered up there will be adjustments to the intensity of each. B. Town Manager 1. Town Hall Addition Progress Report The Town Manager said they are expected to pour concrete in the foundation on Monday. 2. Discussion Re: Time Limits on Construction Sites. Mr. Dunham reported that due to complaints about the length of time that it takes for construction projects, he and Mr. 4 Town Commission Regular Meeting & Public Hearing February 9, 2019 @ 9:00 A.M. Nazzaro have been researching this problem with regard to other towns. He pointed out that at this time a building permit stays valid as long as there is at least 1 building inspection every 180 days as per the Florida Building Code. Mr. Nazzaro said that Palm Beach has a code with a sliding scale based on the number of square feet between 4,000 and 40,000 in the buildings and between 16 months and 3 years. He said this was established through historical data which could be done for Gulf m. He added that in their Code there is a window prior to expir n the time limit during which the owner can ask for an exte exp ining why the time limit is not being met along with a dail he e for completion and a daily fine of 10 cents per sq. ft. if ey cee he extension that has been granted. Police C 1. Active y for as 2018 Chief Allen asked that the report be accepted as presented, adding that one of the officers saw a young man go over a fence in Place Au Soleil, take a bicycle and pass it back over the fence to another young man on the other side of the fence. They both were apprehended but the owner of the bicycle refused to file charges for the theft. C Proclamation Town of Gulf Stream, Florida WHEREAS, water is a basic and essential need of every living creature; and WHEREAS, The State of Florida, Water Management Districts and (your name) are working together to increase awareness about the importance of water conservation; and WHEREAS, the Florida Section of the American Water Works Association, has designated April, typically a dry month when water demands are most acute, Florida's Water Conservation Month, to educate citizens about how they can help save Florida's precious water resources; and WHEREAS, the Town of Gulf Stream has always encouraged and supported water conservation, through various educational programs and special events; and WHEREAS, every business, industry, school and citizen can make a difference when it comes to conserving water; and WHEREAS, every business, industry, school and citizen can help by saving water and thus promote a healthy economy and community; and NOW, THEREFORE, be it resolved that by virtue of the authority vested in me as Mayor, the Town of Gulf Stream hereby supports the Florida Section of the American Water Works Association in proclaiming April 2018 as Water Conservation Month in the State of Florida. Morgan Mayor Proclamation Town of Gulf Stream Gulf Stream, Florida WHEREAS, safe, clean and sustainable water resources are essential to Florida's environment, economy, citizens, and visitors; and WHEREAS, although Florida's water supplies are finite, the state's population and need for water resources continue to increase; and WHEREAS, water reuse provides a means for conserving and augmenting Florida's precious water resources and is key to the state's sustainable water future; and WHEREAS, Florida has established the encouragement and promotion of water reuse as state objectives in Chapters 373 and 403, Florida Statutes, and WHEREAS, Florida has risen to be the national leader in water reuse -- reusing 727 million gallons of reclaimed water per day to conserve freshwater supplies and replenish our rivers, streams, lakes, and aquifers; and WHEREAS, Florida's permitted reuse capacity is almost 1.7 billion gallons per day (more than 65 percent of Florida's total permitted capacity for all domestic wastewater treatment facilities); and WHEREAS, WateReuse Florida, the state section of the WateReuse Association, has proclaimed the week of May 14-18, 2018 as Florida Water Reuse Week; and WHEREAS, (the Town of Gulf Stream has joined with WateReuse Florida, the Florida Department of Environmental Protection, and the South Florida Water Management District in encouraging and promoting water reuse and conservation; and NOW, THEREFORE, be it resolved that by virtue of the authority vested in me as Mayor, the Town of Gulf Stream hereby supports WateReuse Florida and proclaims May 14-18, 2018, as WATER REUSE WEEK in the State of Florida.
