HomeMy Public PortalAbout1998-09-08 Budget Hearing10 COUNCIL MINUTES FIRST BUDGET HEARING - SEPTEMBER 8, 1998 The First Budget Hearing of the Bal Harbour Village Council was held on Tuesday, September 8, 1998, in the Council Chambers at Bal Harbour Village Hall. The meeting was called to order at 5:08 p.m. by Mayor Spiegel. Those present were: Mayor Estelle Spiegel Assistant Mayor Andrew R. Hirsch' Councilman Peg E. Gorson Councilman Daniel Tantleff Councilman James Boggess' Also present: Alfred J. Treppeda, Village Manager Jeanette Horton, Village Clerk Steven W. Zelkowitz, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. Pledge of Allegiance: The Pledge of Allegiance was led by Councilman Tantleff. 3. Announcement: Mayor Spiegel announced that the Bal Harbour Village Rolled -Back Millage Rate is 3.29 Mills; The Proposed Millage Rate is 3.39 Mills, which is 3.04% greater than the Rolled -Back Rate. 4. Discussion of Proposed Tax Millage Rate and Discussion of Tentative Budgets: None 5. Resolution - Adoption of Tentative Millage Rate: The resolution was read, by title, by the Village Clerk, adopting a tentative millage rate for fiscal year 1998/99. A motion was offered by Assistant Mayor Hirschl and seconded by Councilman Corson to approve the resolution adopting a tentative millage rate for fiscal year 1998/99. Ordinances Second Reading/Public Hearing: Councilman Boggess arrived during the General Fund item on the agenda. First Budget Hearing 9/08/98 1 11 General Fund: The ordinance was read, by title, by the Village Clerk, adopting a budget for the General Fund for the fiscal year 1998/99. Mayor Spiegel opened the public hearing for comments. There being no comments, Mayor Spiegel closed the public hearing. A motion was offered by Councilman Tantleff and seconded by Assistant Mayor Hirschl tQ annrove the ordinance adoptg a budges for the General Fund for the fiscal ,year 1998/99. ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE GENERAL FUND FOR THE PERIOD OF OCTOBER 1, 1998, TO SEPTEMBER 30, 1999, IN THE AMOUNT OF $5,070,507; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Water Department: The ordinance was read, by title, by the Village Clerk, adopting a budget for the Water Department for the fiscal year 1998/99. Mayor Spiegel opened the public hearing. Councilman Boggess would like to see more thought given on what to do with the space where the water tank is located before spending money to tear it down and more money to put something there. He suggested using it as a space to store the garbage trucks. Assistant Mayor Hirschl stated he brought the issue of a park to the Council's attention with the water tank location as a possible location since that land is Bal Harbour Village property. There have been numerous private enterprises interested in that property for some time. There is no Bal Harbour Village Park operated and maintained by the Village where people can go. He knows through Dade County Water Management District and Stanley Whitman, Bal Harbour Shops, that the water tank structure is superfluous. The Village spends approximately $20,000 each year just to paint and maintain it. Councilman Boggess has had about four people question what the Village needs with a park. Assistant Mayor Hirschl has heard good feedback for a private park. He would like to see the money reserved in case the project occurs. Councilman Boggess has no objection to the money being set aside, but thinks it deserves more study. Assistant Mayor Hirschl agreed. Mr. William McCue, resident - 114 Park Drive, thinks the park is a good use for the property, endorses the idea and requests that it be moved on. Mr. Daniel Holder, representative of Shaker Villas Association - 24 Bal Bay Drive, stated his Association feels a playground in that area is not a good idea. There are smells from the garbage trucks that park there, there are rats occasionally, it's right next to the road so there will be fumes from cars driving by, it's an elevated road so there's a possibility of a car driving off the elevation, and there's a liability of having the water on one side. If the Village does have a park there and hasn't considered the Americans with First Budget Hearing 9/08/98 2 12 Disabilities Act (ADA) requirements, then $50,000 to $60,000 more needs to be budgeted for the play equipment there. There being no additional comments, Mayor Spiegel closed the public hearing. A motion was offered by Assistant Mayor Hirschl and seconded by Councilman Gorson to approve the ordinance adootiner a budge' for the Water Department for the fiscal year 1998/99. ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1998, TO SEPTEMBER 30, 1999, IN THE AMOUNT OF $1,345,597; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Sanitary Sewer Department: The ordinance was read, by title, by the Village Clerk, adopting a budget for the Sanitary Sewer Department for the fiscal year 1998/99. Mayor Spiegel opened the public hearing. There being no comments, Mayor Spiegel closed the public hearing. A motion was offered by Assistant Mayor Hirschl and seconded by Councilman Boggess to approve the ordinance adopting a budget for the ' i ry .S• w:partment for the fiscal year 1998/99. ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1,1998, TO SEPTEMBER 30, 1999, IN THE AMOUNT OF $1,265,952; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Department of Tourism: The ordinance was read, by title, by the Village Clerk, adopting a budget for the Department of Tourism for the fiscal year 1998/99. Mayor Spiegel opened the public hearing. Councilman Boggess thinks there is an outrageous amount of money reserved for street furniture and bus shelters. Councilman Tantleff stated the Village doesn't need something designed and that there are books with pre -made items. Mayor Spiegel suggested looking through catalogues. Councilman Tantleff stated Mr. Treppeda should contact the Florida League of Cities and they'll send a catalogue. Mr. Treppeda suggested having more First Budget Hearing 9/08/98 3 13 workshop meetings to discuss the issue. Mr. Boggess doesn't want line item 650 in the budget in the present form and wants it looked into. It was the consensus of the Council to remove line item 650 and put it into reserve. Ms. Horton stated the Council can always make a motion in mid -budget year to take funds out of surplus and allocate it. Assistant Mayor Hirsch) questioned line item 653, Beach Master Plan, and questioned what the amount represents. Mr. Treppeda stated it's an estimate to do the jogging path portion only. $375,000 is budgeted for this year and that's added to $125,000 that's being reserved from the present budget. That will also cover the permit cost. Mr. Treppeda was directed to obtain the cost for the permit. There being no additional comments, Mayor Spiegel closed the public hearing. A motion was offered by Assistant Mayor Hirsch! and seconded by Councilman Tantleff to approve the ordinance adopting a budget for the Department of Tourism for the fiscal year 1998/99. The motion failed with_the vote as follows: Mayor Spiegel nay: Assistant Mayor Hirsch! nay: Councilman Gorson nay: Councilman Tantleff nay: Councilman Boggess nay. A motion was offered by Assistant Mayor Hirsch! and seconded by Councilman Boggess toapprove the ordinance adopt g a budge for the Department of Tourism for the fiscal year 1998/99 with the removal of line item 650 from that budget,.puttingthose monies back into Fund Balance. and as the Council deems the improvements acceptable removing the monies from Fund Balance at that time. ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 1998, TO SEPTEMBER 30, 1999, IN THE AMOUNT OF $2,445,341; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. 7. Announcement: Mayor Spiegel announced the next budget hearing is scheduled for September 15, 1998, at 5:05 p.m. Security District: Assistant Mayor Hirsch) would like to discuss the Security District on behalf of the Bal Harbour Civic Association. There's an increase per single family home, per apartment and for vacant lots and questioned if there was an increase for the Club also. Mr. Treppeda responded yes and it's by the same percentage. Assistant Mayor Hirsch) stated it doesn't say that, so they weren't sure. Executive Session: Mr. Zelkowitz stated the Village Attorneys office would like to request an Executive Session on the Bal Harbour Club litigation and he's required to request that at a public meeting and is doing that now. It was the consensus of the Council to have an Executive Session at 2:00 p.m. on Tuesday, September 15, First Budget Hearing 9/08/98 4 14 1998, prior to the Regular Council Meeting. Mr. Zelkowitz will check with his office to ensure one hour is enough time for the meeting. Health Insurance: Mr. Treppeda reported the Village was notified that Florida Municipal is changing some of its benefits. Ms. Horton stated there was a $100 deductible and 20% of the first $3,000, which came out to $700 out of pocket. They are no longer offering that in their indemnity. It's now a $200 deductible, with an out of pocket of $1,200. They have also changed some of the other benefits and their price is $534 per single coverage. She has been speaking to John Alden, who is offering similar benefits to the old Florida Municipal. John Alden will only take the indemnity (PPO) with the HMO also. Mr. Treppeda reported Beacon is increasing the employee plus family, and employees would end up paying $80 a month more. John Alden's HMO is a little less. Assistant Mayor Hirsch) requested an analysis be done for the next Council meeting. 8. Adjourn: There being no further business to come before the Council, a motion was offered by Councilman Boggess and seconded by Assistant Mayor Hirsch) to adjourn.
