7. PUBLIC HEARING AND VOTE:
a) Public hearing-and vote on a Proposed Loan Order authorizing the Town
Treasurer with the approval of the Town Manager to issue refunding bonds
pursuant to G.L. c. 44, §21A in order to reduce interest costs, in an amount not to
exceed Eleven Million Dollars ($11,000,000),to refund all or any portion of the
remaining principal of and redemption premium and interest on the following
outstanding bonds of the Town:

a) Resolution preserving the property known as Whitney Hill Park for passive
recreation and education purposes,
b) First Reading on an Ordinance amending Watertown Code of Ordinances,Title
IX, General Regulations; Chapter 91,Animals; Section 91.16: Restraint of Dogs
allowing dogs on leashes to be walked in Whitney Hill Park.
c) First Readine on an Ordinance amending Watertown Code of Ordinances Title I1I,
Administration; Chapter 31,Boards, Commissions and Departments,Timing and
Process of Appointments; Section 31.50: Expiration of Terms to provide for an
expiration date for appointments to the Storm-water Advisory Board.
d) Resolution authorizing a transfer of$2,297 from the Fiscal Year 2013 Town
Council Reserve Account to the Fiscal Year 2013 Town Auditor Full Time
Salaries Account in order to adjust the Fiscal Year 2013 Budget to reflect the
previously adopted Ordinance amending the Fiscal Year 2012 Compensation of
the Town Auditor.

WHEREAS,the citizens of the City known as the Town of Watertown have long

Kenneth M.Woodland WHEREAS,legal protection is provided to parkland under the provisions of General
District D Councilor Law Chapter 45 Section 3 "Acquisition of property for parks"; and
WHEREAS, for more than a century the residents of Watertown have used the entire
forested area that is commonly known as Whitney Hill for passive recreation purposes,
despite the fact that a portion of this land is not deeded as parkland and does not have
the protection of Article 97.
NOW THEREFORE BE IT RESOLVED that the Town Council of the City known
as the Town of Watertown hereby establishes that Whitney Hill Park shall be
preserved and maintained as natural wooded parkland for passive recreation and
education purposes, and that Whitney Hill Park shall be defined as consisting of three
parcels of land owned by the Town of Watertown as shown on the attached plan and
described as follows:
1. Parcel 1: The original 6.07 acre parcel acquired by the Town in 1895 by and through
its Park Commission(parcel 327-23A-0)
2. Parcel 2: The 0.23 acre parcel formerly under the care, custody, and control of the
Board of Water Commissioners and transferred to the Park Commission in 1899
(parcel 327-23-0)
3. Parcel 3: The approximately four acre rear wooded portion of the 13.75 acre parcel of
land acquired by the Town in 1825 by and through its Overseers of the Poor and
currently held for public works purposes (portion of parcel 328-2-0 to be surveyed and
subdividcd);and
BE IT FURTHER RESOLVED that Parcel 3 as shown on the attached plan,
currently under the care, custody, and control of the Town Manager for the benefit of
the poor and for public works purposes, being deemed by the Town Manager to no
longer be needed for the benefit of the poor and for public works purposes, shall be
transferred to the Town Manager for park purposes; and
BE IT FURTHER RESOLVED that the Conservation Commission,through the
Conservation Agent, shall submit to the Town Manager, each year prior to December
31s`, a recommended plan for maintenance and educational activities for Whitney Hill
Park.

Councilor At Large WHEREAS: The Town Council seeks to increase transparency within Town government
Anthony Palomba, by making public records easily available on the Town's website, as well as making it
Councilor at Large easier for citizens to contact their elected officials; and

District A Councilor WHEREAS: The operation of Town Government requires significant amounts of data

District C councilor steps to institute the electronic delivery of documents, the current method of delivery can

District D Councilor and the ability to search for specific information, and to insure that all Councilors are
treated equitably in the delivery of materials; and
WHEREAS: Massachusetts General Law Chapter 43 Section 18 Paragraph 2 gives the
city council the authority to establish rules for its proceedings.
NOW THEREFORE BE IT RESOLVED: That the Town Council of the City known as
the Town of Watertown hereby establishes a formal policy on Electronic
Communications and Distribution of Documents within the Town Council and Town
Hall as follows:
1. All communications and presentations to the Town Council shall be by way of email,to the
"Town Councilors"group email address,which as a group shall include all Councilors' email
addresses, as well as the Council Clerk's,
2. Each Councilor shall be assigned a Town-owned laptop with software in accordance with
Resolution R-2010-31, along with an official email address, for the exclusive use of Town
Council business. This email address shall be the primary means for delivering official
documents to Councilors. Email addresses shall be on the Town's website as an official means
for the public to contact individual Councilors.
3. The Administration shall provide training and technical support to Councilors for using their
assigned laptop. The Town shall provide Internet connectivity for Councilors who do not have
an existing internet connection in their home.
4. A printer shall be provided in the Council Office for use by Councilors. Councilors who wish to
print documents at their home may submit printer expenses for reimbursement to the Town
Auditor,to be charged against Councilor's Expenses Account.
5. All documents distributed to the Town Council or posted to the website shall be,to the extent
possible, in their original electronic format,or shall be converted to searchable Portable
Document Format(PDF). Scanning documents to a non-searchable image format shall be
avoided unless electronic versions are not available from the source. The use of hyperlinks is
encouraged for referenced attachments in distributed documents.
6. The Town Manager shall email Miscellaneous Items in a searchable PDF format as noted above,
with individual items embedded as hyperlinks. The Town Manager is encouraged to email
individual items of a timely nature as they are received.
7. The Council Clerk shall post each Council agenda and all approved Council meeting minutes on
Town Council page on the Town website. All documents presented during meetings shall be
stored on the Town website with hyperlinks in the meeting minutes.
8. The Town Manager shall insure that each Board,Commission,and Committee post all agendas
and all approved meeting minutes on their respective pages on the official Town website. All
documents presented during meetings shall be stored on the Town website with hyperlinks in
the meeting minutes.
9. All regulations,policies,guidelines,forms,and other documents published or distributed by
departments for use by the public shall be posted on their respective pages on the official Town
website,
10. Electronic communications and documents shall be subject to applicable law,including but not
limited to the Public Records Law and the Open Meeting Law.

RE: Compensation of the Council Clerk
DATE: June 5, 2007
The job scope of the Council Clerk's position has never been fully defined. Lack of
specified duties causes incoming Councilors to follow existing patterns which creates
uncertain expectations.
All Councilors perform their duties independently and are not on-site at the Town
Hall on a daily basis. For this reason, it is important to evaluate the clerk's
position and justify the hours required to perform all the current tasks. Within the
next two weeks, please respond to the following:
1. In your capacity as the Council Clerk, how do you individually support/assist the
Council President and each of the eight Town Councilors on a daily basis?
2. Please break-down the approximate hours required to perform each of the basic job
requirements of your position, i.e. attending monthly Council meetings,
transcribing Council minutes, formatting proclamations/resolutions/ordinances,
posting meeting notices, preparing Council packages for delivery, etc.
3. In addition to the aforenoted basics, what additional job functions do you
perform, for the Council as a whole, in your daily routine?
4. On average, how many residents call with inquiries on a daily basis?
