Park St., McCall, ID 83638 Members Present: Dan Scott, Rick Fereday, Mike Weiss, and Matt Shaddle via telephone. Staff: Jay Scherer, Airport Manager, Other: None. Dan Scott called the meeting to order at 12:10 PM. Public Comment: Dan Scott discussed the Idaho Aeronautics Advisory Board's recent inputs to Idaho's State Capital Improvement Plan and the Idaho Airport Aid Program. Difficult decisions were made as anticipated need for grant funds is expected to outweigh supply of these funds. Of particular interest to McCall Airport was the recommendation to keep the state grant match for National Plan of Integrated Airport Systems airports at 3% for AIP entitlement fund grants and no less than 2.5% for AIP discretionary fund grants. Approval of Minutes from January 5, 2017: The January 5, 2017 meeting minutes were presented for review and approval. A motion to approve the minutes was made by Rick Fereday and seconded by Mike Weiss. The motion passed unanimously. First Quarter Financials: Mr. Scherer provided the 1st quarter financial statements to the AAC. Expenditures are on track. Revenues are as expected for this time of year. The airport inputs to the City Capital Improvement Program process were reviewed. It was recommended to add approach light systems and an additional drain repair to the list. Lease Rate Analysis Update: Mr. Scherer and Mr. Fereday briefed the lease rate discussion held at the January 26 City Council meeting. Council asked for additional information as to hangar sales, airport finances, worst case scenario for income if the lease rate was approved and a staff recommendation. Mr Scherer will assemble the data and discuss with Council at a future meeting. McCall Comprehensive Plan: Airport Manager reported back that the zoning portion of the Comprehensive Plan was to begin in December, but no meetings had been scheduled. Snow Removal Equipment: Snow equipment is on order with M-B Industries. No change to delivery date in April. AIP 021— Land Acquisition Update: The trial date was set for December 4, 2017. Staff is gathering data for attorneys. Trial date allows for same year FY18 AIP Grant reimbursement. Airport Improvement Program Ramp Repair: T-O Engineers provided two drawings providing options for taxiway object free areas. One allowed two design group III aircraft to pass each other the other would allow a design group III and a design group II to pass. Based on the traffic history and to more efficiently use the ramp the second option was preferred. Hangar Projects: The AAC was provided three potential layouts for hangars in the triangle area. Discussion was held as to requirements for snow storage and snow removal as currently the triangle is used for snow storage from the 200 and north -facing 600 hangar rows. 1Page City of McCall —Airport Advisory Committee (AAC) Meeting Minutes February 2, 2017 12:00 PM American Legion Hall, 216 E.
