Meeting Minutes
March 2, 2017 12:00 PM
American Legion Hall, 216 E. Park St., McCall, ID 83638
Members Present: Rick Fereday, Mike Weiss, Matt Shaddle, and Mark Thorien
Staff: Jay Scherer, Airport Manager,
Other: Mike DeBoer, Mike Patton
Mark Thorien called the meeting to order at 12:12 PM.
Public Comment: None.
Approval of Minutes from February 2, 2017: The February 2, 2017 meeting minutes were
presented for review and approval. A motion to approve the minutes was made by Matt Shaddle
and seconded by Mark Thorien. The motion passed unanimously.
Lease Rate Analysis Update: The airport manager will answer City Council's questions as to
how the airport can afford a lease rate reduction, how many hangars are for sale and sales history
of hangars, and the staff recommendation for the lease rate. Discussion with the city staff
continues, but the recommended rate will be between $.25 and $.30 per sq ft.
McCall Comprehensive Plan: Mr. Scherer briefed the Airport session of the comprehensive
planning session went well with good inputs from AAC members and other community members.
Snow Removal Equipment: Snow equipment is on order with M-B Industries. No change to
delivery date in April.
AIP 021— Land Acquisition Update: The trial date was set for December 4, 2017. Staff is
gathering data for attorneys. Trial date allows for same year FYI8 AIP Grant reimbursement.
Airport Improvement Program Ramp Repair: The FAA grant request is on the calendar for
the March 9, 2017 City Council meeting.
Hangar Projects: The airport manager had drafted a letter to be sent to the hangar waiting list to
assess the desire to build. Additions and corrections were made. Rick Fereday suggested and the
AAC agreed to send to all hangar owners in addition to the waiting list.
Three Month Calendar Review
The Committee reviewed the scheduled dates for AAC meetings, City Council meetings and
other dates of interest and importance to the Committee.
Motion to adjourn was made by Rick Fereday and seconded by Matt Shaddle. The Committee
adjourned at 12:32 PM

Snow Removal Plan Update: Mr. Scherer proposed the AAC consider an update to the airport
Snow and Ice Control Plan prior to next snow season. The AAC agreed. Mr. Scherer will format
the current plan into the FAA template for review at the next AAC meeting.
AIP 021— Land Acquisition Update: Mr. Scherer briefed the initial set of interrogatories was
received by the City Attorney. City staff and expert witnesses provided over 4,000 pages of
documents in response.
Airport Improvement Program Ramp Repair: Mr. Scherer briefed that grading changes
required some minor changes to the construction plan which would impact the FBO and the
phasing plan. Coordination with the FBO was conducted and the revisions would be sent to the
FAA for review.
Hangar Projects: The airport sent a letter to the hangar waiting list and current hangar owners
to assess the desire to build. Responses are due by April 30t.
