Meeting Minutes
April 13, 2017 12:00 PM

Dan Scott called the meeting to order at 12:10 PM.
Public Comment: None.
Approval of Minutes from March 2, 2017: The March 2, 2017 meeting minutes were
presented for review and approval. A motion to approve the minutes was made by Rick Fereday
and seconded by Mark Thorien. The motion passed unanimously.
Lease Rate Analysis Update: The City Council gave direction to develop the ordinance and
resolutions to lower the lease rate to $.30/sq. ft. and develop a program for airport snow removal
and airport parking.
a. Snow removal was discussed with debate as to whether the proposed rate was
adequate based on commercial snow removal fees. Additionally, the AAC wished to
see a rate based on square footage. Mr. Scherer will bring a new proposal based on
square footage to the next meeting.
b. City run parking was also discussed with areas behind the airport manager's office
and between the fuel farm and Hangar 104 proposed as possible locations. Pricing
would mirror that charged by McCall Aviation with a similar lease agreement.
Concern was expressed over the parking near Hangar 104 as it is in the scenic
corridor. The airport manager will run all parking proposals through P&Z, the AAC
and City Council prior to allowing parking.
McCall Comprehensive Plan: Mr. Scherer briefed dates and times of upcoming planning
sessions that may be of interest to the AAC and airport.
Hangar 104: The roof of Hangar 104 was damaged by the snow this winter. The tenants are
working to find space on the airport. DEW Aircraft had relocated to the building leased by
McCall Aviation. Mountain Canyon flying had made a request to operate out of a trailer. The
AAC expressed concern over the trailer. The airport manager will work with P&Z to ensure any
trailer will meet City requirements. The Historic Preservation Commission is working with the
hangar owner to allow evaluation of the hangar to determine if it could be listed as a historic
structure.
Mike Weiss had to disconnect from the meeting at this point.
Gem Air Lease: Gem Air requested to lease space from May 1 to September 30. A lease was
prepared with the same terms, and space as the last two years. Mr. Fereday suggested in future
years we include a CIP increase to remain fair to other airport tenants. Mark Thorien made a
motion to recommend approval of the Gem Air Lease to the City Council. Rick Fereday
seconded the motion which passed unanimously.
Snow Removal Equipment: Snow equipment is on order with M-B Industries. A one week slip
to delivery date may move delivery of the truck from the last week in April to the first week in
May.
