The meeting was called to order at 12:05 by the chairman, Walt Lee. Airport Manager John Anderson and committee members Dan Scott, Rick Fereday, and Eric Hagen were in attendance. Public members included Kevin Bissell (T-O Engineers), Brian O'Morrow (Brown Industries), and Mike Anderson. 2. The minutes from the August 13t and September 3rd meetings were approved unanimously. 3. Airport Manager's Report: • Tim Cochrane's application to the City Council for the open Committee position was discussed. His exceptional qualifications and intense interest in the position, including discussions with Walt, led to a unanimous recommendation to the Council that he be so accepted. His application will be put on the October 8`h Council agenda. • Airport Improvement Projects (A11) update: 1) Environmental Assessment: o The City Council report is being presented by W & H Pacific. o Cost estimates for 50' vs. 35' are being prepared. o The Committee will prepare a letter to the Council on its recommendations (a 50'-wide taxiway and the C-II-300'— taxiway relocation distance). 2) The AIP 12 grant close-out has been submitted to FAA. The printing of the approaches is expected to be complete this month (Rwy 34) and next Spring (Rwy 16). 3) AIP 16 final construction report from T-O has been received. Grant Amendment # 1 provided additional funding, which was used to provide an additional inch of coverage on the last taxiway being worked. 4) Runway Reconstruction,. Summer 2010: o The pavement geotechnical report was received from T-O. o The design implications are that they will do a 2" roto-mill, then a leveling, followed by a 3" overlay. The north end (distance extending about 500'-1,000'), with the frost heave damage, will require a full depth reconstruction. o Roto-milled material will be used for shoulders. Due to its good oil content, and with rolling it will make a solid surface which will help will snow removal operations. Edge drains (now an FAA mandate) will connect into French drains or a "daylight" run-off. 4. Minimum Standards and Rules & Regulations Review: The Committee will meet on October 15, 12:00 noon, at McCall Aviation to begin the process. 5. "Public comment" will be moved to the front portion of the agenda at future meetings, to assure adequate time being available. 6. The meeting was adjourned at 1:35, with the next regularly scheduled committee meeting set for November 5th, 12:00 noon/Legion Hall.
