THURSDAY, FEBRUARY 22, 2018 AT 8:30 A.M., IN THE WILLIAM F. KOCH, JR.
COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM,
FLORIDA.
I. Call to Order.
Chairman Kent called the meeting to order at 8:30 A.M.

III. Minutes of the Regular Meeting and Public Hearing of 1-25-18.
Vice Chairman Smith moved to approve the Minutes of January 25,
2018. The motion was seconded by Mr. Murphy with all voting AYE.
OIV. Additions, withdrawals, deferrals, arrangement of agenda items.
There were no changes in the agenda.
V. Announcements.

Chairman Kent announced that he has sold his house and will
be leaving Gulf Stream in late April 2018. Vice Chairman Smith and Mr.
Murphy both advised that they will be unable to attend the May 24, 2018
meeting.
VI. PUBLIC HEARING.
A. Declaration of Ex -Parte Communication
There was no Ex -Parte communication declared.
B. Administer Oaths
The Town Clerk administered the Oath to Mark Jacobson and
Carlos Linares.
C. Applications for Development Approval
1. An application submitted by Carlos Linares, Randall Stofft
Architects, as agent for N. Ocean Capital 3565 B LLC, owner

Oof Property located at 3565 N. Ocean Blvd., Gulf Stream,
Florida 33483, legally described as a portion of Lots 7&8,
Gulf Stream Ocean Tracts, according to the plat recorded in
Plat Book 16, Pg. 81 and portion of lots 9&10, Block B, of
Blocks A,B&Z, Palm Beach Shore Acres, according to the Plat
recorded in Plat Book 7, Pg. 15, Public Records of Palm
OBeach County and a portion of the right of way of Ocean
Blvd. (abandoned), for the following:
a. SPECIAL EXCEPTION #1 to permit an additional 197
square feet of covered, unenclosed floor area that
exceeds the maximum FAR of 7,129 square feet.
b. SPECIAL EXCEPTION #2 to permit the construction of a
467 square foot gate house in the Beachfront Design
District.
C. NORTH OCEAN BLVD. OVERLAY PERMIT to permit the
construction of a 467 square foot gate house and an 8
foot high stucco wall within the North Ocean Blvd.
Corridor.
d. LEVEL 3 ARCHITECTURAL/SITE PLAN REVIEW to permit
construction of a two-story British Colonial style
single family dwelling with attached garage and a
detached gate house, a total of 7,326 square feet,
and a swimming pool with spa.
Mr. Linares reminded that when he presented this project at the
January 2018 meeting he had been directed to revisit the discouraged
items. He called attention to the new drawings with the received
date of February 16, 2018. He pointed out that the second floor eave
height has been lowered 18" which made it possible to lower the
chimney to the required 35 ft. and the front gable on the garage has
been changed to a hip design, all of which has reduced the massing.
He then pointed out the streetscape which indicated the proposed
dwelling is not out of scale with the homes on both sides and that
he also included a line of vision from the street. Mr. Linares said
he has lowered the finished floor of the gate house 2 feet. He then
displayed a new sample roof tile that was a flat, very dark grey
color.
Chairman Kent questioned the gables on the front of the house and on
the gate house and Mr. Linares said those were architectural
features that he would like to keep but can have another look at
them. It was further pointed out that the roof height of the first
story of the two story house is in the discouraged range and Mr.
Linares said that he would also look at that. Mr. Kent also called
attention to the Save height on the gate house and believed it
could be lowered to further address the massing. Mrs. Jones felt

Othat the gable does add to the architectural appeal. Mr. Lineras
said that perhaps the roof can be lowered 12 inches.
Mr. Kent reminded that all of the discouraged items must be reviewed
with regard to consistency in 5 areas. The discouraged items are:
1) The overall heights of the gate house; 2) The height of the one
n story section of the 2 story house; 3) The eave heights on the
house; 4) The clipped gable facing the street.
The landscaping plans revealed no changes and the Board believed
them to be acceptable as presented.
Vice Chairman Smith moved to defer this application to the meeting
of March 22, 2018 at 8:30 A.M. and Mr. Dockerty seconded the motion
with all voting AYE at the roll call.
II. Continued Review of "discouraged items" in Chapter 70.
A. Review of Design Standards -Staff Attny. Nazzaro
B. Roof & Eave
1. Heights for 1 story & 2 story homes
A suggestion was made by Mr. Murphy that perhaps the
Odiscouraged range of eave and roof heights not be made available to new
construction but only available to remodeling projects. Chairman Kent
suggested that, in order to encourage single story homes, some special
benefits could be offered for single story structures. He further noted
that all discouraged items could be left in if the 5 areas of
consistency are carefully applied each time a discouraged item is used.
2. Design & Materials
With regard to materials, it was determined that the roof
tile should be given consideration since the roof is one of the most
important architectural features. The Board believed there are too many
very dark tiles being requested and that perhaps that should be
addressed in more detail, starting with permitting only a light grey for
British Colonial styles.
C. Massing
1. Windows
The Board believed that allowing the maximum of 50% of
glass on one elevation could remain in that it is currently provided
that windows as a dominant element is discouraged and that could be
applied when necessary.
2. Entry Features
There were no changes recommended.
Final recommendations will be made at a later time but all were agreed
that the 5 areas of consistency will be carefully considered which will
most likely address many of the concerns.
