HomeMy Public PortalAboutEA Amendment 1 Task Order 1AMENDMENT #1 To TASK ORDER #1 EXHIBIT "A" Scope of Work and Fee Schedule for Consulting Services to Provide ENVIRONMENTAL ASSESSMENT (EA), PERMITTING, AND DESIGN SERVICES at the MCCALL MUNICIPAL AIRPORT February 2009 As part of initial field investigations, it was deteuuined the McCa11 Municipal Airport is a potential habitat for the federally listed species of Northern Idaho Ground Squirrel (NIDGS). The Idaho Depaitiuent of Fish and Game, along with the United States Fish and Wildlife Service, have required a field survey be conducted to deteiniine the specie's presence. Survey protocols for the NIDGS have been created by the agencies, which require a qualified biologist perform the work. This listing was not anticipated and therefore was not a part of the original scope of services developed. The following services and fees are considered "extra services". WHPacific contacted the agencies to obtain a list of qualified biologists and was referred to Dr. Yensen of the College of Idaho. He has prepared a scope of work to confoini to the agencies' survey protocols, which are: • Surveys shall be conducted by individuals with knowledge of the life history and ecology of the species • Surveys shall be conducted at the time of year when the species is active and there is the greatest opportunity for positive identification. In some instances, a survey may incorporate a live -trapping component because the species may be present in very low densities over a large area. (Captured individuals should have hair clipped from the dorsal portion of the rump and saved as a voucher specimen for future verification.) • Surveys conducted before the species emergence in spring or after all aboveground activities have ceased in late summer may not be considered sufficient. The exception here would be where the individual conducting the survey has a demonstrated proficiency in burrow identification and other NIDGS sign identification. • Surveys shall be conducted by walking or otherwise closely scrutinizing potential habitat looking for diagnostic sign such as burrows, scat, tracks, feeding residue, and other sign. • Known populations range in size from 1-100 squirrels. Because of their low densities, squirrels may not be seen during a ❑ quick one-time only survey. Therefore, several visits may be necessary. • Any new sites shall be mapped and immediately reported to the IDFG NIDGS Coordinator and USFWS (SRFWO) City of McCall: McCall Municipal Airport Environmental and Engineering Services Scope of Work Amendment #1 WHPacific Page 1 of 2 " Reviewing vegetation and soil maps should be used in assisting persons to focus their surveys efforts for the species. However, this should not be a means by which to disqualify an area without substantial field verification/surveys to locate squirrels. 6. Phase 6  NIDGS Survey This phase provides documentation to satisfy agency requirements in regards to the NIDGS. 6.0 Consultant/Agency Coordination: WHPacific will supply the necessary coordination with the subconsultant and applicable agencies. 6.1 On -Site Inspection: 6.1.a. WHPacific will provide an engineer to be on -site during the inspection to monitor aircraft operations and to advise the surveyor of safety area setbacks, and other on -airport safety procedures. 6.1.b. Subconsultant shall conduct an initial site visit to perform a visual inspection of the area based on the protocols outlined above. At that point it will be determined if live traps will be necessary. If so, then they will be set and a second inspection trip will be conducted. Allowances for two on -site inspections have been included in the event a live -trapping component is found necessary. 6.2 Report Preparation: A memo type report will be prepared. The City and FAA will review the draft report. Once approved, the report will be submitted to the USFWS and IDFG by the FAA to conduct the official agency consultation. The infoiuuation will be used to supplement the EA documentation.
