Mr. Murphy moved to approve the Minutes of the meeting of February 22, 2018 and Mr. Dockerty seconded the motion with all voting AYE at the roll call. IV. No August Meeting Mrs. Jones moved that the April meeting be held on Wednesday, April 25, 2018 at 8:30 A.M.. Mr. Murphy seconded the motion and all voted AYE. Mrs. Jones said she would not be present for May, June or July. Mr. Dockerty said he would not be present for June or July and Mr. Murphy said he would be absent for the May meeting. VI. PUBLIC HEARING. A. Declaration of Ex -Parte Communication There was no Ex -Parte communication declared. B. Administer Oaths The Town Clerk administered the Oath to Matt Wolf. C. Items related to previous approvals. 1. Edgewater Building Group, as agent for Kristina and Ardie 1 Minutes of ARPB Regular Meeting & Public Hearing Held March 22, 2018 at 8:30 A.M. Emers, owners of property located at 800 Canary Walk, Gulf Stream, Florida 33483, legally described as Lot 24 and the westerly 100 feet of Lot 30, Place Au Soleil Subdivision. Town Manager Dunham explained that this plan has been returned to the ARPB from the Town Commission with instructions for them to review the landscaping in the front and make a final decision as there is much less material than what was originally approved. Mr. Wolf presented an amended front design and pointed out that due to the location of the septic tank and drainfield and the water meter it was necessary to change the original design. He said they have added additional plantings forming "wings" to the amended design on both sides of the driveway which include Pigmy Date Palms. Mr. Dockerty suggested that there be material added to the south of the proposed "wings" toward the house. Mr. Wolf said they would be happy to do this. Mr. Dockerty moved to approve the revised landscape plan with the additional Pigmy Date Palms included and Mr. Murphy seconded the motion with all voting AYE. VII. Continued Review of "Discouraged Items" in Chapter 70. The Town Manager reminded that there has been considerable discussion regarding roof and eave heights and large amounts of glass on elevations at previous meetings and he encouraged making a recommendation on these items before moving on to any other items on the list. A. Roof & Eave 1. Heights for 1 story & 2 story homes 2. Design & Materials B. Massing 1. Windows 2. Entry Features There was considerable discussion on roof and eve and massing and it was agreed that final determination would be included at the time the final recommendations are agreed to. The lists of "Discouraged Items" in each section of the Code were discussed. Malcolm Murphy then moved and Robert Dockerty seconded that all discouraged items be moved to the "prohibited" section with the exception of the following list. Section 70 -101 -Windows. Add under "Prohibited"; 25 percent or more of total window opening on the sides and front elevation and 50 percent or more of total window opening on the rear elevation composed of undivided panes larger than 8 square feet. Shutters painted the same color as principal building to be eliminated so it is neither mentioned in "preferred or in prohibited". VA Minutes of ARPB Regular Meeting a Public Hearing Held March 22, 2018 at 8:30 A.M. Section 70 -238 -Roofs. When moved to "prohibited", modify "Gable" to Gables on side elevations and Gables on 2nd story elevations. Section 70 -290 -Shutters. Eliminate "No shutters" from the Code so it is not in either preferred or prohibited category. Section 70 -266 -Television antennas; satellite dishes Eliminate all 5 items under "discouraged -_11 --- discouraged" from the code and insert under "Prohibited", All satellite dishes greater than 18 inches in diameter, and all satellite dishes not screened from off -premise views, unless absolutely necessary to ensure adequate reception. This letter will explain that items that have been labeled as discouraged are found in town and do not detract from existing and desired character of the town and zoning district, they comply with the following goals. As per sections 70-100(c)(2) discouraged entry features between 14'-0" and 16'-0" and 70-100(c)(2) discouraged eaves between 22'-6" and 24'-6" for two story portions. Proposed roof ridge at entry 15'2" and 2nd floor tie beam 23'-6". 1. Neighborhood character- the entry roof at entry door is within any single -story roof height which will be similar in the neighborhood. We have found that the proposed 2"d floor tie beam falls under many existing homes tie beams. Therefore, makes this project consistent with the neighborhood. 2. Architectural style — Entry roof structure compliments the architecture and does not overpower the architecture. The 2n1 floor tie beam height does not contradict proper architectural style and keeps it with the good proportions. 3. Building form and mass — Entry roof structure is similar in form and mass to I" floor roof structures. The second -floor tie beam keeps the form and mass of the building compatible with the neighborhood and architecture. 4. As per section 704(c)(3), Discouraged items are design elements that should not be used to maintain the desire character and quality of the zoning district. This letter will explain that items that have been labeled as discouraged are found in town and do not detract from existing and desired character of the town and zoning district, they comply with the following goals. As per section 70-100(c)(2) discouraged eaves between 22'-6" and 24'-6" for two story portions. Proposed shows 23'-0" for the 2"d story tie beam. 1. Neighborhood character- we have found that the proposed 2"d floor tie beam falls under many existing homes tie beams. Therefore, makes this project consistent with the neighborhood. 2. Architectural style — The 2"d floor tie beam height does not contradict proper architectural style and keeps it with the good proportions. 3. Building form and mass — The second -floor tie beam keeps the form and mass of the building compatible with the neighborhood and architecture. 4. Materials and colors — The second -floor roof beam does not affect materials or colors selected for this project. All colors and materials flow throughout all the design elements and enhances all details. 5, Location of elements — the second -floor roof beam is only 6" higher than preferred height, it does not add undesired elements into the architecture.
