Airport Manager SUBJECT: AIP Projects, Shovel Ready The following projects are shovel ready and can be bid, with construction started this summer, 2009. 1. Construct SRE Building. This project is identified in out recently adopted Master Plan Update at $450,000. SRE storage is normally not a high priority with FAA. However, for McCall, and other destination Mountain Airports, storing equipment outside is difficult at best. With temperatures normally bellow zero degrees, even with plug in block heater, the equipment is often difficult to start, and requires extended start up times. Extended warm up time for this equipment waists diesel and places more carbon in the atmosphere than would be required if the equipment could be stored inside. Therefore, this project is not only a safety project for a mountain airport, it is also an environmentally friendly green project. 2. Reconstruction of taxiway areas, additional hangar development taxiway, and relocation of aircraft apron. This project is detailed in the attached pdf file for just over $1,000,000. The pavement reconstruction is on taxiways only and was predicted in Pavement Condition Index completed for MYL to be ready for reconstruction by this date. Indeed, these pavements have failed. The taxiway for additional hangar construction is detailed in our recently completed Airport Master Plan Update, and will not only generate construction jobs from engineering and pavement construction, but also from hangar construction, and spin off need for more aviation services. McCall Municipal Airport has an active hangar waiting list of over 40 people who have paid $500 each to be on the list. With the taxiway completed by late summer this year, hangars could start construction as early as fall 2009 or at least by spring of 2010. The new apron is identified in our Master Plan Update CIP. / 3. Phase II SRE acquisition. Our Master Plan Update identifies a need for $450,000 in federal funding. With almost $150,000 in AIP funding offered by FAA, another $200,000 would complete this need. A push plow utilizing a truck with snow plow, and a chemical applicator unit for pelletized and liquid runway deicer could be purchased along with the complete purchase of the equipment that is presently out to bid. This would make approximately $1,650,000 in shovel ready projects that could be under construction during summer 2009 at MYL. Although matching this amount of grants at 5% is not presently in our budget, we have the ability to process a budget amendment to allow us to match these grant amounts.
