Those present were : Doug Wilcock , William Porter as alternate , Sherry Theuret , Administrative Supervisor and Paul Anderson , Superintendent . Town / Citizen Participation . • 691 South Orleans Road o One time reduced rate due to high usage on February 1St billing statement ■ Motion by Commissioner Wilcock to approve one time reduced rate, 2nd by Commissioner Brown . 3-0-0 • Approval of Meeting Minutes o Office Manager requesting approval to have future emails of minutes to the commissioners and indicate " draft" and reflect edits to minutes before final approval . o Approval of October , November and December 2019 minutes for approval . ■ First motion by Commissioner Brown to have all future email of minutes to indicate "draft" and reflect all edits done by the commissioners, 2"d by Commissioner Wilcock. 3-0- 0 ■ Second motion by Commissioner Brown to approve minutes for October and November. The December minutes to be approved at February meeting based on corrected changes, 2nd by Commissioner Wilcock. 3-0- 0 • Update regarding Weathervanes Way access / water main . o Superintendent Anderson indicated that the easement in question is expected to be surveyed and will be evaluated to determine the best route for the proposed water main . • Drink Brewster Tap update by Mary Chaffee , Select Board Liaison o Mary Chaffee was unable to attend but , submitted a brief update on the water station project . '"See attached for details ■ Motion by Commissioner Wilcock for 4 hydration stations to be installed and paid for out of the water department construction account, 2nd by Commissioner Brown. 3-0-0 • Review 5 Year Capital Proposal and FY21 Proposed Budget o Superintendent Anderson indicated the town is currently conducting a salary range study . The addition of adding any positions to the water department staff will be on hold until fiscal year 2021 . • Discussion regarding Water Commissioners responsibilities . o Water Commissioners have been asked to attend a meeting on Friday , February 7th to meet with the Town Administrator and Charter Committee . • Report from the Office Manager o February 1St billing statements ■ February 1St billing statements were available online Friday , January 24th to all homeowners who registered their accounts online through Invoice Cloud and all paper statements were mailed out Monday January 27th DRIFIKi i Fri: -11'1144 " r. ' , ' ■ Sample of new Summary Billing accounts for Ocean Edge and Brewster Housing Authority . • Topics the Chair did not reasonably anticipate . o 660 Villages Drive ■ The water meter was changed out after four years of not being able to obtain a meter read . The Office Manager billed all of the usage at the lower rate reducing the billing statement by more than half . ■ The usage over the four years of not being able to obtain a meter read was higher than usage in previous actual meter read . ■ The water department tested the meter and it tested at 100 % accuracy , ■ Further discussion with CJ Management scheduled for February 28th water commissioner meeting . • Commissioner Wilcock made a motion for the bill to remain as is billed at the lower rate due to the results of the meter testing with 100 % accuracy, 2" d by Commissioner Brown. 3-0-0. o Date of Next Meeting Friday , February 7th @ 9 : 00 AM Friday , February 28th @ 8 " 30 AM Commissioner Wilcock moved to adjourn the meeting at 9 : 21 AM — 2nd by Commissioner Brown .
