The following were noted present: Agenda Meeting Roll Call Councilmember Vincent Bellino Jorge Didz — " Dennis DiMascio Randy Krum Noted absent were Councilmembers Naples and Sitarz. Also noted present was the Borough Attorney Robert J. Bergen and Municipal Clerk Kathleen M. Barney, MYIC. The Municipal Clerk stated that on 2012 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 9, 2012. Notice was published in The Home News Tribune on January 9, 2012 and The Star Ledger on January 10, 2012. The Meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Ordinance #12 -5 The Clerk stated that Ordinances #12 -5 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on March 22, 2012. It was duly published in The Home Newi Tribune on March 28, 2012 with notice that it will be considered for final passage after Public Hearing to be held on April 12, 2012 at approximately 6:00 P.M. The ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by tile. Open Upon MMS &C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the four (4) members present, the Mayor declared the Public Hearing to be open: Mayor Reiman noted that there was no one in the audience. Closed There being no comments or objections to the Ordinance, the Mayor declared the Public hearing to be closed, upon NIMS &C, by Councilmembers DO/lascio and Bellino and unanimous affirmative vote of the four (4) members present. J.S.A. 40A: -4- 45.14) Ordinance #12 -5 To Exceed Municipa. Budget Appropriatii Limits & to Establish A Cap Bank was finally adopted. Upon individual roll call vote, Councilmembers ivas Adopted Bellino, Diaz, DiNlascio and Krum voted in the affirmative. Councilmembers Naples and Sitarz were noted absent. Upon individual roll call vote, Councilmembers adopted Bellino, Diaz, DiMascio and Krum voted in the affirmative for the adoption. Councilmembers Naples and Sitarz were noted absent. APPROVED AND ADOPTED: April 12 2012 INTRODUCED: MARCH 22, 2012 Advertised as Adopted on First Reading With Notice of Public Hearing. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio and Krum voted in the affirmative. Payment of Bills Upon MMS &C, by Councilmembers Diaz and Bellino all bills appearing on the prepared list properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio and Krum voted in the affirmative. Councilmembers Naples and Sitarz were noted absent. Mayor - Proclamation Alcohol Awareness Month PROCLAMATION Alcohol Awareness Month April 2012 WHEREAS, alcohol is a primary factor in the four leading causes of death for young person's ages 10 -21; and WHEREAS, almost 100,000 persons die each year from alcohol - related causes; drinking and driving crashes, other accidents, falls, fires, alcohol - related homicides and suicides; and WHEREAS, approximately 15 million current drinkers in the United States are dependent on alcohol; and WHEREAS, adolescents use alcohol more than tobacco or illicit drugs; and WHEREAS, young people who begin drinking, on average, at 13.1 years of age; and 8. April 12, 2012 WHEREAS, young people who begin drinking on average, at 15 are four times more likely to develop alcohol dependence than those who begin drinking at age 21; and WHEREAS, alcoholism involved in fifty percent of criminal assault, traffic, theft, fraud, vandalism and sex crime cases in the juvenile justice system. Older friends and siblings are the primary source by which underage youth obtain alcohol. Providing alcohol to minors is against the law, and that together we should work to ]seep it out of their hands; and Proclarmtion (Con't) ,WHEREAS, it is imperative that we join with others in advancing efforts to strengthen the enforcement of our underage drinking laws, and build partnerships among local agencies, elected officials, law enforcement, businesses, schools and communities to prevent underage drinking and alcoholism. NOW, THEREFORE, I, MAYOR DANIEL J. REIMAN join the National Council on Alcoholism and Drug Dependence, Inc. (NCADD) and The New Jersey Division of Alcohol Beverage Control and do hereby proclaim that April 2012 is Alcohol Awareness Month in the Borough of Carteret. COMMITTEES Committee Chairman DiMascio said he had no business at this time, Thank You. Committee Chairman Krum said he would have information at the next meeting.
