PRESENT : Chair Whitney, Selectperson Bingham , Selectperson Chaffee, Town Administrator Peter Lombardi ,
Assistant Town Administrator Donna Kalinick, Finance Director Mimi Bernardo Finance Committee : Tom
Fitzgibbons, Chair Fitzgerald , Honey Pivirotto, Frank Bridges, Don Arthur, Pete Dahl

Call to Order/ Pledge of Allegiance
Chair Whitney called the meeting to order at 8 : 00am . Chair Fitzgerald called the Finance Committee meeting to
order at 8s00am
Opening Comments of the Select Board and Finance Committee Chairs
Chair Fitzgerald thanked administration for their hard work in preparing and presenting the budget over
view, and for finding funding strategies for the Housing Trust and OPEB .
Opening Comments of the Town Administrator and Finance Director
Selectperson Chaffee read a Conflict of Interest disclosure . Finance Committee member Don Arthur read a
Conflict of Interest disclosure . Mr . Lombardi commended Donna Kalinick and Mimi Bernardo for their hard
work and expertise . He also thanked the department heads for their involvement in the budget process . The
FY19 turn backs was higher than historic and that should be noted . This is a level services budget . A policy
discussion will be had on the residential exemption in the upcoming months . This year the amount of
exemptions available to residents doubled . Funding a capital stabilization account would reduce the impact
on the tax rate , for upcoming capital projects .
Joint Budget Hearings :
The Board of Selectmen and Finance Committee discussed department budgets with the respective
department heads as follows :

Selectperson Bingham would like a designated date for the Saturday Budget review meeting . The first
Saturday is preferred by Mr . Lombardi , with the second Saturday as a backup date in the event of an
emergency . Chair Whitney noted how much services they get as Brewster Citizens with such an efficient
budget . Chair Fitzgerald finds value of seeing the budgets presented together and how they affect the whole
budget independently . I

Selectperson Chaffee moved to adjourn at 3 : 25 pm , Selectperson Bingham second . The Board voted 3 -Yes 0-
No . Finance Committee member Pete Dahl moved to adjourn , Ms . Pivirotto second . The Committee voted &
Yes 0- No .
